Min 01/22/1985 641 Wichita Falls, Texas Memorial Auditorium Building January 22, 1985 Items 1 & 2 The City Council of the City of Wichita Falls, Texas, met in called session on the above date in the Council Conference Room of the Memorial Auditorium Building at 9:30 o' clock, A.M. , with the following members present. Gary D. Cook Mayor Charles Harper Craig A. Wilson Bill Palmer Councilmen James A. Welburn Thomas E. Swift James Berzina City Manager H.P. Hodge, Jr. City Attorney Wilma J. Thomas City Clerk Fred L. Werner Chief Accounting Officer Charles Thomas Absent The invocation was given by Councilman Harper. Item 3 ORDINANCE NO. 10-85 ORDINANCE WAIVING THE MINIMUM BUILDING SETBACK REQUIREMENTS ON A PROPOSED PLAT OF LOT 1 , BLOCK 1, MEADS SUBDIVISION, WICHITA FALLS, TEXAS. Moved by Councilman Palmer that Ordinance No. 10-85 be passed. Motion seconded by Councilman Welburn. Councilman Wilson asked if there will be off-street parking for trail - ers so that they will not be parked on Scott Street? A man in the audience stated that off-street parking is available. The motion was carried by the following vote. Ayes: Mayor Cook, Councilmen Harper, Wilson, Palmer, Welburn and Swift. Nays: None ORDINANCE NO. 11-85 ORDINANCE CLOSING, VACATING, AND ABANDONING THAT PORTION OF EAST FORT WORTH STREET NORTH OF LOT 1 , BLOCK 13, KEMP & NEWBY SUBDIVISIONV, BETWEEN THE EAST AND WEST PROPERTY LINE THEREOF, WICHITA FALLS, TEXAS. Moved by Councilman Welburn that Ordinance No. 11-85 be passed. Motion seconded by Councilman Wilson. Mayor Cook stated that he understands that the concerns of the resi- dents have been met on adequate turn-around and late night shift of employees. The man stated that they have addressed everything that has been requested by the property owners. 642 Item 3, cont'd. Ted Litteken stated that one thing not provided by Mead' s, and requested by the property owners, is street lights and street signs indicating dead-end, or no through street. They also would like the City' s assurance that all city services be continued. The owner has also stated that if the City would send a crew to pick up the trash in the bar ditches, etc. , for one time, then they would maintain them from now on. They also asked for some improvement to Suburban Street, which is located between Perigo and where we are closing the street. The City Manager stated that he did not hear anything that he did not think they could do. There might be a timing problem. If there is anything we cannot do, he will get back with them. Roger McKinney stated that this was discussed at the Planning Board meeting last Wednesday. Mr. Bonnett stated that he would try to work with the Mead' s people to help resolve any drainage problems. With the closure of the bridge, and this portion of Fort Worth Street, they would like the Traffic Department to improve lighting, and provide good signage to indicate to people that the street is not a through street. The Planning Department recommends that the street be closed under conditions mentioned in the ordinance. Councilman Wilson asked if Meads should not bear the cost of the street lighting? The man in the audience stated that he was not sure they could assume this cost. There is no lighting down there now. He feels it is more toward the City than Mead's Foods. Councilman Wilson stated that he gave some of the residents some lighting fixtures several months ago. Councilman Palmer noted that it is not adequately lightly now. Mayor Cook stated that the corner on Perigo which will have to be built, may be above what a private concern has agreed to do. This seems to be a public/private venture. Prime access will be on Wind- thorst and Fort Worth Streets. The motion was carried by the following vote. Ayes: Mayor Cook, Councilmen Harper, Wilson, Palmer, Welburn and Swift. Nays: None The City Council recessed into executive session at 9:50 A.M. , pursuant to Article 6252-17, Section 2, Paragraph (e) , Revised Civil Statutes. Following the executive session, a work session will be held on the feasibility of a convention center. The City Council adjourned at 11:30 A.M. PASSED AND APPROVED this �day of 1985.
