Min 10/14/1986 352 Wichita Falls, Texas Memorial Auditorium Building October 14, 1986 ' Item 1 The City Council of the City of Wichita Falls, Texas, met in called (session on the above date in the Council Room of the Memorial Auditorium lat 8:30 o'clock A.M. , with the following members present. Charles Harper Mayor Sandy Goff Ruth Ann Allred Councilmen Ronald Buffum Lindsey Walker Charles Thomas Absent Don Kirkham Absent Ed Barrett Asst. City Manager H. P. Hodge City Attorney Wilma J. Thomas City Clerk Fred L. Werner Chief Accounting Officer Item 2 Charles Harper, Mayor, called the meeting to order, for the purpose of coordinating efforts on the war on drugs, with various community organizations. He stated that the Council is here as facilitators. He read some statistics of usage by high school students. He hopes that the City can pull together this war on drugs by November 18, which will be declared D-Day. Doris Frazier, Executive Director of the Council on Drug Abuse; stated that they are happy to help in any way possible. Five action groups were named by Charles Harper, Mayor, along with the councilman who will be working with that group. a. Public Awareness/Public Education Action Group - Ruth Ann Allred b. Outreach to Schools Action Group - j Don Kirkham and Lindsey Walker c. Outreach to Parents/Adults Action Group - Sandy Goff d. Treatment Action Group - j Ron Buffum e. Detection/Legal Action Group - Charles Thomas Each person in the audience introduced himself. Charles Harper, Mayor, noted that the Council does not intend to replace anything being done in the city. They just want to get involved, and chair these various groups. They pledge to do whatever is necessary in passing ordinances, and other things to assist in this war on drugs. A representative from Howmet noted that industry is not involved. Some- one noted that service organizations seem to be left out. Charles Harper, Mayor, noted that the military isnot included because they have their own war going on out there. He stated that he would be a contact with General Phillips. He also stated that the City will provide a meeting place for these facilitators. Industry would be placed under Parents/Adults Action Group, civic groups would go under Public Awareness/Public Education Group, and students (Youth Activities Advisory Council ) would go under Schools Action Group. 353 Al Nice asked if the City Council has considered that all of these action groups will need money, and where will the money come from? Charles Harper, Mayor, stated that they will figure it out, and help them raise it. He would like to have an on-going program by the end of November. He requested that all groups meet before November 18, and come back with recommendations. It was noted that Alcoholics Anonymous would like to be involved. It would go under Treatment Action Group. Charles Harper, Mayor, again noted that the Council is not trying to . take over, but add some officialness to it. The meeting adjourned at 9:02 A.M. PASSED AND APPROVED this Adti' day of 1986.
