The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Rocsni of the Memorial Auditorium Building
at 3:00 o'clock P.M. , with the following members present.

Mayor Cook stated that the purpose of this special session is to consider
action on the Parks and Recreation Open Space Element of the Comprehensive Plan,
to be used as a general guide. This matter was the subject of a recent work
session; however, no action could be taken in that work session.
He further stated that as a planning guide it does not mean that it will be
followed absolutely. It was also the consensus of the Council in the work session
that the most difficult portion of the plan dealt with the recon nendation of
closing nine parks. The Council felt this should be looked at very carefully by
the Council and the Parks Board. The Parks Board will look at each and every
aspect of the planned recommendation, but extra carefully at each park closing.
Ample legal research will be conducted by the legal department. Public hearings
will also be held so that citizen input can be gained by the Park Board, and
final action taken by the Council.
The purpose of this meeting is for the adoption of this guide. It will not
be completely and totally used, but will be administered by other departments and
boards in the city. Further action will be looked at by the Parks Board and
other departments. It does not mean that all of these parks will be closed.
RESOLUTION NO. 62-83
A RESOLUTION ADOPTING THE PARKS, RECREATION, AND OPEN SPACE EJaV1EN'T
OF THE CITY'S COMPREHENSIVE PLAN
WHEREAS, the Board of Aldermen adopted Resolution No. 77-82 authorizing a
contract with Myrick, Newman, Dahlberg and Partners, Inc. , for assistance in
preparing the Parks, Recreation, and Open Space Element of the City's Comprehen-
sive Plan; and,
WHEREAS, the Parks, Recreation, and Open Space Element has been completed;
and,
MiEPEAS, the Parks Board has recommended that the Parks, Recreation, and
Open Space Element be adopted.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The Parks, Recreation, and Open Space Element is hereby adopted as a part
of the City's Comprehensive Plan, and shall be used as a general guide in planning
parks, open space, and recreation inprovments.

Moved by Alderman Hampton that Resolution No. 62-83 be passed, adopting
the Parks and Recreation Open Space Element of the Comprehensive Plan, to be
used as a general guide.
Motion seconded by Alderman Russell, and carried by the following vote.
Ayes: Mayor Cook, Aldermen Shearman, Hampton, Russell, Wilson, Morris, and
Boston
Nays: None
The Board of Aldermen adjourned at 3:06 P.M.
