Min 11/04/1991 799 Wichita Falls, Texas Memorial Auditorium Building November 4 , 1991 Item 1 The City Council of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 1 : 30 o'clock p.m. , with the following members present. Michael Lam - Mayor David Farabee - Terrance E. Loughry - Angus Thompson - Councilors J. W. Martin - Don Kirkham - James Berzina - City Manager Gregory Humbach - City Attorney Wilma J. Thomas - City Clerk Paul Hughes - Absent (ill) Item 2 RESOLUTION NO. 168-91 A RESOLUTION CREATING AND ESTABLISHING, IN CONCERT WITH WICHITA COUNTY, A MULTI-PURPOSE EVENTS COMMITTEE AND PROVIDING FOR THE APPOINTMENT OF MEMBERS TO THE COMMITTEE Moved by Councilor Thompson that Resolution No. 168-91 be passed. Motion seconded by Council Martin. Mayor Lam explained that the City Manager, the Mayor, and a Council Member have been meeting regularly with County officials, taking a look at the downtown area. The first action they feel is needed is for study of a multi-purpose events center. A committee was created today at the County. There are no pre-determined needs and decisions of the Committee, and they will start at Base One. Mr. Berzina commented that one of the real keys is that both City and County have felt the need for this type of center. The County has placed on their resolution a life of 90 days for this committee, stressing fast action. They also would like the mayors of Burkburnett, Iowa Park, and Electra to be ex-officio members, and come and hear these proceedings. Councilors Martin and Thompson spoke in favor of this committee, stating that citizens will have a big hand in making these decisions. The motion carried by the following vote. Ayes: Mayor Lam, Councilors Farabee, Loughry, Thompson, Martin, and Kirkham Nays: None 800 Item 3 The City Council recessed into executive session at 1 : 42 p.m. , according to Article 6252-17, Section 2 (g) , VACS. The meeting reconvened at 2: 03 p.m. Item 4 Moved by Councilor Kirkham that the following be appointed to the Multi-Purpose Events Committee. a. Kay Yeager b. Joe Mike Pistocco -.. c. Michael Lam d. Angus Thompson One vacancy remains to be filled. Motion seconded by Councilor Martin, and carried unanimously.
