The City Council of the City of Wichita Falls, Texas, met
in regular session on the above date in the Council Room of the
Memorial Auditorium Building at 8 : 30 o'clock a.m. , with the
following members present.

Baptist Church.
Item 3a
Troy Jensen, Assistant Public Information Officer, was
honored as Employee of the Month for December. Mayor Lam
presented him with a plaque, City of Wichita Falls pin, a check,
bus tickets, and tickets to a theatre and dinner.

Moved by Councilor Kirkham that minutes of the meetings
held November 19 and 25, 1991 , be approved.
Motion seconded by Councilor Thompson, and carried
unanimously.

Moved by Councilor Hughes that the consent agenda be
approved.

The bid for a front end loader/backhoe was awarded to
Construction Agricultural Supply Company of Wichita Falls, in
the amount of $33 , 500 .

ORDINANCE APPROPRIATING FUNDS RECEIVED FROM THE TEXAS
DEPARTMENT OF HIGHWAYS FOR OPERATING ASSISTANCE FOR THE
TRANSIT FUND
Moved by Councilor Thompson that Ordinance No. 103-91 be
passed.
Motion seconded by Councilor Hughes.
Councilor Loughry asked about grant money, and Mr. Dockery
explained the twenty-five percent operating assistance for the
City' s transit system, stating this simply appropriates money
for the twenty-five percent of those operating losses.
The motion carried by the following vote.

ADDITIONAL RIGHTS, CREDITS AND BENEFITS AUTHORIZED BY
SECTIONS 852.105, 854. 202 , 854. 204 , 854 . 405, 854. 406
AND 854. 410 OF TITLE 8 , V.T.C.A. , GOVERNMENT CODE, AS
AMENDED, AND PRESCRIBING THE EFFECTIVE DATE OF THIS
ORDINANCE
Moved by Councilor Kirkham that Ordinance No. 104-91 be
passed.
Motion seconded by Councilor Hughes.
Councilor Martin noted a correction in the "be" to "by" in
the fifth line of Section 1, Paragraph (d) .
Mayor Lam explained that this had been previously
recommended by a blue ribbon committee, and this Council is
implementing it.

GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, "UPDATED
SERVICE CREDITS" IN SAID SYSTEM ON AN ANNUAL BASIS
FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH
SYSTEM WHO AT THE EFFECTIVE DATE OF THE ALLOWANCE ARE
IN THE EMPLOYMENT OF THE CITY OF WICHITA FALLS; PROVIDING
FOR INCREASED PRIOR AND CURRENT SERVICE ANNUITIES FOR
RETIREES AND BENEFICIARIES OF DECEASED RETIREES OF THE
CITY; AND ESTABLISHING AN EFFECTIVE DATE FOR THE
ORDINANCE

RESOLUTION NO. 187-91
RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO
A LEASE AGREEMENT WITH THE COMMUNITY ACTION CORPORATION
FOR PROPERTY AT 602 BROAD
Moved by Councilor Farabee that Resolution No. 187-91 be
passed.
Motion seconded by Councilor Kirkham.
Councilor Thompson noted that he would not participate in
this discussion, nor vote on it because of a conflict of
interest.
Councilor Martin asked about lessee providing fire
insurance, and Mr. Berzina noted they are not carrying extended
coverage on this building.

William C. Young, 1018 Widows Lane, confirmed that this
consulting firm is from Wichita Falls.
Mr. Bonnett explained that a plan must be submitted to the
EPA and the Water Commission by July.

Item 9a
Moved by Councilor Hughes that the bid for seventeen (17)
police cars be awarded to Karl Klement Ford/Mercury, Inc. , in 40
the amount of $277, 936. 27. 1
Motion seconded by Councilor Kirkham, and carried
unanimously.
Item 10a
William C. Young thanked the Mayor and City Manager for
attending the meeting at the Holliday Creek Gardens Apartments.
He also noted the need for street lights at East Scott and
Eastside Drive.
Item 10b
Councilor Thompson inquired into the status of the motel on
East Scott. Mr Humbach explained this is an item we need to
discuss in some detail in executive session because it is a
matter of litigation. It will be placed on the next council
meeting agenda.
Councilor Kirkham asked about the status of Amber/Borton
project as far as pay-off. Mr. Bonnett noted more work needs to
be done. Councilor Kirkham stated that he drove these streets,
and there are some country roads that are smoother than they are
Mr. Bonnett stated he is not satisfied with it, but it is a ,
continuous ongoing battle on pouring concrete. Councilor "
Thompson noted that water stands on the West side of Amber at
Borton.
Councilor Kirkham suggested cancelling the second meeting
in December. Mr. Humbach noted it could be critical with the
redistricting. They will monitor it.
Councilor Farabee asked that street lights be checked on
Seymour Highway from Kemp to 9th Street.

Councilor Hughes thanked everyone for their thoughts and
prayers during his illness, stating he is glad to be back.
Council members welcomed him back.
Councilor Martin urged citizen cooperation with the Police
Department on burglaries during the Christmas season.
Councilor Loughry asked about the overlay project, and Mr.
Bonnett stated they are still adjusting manholes. He also asked
M. about the Holliday Creek bid, and Mr. Berzina explained they are
working with the Corps.
Councilor Loughry mentioned a newspaper survey indicating
seventy-five ( 75 ) percent of the call-ins stating they would
like Council meetings at night. He stated he had received some
calls about it. Mayor Lam pointed out it has been tried before,
and they were not any better attended than they are today.
Councilor Martin noted staff time required to be here to address
questions, stating you would find an increase in overtime.
Mayor Lam stated he would not be in favor of it unless there is
a great interest in it. No one has talked to him about it.
Councilor Kirkham stated that when he first came on the Council
he had some of this. The attendance did not increase. In fact,
it decreased. No one has talked to him about it.
Mayor Lam noted the deaths of Tom Natale and Maurice
Hebert, stating they were tremendous supporters of this city.
Item 10c
Mr. Berzina handed out a letter to the Council on problems
with solid waste. George Bonnett reported that a solid waste
hearing will be held tomorrow in Grand Prairie, with an advisory
council meeting the next day in Austin. Councilor Kirkham
stated he would also attend as a representative of the Council
and TML Region 5. The Council members signed a letter to be
read into the hearing record. Mayor Lam stated that cities of
our size need to begin banding together to say we are not going
to do it.
Mr. Humbach suggested the Council bring their packets to
the redistricting meeting on Thursday.
Tom Edmondson addressed the situation Councilor Thompson
mentioned with the young couple who needed help. Betty Pippen,
with the Wichita Council on Substance Abuse, explained the
referral process. Mike Laughlin, with MHMR Triage Unit,
discussed their role and limitation of facilities, stating the
unit at the State Hospital is for behavioral problems, not
substance abuse, and that every situation is uniquely different.
It was noted that treatment on demand is very difficult to
obtain because of limited resources. The only resource
available for adolescents is Vernon State Hospital, and it is
for those who do not have money.
