Min 04/08/1986 1 Wichita Falls, Texas Memorial Auditorium Building April 8, 1986 Items 1 & 2 The City Council of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Gary Cook Mayor Charles Harper Charles Thomas Lindsey Walker Bill Palmer Councilmen Craig Wilson James Welburn James Berzina City Manager Jeanie Thompson Assistant City Attorney Wilma J. Thomas City Clerk Fred L. Werner Chief Accounting Officer The invocation was given by Councilman Wilson. Item 3 Mayor Cook and City Clerk Wilma Thomas canvassed the results of the City election held April 5, 1986. RESOLUTION NO. 51-86 RESOLUTION CANVASSING RETURNS OF THE MUNICIPAL ELECTION HELD IN THE CITY OF WICHITA FALLS, TEXAS, ON APRIL 5, 1986, FOR MAYOR AND CITY COUNCIL MEMBERS FOR DISTRICTS 3, 4, AND 5. Moved by Councilman Palmer that Resolution No. 51-86 be passed. Motion seconded by Councilman Thomas, and carried by the following vote. Ayes: Mayor Cook, Councilmen Harper, Thomas, Walker, Palmer, Wilson, and Welburn Nays: None -I tei 4 City Clerk Wilma Thomas administered the oath of office to the new Mayor and Councilmen. Charles Harper, Mayor, presented plaques to Gary Cook, Craig Wilson, Bill Palmer, and James Welburn, expressing love and appreciation for their dedication and service on the Council . City Manager James Berzina presented gifts to the outgoing Councilmen, on behalf of the staff. He commended each for their individual contributions, citing Bill Palmer for assistance in golf course improvements, Craig Wilson and Jim Welburn for boards and commissions, and Gary Cook for his excellent leadership. Item 5 The new City Council took their places. Charles Harper, Mayor, thanked those in the audience who have encouraged him over the last three years, and especially the last two months, stating that he hopes they will continue to encourage him during the next two years. Councilman Buffum stated that he is looking forward to the next two years, and he believes the Council will work well together. r Item 5, cont'd. Councilman Allred expressed hope that the Council will work together as quickly as possible, and as closely as possible. It is her desire that no projects be left in mid-air which have been started, and that they be carried through to fruition. Councilman Kirkham thanked those who voted for him, stating that he will work to the best of his ability for the betterment of Wichita Falls in total . He recognized his grandaughter, Christie. Charles Harper, Mayor, noted that this is the first full council elected by the ward system. He applauds those who were elected, and those who ran. He also thanked Councilman Thomas and Walker for their support. Charles Harper, Mayor, gave three charges to the Council , as follows. 1 . Be brief, but not stiffling 2. Concise, but not cold 3. Direct, but not dogmatic. He stated that what we do here will affect everyone in this city. He read a poem from Dr. Seuss, which emphasized to swallow what's solid, but spitting out the air. Charles Harper, Mayor, asked Jeanie Thompson to bring Rules of Order for the Council to consider adopting. Charles Harper, Mayor, noted that Buergermeister Max Steer and Vice- Buergermeister George Hefferle, from Furstenfeldbruk, Germany, will be arriving in Wichita Falls on Friday evening for a two-week visit. Norma Crane presented a tentative outline of events scheduled for their visit. Charles Harper, Mayor, named Gary Cook, Craig Wilson, Jim Welburn, and George Acton as official hosts for this German entourage, along with Charlie Reaves to assist. Moved by Councilman Kirkham that the above be named official hosts, as requested. Motion seconded by Councilman Buffum, and carried unanimously. -I tem 6 Jeanie Thompson reported on the guidelines for selecting a replacement for a vacancy on the Council . The City Council recessed into executive session at 9:15 A.M. , according to Article 6252-17, Section 2, Paragraph (g) , of the Revised Civil Statutes. The meeting reconvened at 12:30 P.M. Charles Harper, Mayor, named Councilman Thomas Mayor Pro tem, stating that he will be host for the visitors from Germany on Friday night. RESOLUTION NO. 52-86 RESOLUTION DECLARING A VACANCY IN AT-LARGE CITY COUNCIL POSITION Moved by Councilman Buffum that Resolution No. 52-86 be passed. Motion seconded by Councilman Kirkham, and carried by the following vote. Ayes: Charles Harper, Mayor, Councilmen Thomas, Walker, Allred, Buffum, and Kirkham Nays: None Charles Harper, Mayor, noted that applications will be accepted in the City Manager' s office from 3:00 P.M. today to 3:00 P.M. Friday from those wishing to be considered for appointment to the City Council . Council members will be furnished this information to review over the weekend, and a special council meeting will be held at 7:30 A.M. , Monday, April 14, 1986, to consider and fill the vacancy. Council members will also have the option of submitting names for consideration, which will also be in application form. The City Council adjourned at 12:40 P.M.
