Min 11/25/1991 819 Wichita Falls, Texas Memorial Auditorium Building November 25 , 1991 Item 1 The City Council of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 1 : 00 o 'clock p.m. , with the following members present. Michael Lam - Mayor David Farabee - Terrance E. Loughry - Paul Hughes - Councilors J. W. Martin - Don Kirkham - Angus Thompson - Absent James Berzina - City Manager Gregory Humbach - City Attorney Wilma J. Thomas - City Clerk The Mayor announced that this meeting was called with the Redistricting Committee to receive initial recommendations from Professors David Guinn and Mike Morrison for the redistricting of the Wichita Falls City Council districts. Mr. Humbach pointed out that the results of the 1990 census showed there were significant population changes in the five districts. This necessitates a review of this and the racial makeup of these districts in compliance with the Voting Rights Act. We will be working with the Committee, and will come back with their final findings to be submitted to the Justice Department. David Guinn noted the conversion from an at-large system to a system which includes five single member districts, with two members elected at large. He explained that the intent is to honor the one person one vote, and do all they can to maintain minority status. They will stay with the same number of council members. What they will be presenting by way of remedy is just a starting point. Mike Morrison presented population statistics and charts of three different plans. He explained that the high and low in each district should not be more than about 1900 people. We need to get people out of District 3 , and more people back in District 2 . The meeting recessed to the Conference Room to spread out the various plans on the table for viewing by Council and committee members.
