Min 09/11/1984 529 Wichita Falls, Texas Memorial Auditorium Building September 11 , 1984 Items 1 & 2 The City Council of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Gary D. Cook Mayor Thomas E. Swift Charles Thomas Charles Harper Councilmen Craig A. Wilson Bill Palmer James A. Welburn James Berzina City Manager H. P. Hodge, Jr. City Attorney Wilma J. Thomas City Clerk Fred L. Werner Chief Accounting Officer The invocation was given by Councilman Harper. Item 3 ORDINANCE NO. 104-84 ORDINANCE EXTENDING ORDINANCE NO. 62-84, WHICH SUSPENDED SECTIONS 29-147 THROUGH 29-154 OF THE CODE OF ORDINANCES PROVIDING FOR PARKING METERS, AND PROHIBITING PARKING FOR LONGER THAN TWO HOURS IN ANY PARKING METER SPACE. Moved by Councilman Harper that Ordinance No. 104-84 be passed. Motion seconded by Councilman Welburn, and carried by the following vote. Ayes: Mayor Cook, Councilmen Swift, Thomas, Harper, Palmer, and Welburn. Nays: None (Councilman Wilson was not present in the room. ) Councilman Swift asked if the ordinance, as written, provides for 30-minute parking? City Attorney H. P. Hodge stated that the original ordinance suspended the ordinance requirements on parking meters except for the 1000 block of Lamar Street and the Municipal Airport. This remains the same. Every other parking space is two hours. Councilman Swift mentioned 30-minute parking at the Atrium. Bob Parker, Traffic Director, stated that these meters were put in because of the high turnover, and it was done under a separate ordinance. This ordinance would not affect that one. Item 4 Dr. Edwin Bebb presented a petition to Mayor Cook from citizens across the City for land use control . He read the petition request to enact a comprehen- sive land use control program immediately. Mayor Cook expressed appreciation for the work they have done. Zoning is exempt from the initiative and referen- dum process. This is not the purpose of their petition, but a request that the Council take this under consideration. Mayor Cook suggested that Roger McKinney and the Planning Board be charged with the responsibility of looking at our land use plan, and drafting a pro- posed land use ordinance to come before this Council that will address these problems. He directed that it be brought back to the Council by January 15, 1985. The Council will have an opportunity to address this proposed ordinance during the month of February. This Council will then have the opportunity to act on it. 530 Planning Director Roger McKinney stated that for the last three or four months they have been looking at it, stating that it is one of the most important areas for consideration. Work has already progressed in looking at this matter. Mayor Cook stated that the Planning Board has a land use subcommittee. Could we not augment this committee with three Council members so that we would have adequate representation from the Council , and ask the Planning Board to secure others from other areas to help? The land use subcommittee should have sufficient input in the drafting of this ordinance. Two additional members of this body will serve, along with the Council liaison. Mr. McKinney stated that a lot of the problems have already been addressed. Mayor Cook requested that the City Attorney make Jeanie Thompson available to work with this committee. The Council will need to have public hearings on it. Mayor Cook asked if this petition involves citizens from all sectors of the City? Dr. Bebb stated that it covers East, South, North, and West. He is not sure that every little sector is included. There are a few more people from the Tanglewood area because that was where the petition originated. There are 1141 signatures on this petition, with others expected. Mayor Cook stated that they will begin work on their request, and that the Council members will be announced as to who will be serving with the land use control subcommittee. Item 5 The City Council recessed into executive session at 8:50 A.M. , pursuant to Article 6252-17, Section 2(g) , of the Revised Civil Statutes.
