Item 3
Jimmy Don Stevens, Fire Department, was honored as
Employee of the Month for September. Mayor Lam presented
him with a plaque, City of Wichita Falls pin, theatre
tickets, certificates for a meal at Whataburger, and a
$30. 00 check.
Mayor Lam presented a proclamation to District 13 ,
Parent-Teacher Association.

RESOLUTION AUTHORIZING CITY MANAGER TO ENTER INTO
ANNUAL MAINTENANCE CONTRACT WITH DIGITAL EQUIPMENT
CORPORATION FOR MAINTENANCE OF POLICE COMPUTER
HARDWARE
Moved by Councilor Martin that Resolution No. 153-90 be

Mr. Bonnett explained that this equipment was produced
by the same people who produce the software. Mayor Lam
suggested that the Finance Department check into the best
proposal for paying the maintenance agreement fee.
Councilor Thomas noted that he had found that sometimes the
programs are more important than the cost.

A question was asked concerning the necessity for this
to come before the Council each year since it is a recurring
event. Mayor Lam pointed out the need for the Council to
maintain the ability to review all waivers.

ORDINANCE NO. 60-90

A question was asked about the advantages of a mixed
use in this area. It was noted by Mr. McKinney that a
church is looking at some expansion and they would not be
allowed to build as far out as they desire. There is one
RMU zone North of that area.

Discussion was held on the cost of a lab to do this
work in-house. Mr. Bonnett explained that it would be far
beyond the grasp of any lab we could have. Costs for each
phase were noted, stating our permit will include whatever
we have to do.

Item 10d, cont'd.
Discussion centered around the equipment in the Conoco
yard, and the previous request of the museum for assistance
in getting a track laid to remove the equipment. Mr.
Berzina expressed reservations about contacting the railroad
for fear that they will be right back here before the
Council asking for assistance again. A financial plan is in
existence, but the railroad museum has rejected it. This
plan also included an oil and gas and transportation museum.
Councilor Kirkham suggested that Mr. Berzina contact their
spokesman, noting that they want a sponsor without any
strings, which is quite unique and hard to find. Mr.
Berzina will make some contacts, and report back to the
Council.

Item lla
Gene Pepiton expressed appreciation to the Council for
supporting the Chaplain program in the Police Department.
Steve Goen, 901 North Brook, thanked the Council for
including the additional lots in their lease, stating this
is where the bulk of the equipment will be placed. He noted
special activities coming up.
Item llb
Councilor Thomas expressed appreciation to everyone for
all the kind things he has received in the last month. Even
though all medical personnel stressed that he needed to go
out of town for the type of treatment which was required, he
lauded the medical care we have in this city.
Councilor Martin requested some advertisement for the
Octoberfest which will be held in the park with the German
people.
Councilor Thompson asked for an in-depth census report.
Mr. McKinney explained that it will not be available in
detailed report for several months. He also asked that some
assistance on grants applications be provided to the
Backdoor Theatre and the Railroad Museum.
Mr. Berzina commented that one of the problems we have
is if they get their taxes forgiven and nothing happens,
then that puts the Council in a bad light. He suggested
they forgive only if a package is brought to the Council.
He believes that Backdoor knows where to go to get their
money, but perhaps the Railroad Museum could use some help.
Item llc
Mr. Bonnett reported on the state law which prohibits
reception of tires in sanitary landfills, stating that
regulations are far more stringent than most people
expected. He mentioned options, including the private
sector.

Mr. Berzina commented on the beauty of the river trail
from the Falls to O'Reilly Park, and the number of people
already using it. He stated it is one of the finest
additions the city has added in a long time, and an
appropriate dedication ceremony should be planned. It is
expected to be completed in about a month.
The City Council recessed at 9: 50 a.m. , and reconvened
at 10: 15 a.m.

r Discussion on the annual city budget was held. Mr.
Berzina explained that the direction was to find $150, 000 in
staff cuts, and $100,000 in the rest of the budget to get
back to the present tax rate. He explained that all cuts
were in the general fund, with one exception. Personnel
cuts were made in the amount of $161,000, by elimination of
positions, including three in the auto service area, a
paralegal assistant, an administrative assistant, a computer
programmer analyst II , a code enforcement officer, and a
fire lieutenant for a training program. Workers
compensation was reduced by $10,000. They took out the burn
building in the amount of $40,000, and parks maintenance was
reduced by $12 , 000, for a total of $223 ,000.
Neighborhood Action Groups were funded at last year ' s
level. Funds in the amount of $400, 000 for streets was put
back in. The police firing range was omitted, and the
number of vehicles was cut. They also established funds for
a Sheppard Air Force Base celebration.
Councilor Martin cautioned that it may become necessary
to put the police firing range back in. It may be according
to what the State does. He also suggested that the salary
of the person at the Farmers Market be charged to other
departments during the time the Farmers Market is closed.
Councilor Kirkham commented on Parks Department work
smarter plan, stating that he is not opposed to park
beautification, but is opposed to buying flowers two or
three times a year to plant. Mr. Berzina explained that
they have not worked out this solution yet, but will come
back to the Council during the year.
Councilor Thompson inquired how the reduction of the
Code Enforcement Officer position will affect the
department. Mr. McKinney noted that it will probably reduce
the surveys they are now making. They will spend more time
on complaints, and less time on preventive surveys.
Bob Parker stated that the positions in Traffic have
not been filled for four to ten months, and believes they
can handle it. Reduction of vehicles was discussed, and
Councilor Kirkham suggested that average mileage be
increased before additional vehicles can be justified.
Councilor Hughes commended the City Manager for doing a
good job in taking their direction, and coming back with a
good plan.
Councilor Kirkham mentioned operation of the Farmers
Market to be followed upon, stating that from his experience
most of it is commercial. Mayor Lam agreed, stating if it
is not operating as it should, then it would be time to look
at it.

Councilor Thompson hoped we could find a way to work
with the County and Nortex, stating the City Manager has
done a good job.
Councilor Kirkham related that he had not received any
complaints on parking at the Activities Center during the
Hotter 'N Hell spaghetti feed.
Councilor Martin cautioned that we need to keep a close
watch on people with delinquent taxes, and work out a
program to eliminate this. If any of the financial
institutions have changed hands, the council should know if
any of these people are delinquent, how much, and what we
are doing to collect these taxes.
Mayor Lam mentioned implementation of water and sewer
rates in this budget. Mr. Bonnett sated it will be on the
next agenda.
Mayor Lam noted that the Council seems pleased with Mr.
Berzina' s effort on the budget, stating that with just a
slight fine tuning with evaluations, this should be set.
Mr. Berzina stated he will have it on the Council meeting
scheduled for September 18 , 1990.

Paragraph (g) , of the Revised Civil Statutes of Texas.
