The City Council of the City of Wichita Falls, Texas, met in called session
on the above date in the Council. Conference Room of the Memorial Auditorium
Building at 8:30 o'clock A.M. , with the following members present.

Mayor Cook called the meeting to order.
Wichita County officials present were Judge Tom Bacus, County Commissioners
Gordon Griffith, Bud Greer, Weldon Nix, and Dod Wiley.
A public hearing was opened on the use of industrial revenue bonds for
Hotel Associate of Wichita Falls, Ltd. partnership.
RESOLUTION NO. 240-83
RESOLUTION APPROVING A PROJECT TO BE FINANCED BY WICHITA COUNTY
INDUSTRIAL DEVELOPMENT CORPORATION INDUSTRIAL DEVELOPMENT REVENUE
BONDS (HOTEL ASSOCIATES OF WICHITA FALLS, TEXAS, LTD. PROJECT) .
Moved by Councilman Thomas that Resolution No. 240-83 be passed.
Motion seconded by Councilman Morris.
City Attorney H.P. Hodge explained the provisions of the resolution, noting
that it is located immediately adjacent to a blighted area. He stated that they
must first approve the project, make certain findings concerning the project,
that it is located in or adjacent to an eligible blighted area, that it will
contribute significantly to the redevelopment objectives of the community, and
that the project is in furtherance of the public act.
Mayor Cook invited anyone to speak for or against the project. No one
desired to be heard.
Moved by Councilman Harper that the public hearing be closed.
Motion seconded by Councilman Morris , and carried by the following vote.
Ayes: Mayor Cook, Councilmen Swift, Thomas, Harper, Wilson, and Morris
Nays: None
Councilman Thomas stated that this is a Christmas gift to the community.
County Judge Bacus called to order the meeting of the Commissioners Court
of Wichita County.
Moved by Commissioner Nix that the Resolution adopted by the City of
Wichita Falls be approved.
Motion seconded by Commissioner Griffith, and carried unanimously.

Judge Bacus stated that it has been a privilege and pleasure for the
Commissioners Court to participate with the City Council in this type of activity.
He lauded the cooperation of the two bodies. He agreed with Charles Thomas that
it is indeed a Christmas gift to the whole community.
Mayor Cook stated that the Council appreciates the cooperation of the County
Commissioners, particularly in another project in the Burnett Street bridge, and
other bridges on Holliday Creek. This hotel project is one that we are very
pleased to have in our community. Also, its location at the start of our Green-
belt project will enhance the convention and tourist business in Wichita Falls.
Judge Bacus stated that he did not think Wichita Falls has a problem. Some
people had an attitude problem, but he feels that the City is going places.
The combined meeting adjourned at 8:45 A.M.
