The City Council of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Conference Room of the Memorial
Auditorium Building at 5:15 o'clock P.M. , with the following members
present.
Gary D. Cook Mayor
Thomas E. Swift
Charles Thomas
Charles Harper Councilmen
Craig A. Wilson
Bill Palmer
James A. Welburn
James Berzina City Manager
H. P. Hodge, Jr. City Attorney
Wilma J. Thomas City Clerk
Fred L. Werner Chief Accounting Officer

City Attorney H.P. Hodge stated that with the addition of Quanah,
Holliday, and Wilbarger County to the North Texas Housing Finance
Corporation, Wichita Falls can only have one member instead of four.
The proposed resolution would make that appointment
RESOLUTION NO. 11-85
RESOLUTION REVOKING APPOINTMENT OF FOUR DIRECTORS OF THE NORTH
TEXAS HOUSING FINANCE CORPORATION, AND MAKING ONE APPOINTMENT.
Moved by Councilman Thomas that Resolution No. 11-85 be passed,
appointing Mayor Cook to the board of the North Texas Housing Finance
Corporation.
Motion seconded by Councilman Welburn, and carried by the following
vote.
Ayes: Mayor Cook, Councilmen Swift, Thomas, Harper, Wilson, Palmer
and Welburn
Nays: None
The City Council recessed into executive session at 5:50 P.M. , under
Section 2, Subsection (e) , of Article 6252-17, Revised Civil Statutes
of Texas.
At 7:00 P.M. , a public hearing was held in the Council Chamber for
consideration of single-member district system of election of council
members. Mike Morrision and David Guinn, attorneys for the City,
presented maps of the proposed districts, for consideration. Various
members of the audience directed questions and comments to them.
The meeting adjourned at 8:25 P.M.
