The City Council of the City of Wichita Falls , Texas met in called session
on the above date in Room 500 of the Memorial Auditorium Building at 2:45 o'clock
P.M. , with the following members present.
Gary D. Cook Mayor
Thomas E. Swift
Charles Thomas
Charles Harper
Craig A. Wilson Councilmen
Howard M. Morris
Horace 0. Boston
James Berzina City Manager
H. P. Hodge, Jr. City Attorney
Wilma J. Thomas City Clerk

Mayor Cook announced that this emergency session had been called to consider
waiver of an ordinance for Parents Without Partners.
City Attorney H.P. Hodge explained that Mr. Ed Gripp was here representing
Parents Without Partners. Mr. Hodge stated that they would be required to obtain
a license from the Alcoholic Beverage Commission, and because it is a fund raiser
in Lucy Park they also need a waiver from the City.
Mr. Hodge also noted that Mrs. Thomas had called to his attention that they
planned to have a dance, and that we also have a dance license ordinance. He
suggested that we add a waiver of that ordinance in the last paragraph.
Mr. Gripp stated that the hours would be 8:00 P.M. to 12:00 P.M. , and that
they would have a juke box.
Mayor Cook noted that he may be in trouble with the noise level after 10:00
P.M. If the Police Department received any complaints he hopes that the Police
Department shuts it down. Mayor Cook also urged them to plan well in advance
next year for this event.
Mr. Gripp expected about 75 people. They have around 200 members. He
stated that the event is for members and prospective members only.
ORDINANCE NO. 96-83
ORDINANCE WAIVING SECTION 4-15 AND SECTION 25-14 OF THE CODE OF ORDINANCES
TO ALLOW THE SALE OF BEER AT LUCY PARK ON SATURDAY, AUGUST 27, 1983 FOR
PARENTS WITHOUT PARTNERS FUND RAISING PROJECT.
Moved by Councilman Morris that Ordinance No. 96-83 be passed.
Motion seconded by Councilman Harper, and carried by the following vote.
Ayes: Mayor Cook, Councilmen Swift, Thomas, Harper, Wilson, Morris,
and Boston
Nays: None
