The City Council of the City of Wichita Falls, Texas,
met in regular session on the above date in the Council Room
of the Memorial Auditorium Building at 8: 30 o'clock a.m. ,
with the following members present.
Perry Goolsby Mayor
David Farabee
Michael Lam
Angus Thompson Councilors
Bill Palmer
Ron Buffum
Don Kirkham
James Berzina City Manager
Gregory D. Humbach City Attorney
Wilma J. Thomas City Clerk
The invocation was given by Councilor Thompson.
Item 3
Mayor Goolsby announced that the meeting had been
called to canvass results of the City election held May 5,
1990, and to swear-in the newly elected officials.
The votes were canvassed by Mayor Goolsby and City
Clerk Wilma Thomas.
RESOLUTION NO. 87-90
RESOLUTION CANVASSING THE RETURNS OF THE MUNICIPAL
ELECTION HELD IN THE CITY OF WICHITA FALLS, TEXAS,
ON MAY 5 , 1990, FOR MAYOR, COUNCILMAN FOR DISTRICT
3, COUNCILMAN FOR DISTRICT 4 AND COUNCILMAN FOR
DISTRICT 5, AND ON PROPOSITION OF AN ADDITIONAL
1/2 OF 1% SALES AND USE TAX.
Moved by Councilor Buffum that Resolution No. 87-90 be
passed.
Motion seconded by Councilor Palmer, and carried by the
following vote.
Ayes: Mayor Goolsby, Councilors Farabee, Lam
Thompson, Palmer, Buffum and Kirkham
Nays: None
Councilor Palmer expressed appreciation to other
Council members for the fine spirit of cooperation and the
way the business of the council was handled. He also
thanked Mr. Berzina and his staff, who do ninety percent of
the work done by the council. Everything is provided by the

staff to enable them to make good business decisions, in a
great spirit of cooperation. Mr. Berzina noted that the
staff appreciates these comments.
Councilor Buffum also expressed appreciation to the
City staff, and City workers in general. He also thanked
the men he has served with, and the citizens who have
allowed him to serve for four years. He noted there are
major challenges for the 90 ' s, and committed himself to
whatever Mayor Lam considers is necessary, stating he is a
fine man, -
Mayor Goolsby expressed appreciation for the
opportunity to conclude forty-two years of public service in
this city, as Mayor. He echoed sentiments expressed by
others, stating he is grateful to Mr. Berzina and his staff
and to Norma Crane. He also stated that he appreciated
working with the Council members, stating each decision was
made based on what is best for the City.
Item 4
The oath of office was administered to new council
members by City Clerk Wilma Thomas.
Mayor Lam presented City of Wichita Falls pins to
Councilor Hughes, his wife, Patty, and to Councilor Martin
and his wife, Doris. Terri Farabee and Sue Kirkham were
also recognized.
Bill and Laverne Palmer were presented gifts, and Mayor
Lam read and presented a proclamation of appreciation to
Bill Palmer for the leadership he has given to the City.
Mayor Lam acknowledged the friendship and fellowship
with Ron Buffum, and presented him with a plaque for four
years service, a gift, and his official photograph.
Mayor and Mrs. Goolsby were honored with a plaque for
two years service as Mayor, his official photograph, and
gifts. Mayor Goolsby commended his wife for her support.
Mayor Lam introduced his wife, Carolyn, his mother,
brothers Philip and Terry, and son, David. He announced
that a reception will follow in the Conference Room.
The meeting adjourned at 9: 25 a.m.
