Item 3 Mayor Cook stated that the purpose of this special session is to consider action on the Parks and Recreation Open Space Element of the Comprehensive Plan, to be used as a general guide. This matter was the subject of a recent work session; however, no action could be taken in that work session. He further stated that as a planning guide it does not mean that it will be followed absolutely. It was also the consensus of the Council in the work session that the most difficult portion of the plan dealt with the recon nendation of closing nine parks. The Council felt this should be looked at very carefully by the Council and the Parks Board. The Parks Board will look at each and every aspect of the planned recommendation, but extra carefully at each park closing. Ample legal research will be conducted by the legal department. Public hearings will also be held so that citizen input can be gained by the Park Board, and final action taken by the Council. The purpose of this meeting is for the adoption of this guide. It will not be completely and totally used, but will be administered by other departments and boards in the city. Further action will be looked at by the Parks Board and other departments. It does not mean that all of these parks will be closed.
