Min 12/29/1986 411 Wichita Falls, Texas Memorial Auditorium Buildina December 29, 1986 Items 1 & 2 The City Council of the City of Wichita Falls, Texas, met in Special Session on the above date in the Council Room of Memorial Auditorium Building at 8:30 o'clock A.M. with the following members present. Charles Harper Mayor Sandy Goff Ruth Ann Allred Charles Thomas Lindsey Walker Don Kirkham James Berzina City Manager H. P. Hodge City Attorney Jackye B. Hatley Asst. City Clerk Fred L. Werner Chief Accounting Officer Ronald Buffum Absent Wilma J. Thomas Absent The invocation was given by Councilman Lindsey Walker. Item 3 ORDINANCE NO. 110-86 ORDINANCE APPROPRIATING $1 ,500,000 FROM THE WEST TEXAS UTILITY FUND AND $2,337,600 FROM THE WATER AND SEWER FUND FOR LAND ACQUISITION FOR THE LAKE RINGGOLD PROJECT AND DECLARING AN EMERGENCY Moved by Councilman Thomas that Ordinance No. 110-86, appropriating funds to buy property at Lake Ringgold,be passed. Motion seconded by Councilman Kirkham. City Attorney H. P. Hodge asked that the ordinance be amended to add $30,000 for closing costs from the Water and Sewer Fund. Councilman Thomas moved that Ordinance No. 110-86 be amended to add $30,000 for closing costs , and be adopted; seconded by Councilman Kirkham. Mr. Werner, Chief Accounting Officer, stated that the transfers have been made so we will be able to close tomorrow. Councilman Allred asked if the City would be able to finish the survey of the property by the end of the year? She was told it would be completed by December 31 , 1988. It was stated that the $30,000 would be added to the contract, and the total amount of acres is 6,680, plus an easement of 940 acres. Councilman Kirkham asked if the contract price was reduced by 5 percent? Mayor Harper stated that this ordinance covers exactly what we have been talking about, and he asked if there were any changes the Council would like to make? Charles Davis, 4435 Call Field Road, addressed the Council . He asked if the $20,000,000 bonded indebtedness couldn' t be reduced with this surplus instead of buying this land , and going on with other projects this Council is initiating? Mr. Davis also inquired as to why this meeting had to be an emergency? Mayor Harper explained it needed to be executed tomorrow. Councilman Thomas noted that in order to get the 5 percent discount, it had to be paid by tomorrow. 412 Item 3 (Cont. ) Mr. Davis is still concerned that this issue has not been brought to a vote. He also noted that the Council is embarking on several projects that will cost a lot of money. Councilman Thomas stated that this Council has done some long-range planning which will mean more growth and progressive improvements. Mayor Harper is going to ask some of the other area leaders about the whole project. He stated that we are taking the first step, but we need to see what part they are going to play. Councilman Walker noted that the water system we have now is only because of someone' s long-range planning 30 or 40 years ago. We are doing this for our grandchildren. Councilman Allred noted that there are several ways in which the Water and Sewer Funds could be spent, but this is the most appropriate way. Councilman Goff noted in this economic time, we should think of our cup being half full not half empty. A city must plan for the future or it will die in its tracks. Jim Berzina, City Manager, made the observation that if you don' t start those kinds of things, you will never do them. Mayor Charles Harper thanked H. P. Hodge, City Attorney, and Fred Werner, Chief Accounting Officer, for their help in putting this together. Charles Thomas, Councilman, stated this should be a plus for the BCI to boast we have already purchased this land, and paid cash for it.
