A public hearing on the redistricting plan was opened at
8 :00 p.m. , by Mr. Guinn. Council members in attendance were
Mayor Lam and Councilors Farabee, Loughry, Thompson, and Hughes.
Staff members present were Mr. Berzina, Mr. Humbach, and Mrs.
Thomas.
Mr. Guinn discussed past history of the method of election
of council members, and the purpose of redistricting. He stated
that our population requires 19 ,251 persons in each district,
with a 5 percent above or 5 percent below. He discussed the
plans proposed, stating that the court order calls for five
single member districts, and two elected at-large. A 6-1 or 7-0
configuration would require a charter election. The first
possible time for a charter election would be November 1992.
Plan 4 was discussed. Richard Esparza asked for
clarification of the minority percentage. He stated that he had
a problem with grouping the two minority groups together. He
desired that the two minorities be separated to have a hispanic
minority district. He would like a commitment from the City
Council to allow them to bring in their experts.
Councilor Thompson stated that he intends to recommend Plan
4, and include in it a statement that we plan to allow the
voters to amend the City charter to elect all council members by
district.
Lindsey Walker asked questions about undercounts by the
census.
The public hearing adjourned at 9: 00 p.m.
