The City Council of the City of Wichita Falls, Texas,
met in regular session on the above date in the Council Room
of the Memorial Auditorium Building at 8: 30 o'clock a.m. ,
with the following members present.

The invocation was given by Jerry Woods, Southside
Baptist Church.
Item 3
Mary Lou Diaz, a Health Department employee, was
honored as Employee of the Month for May. Mayor Goolsby
presented her with a plaque, City of Wichita Falls pin, and
two tickets each to a theatre and dinner.
A proclamation was presented to Gayla Morris and Nancy
Purcell for Historic Preservation Week.

Moved by Councilor Buffum that minutes of the meeting
held April 17, 1990, be approved.
Motion seconded by Councilor Thompson, and carried
unanimously.

OF PROPERTY FOR PHASE III OF THE HOLLIDAY CREEK
PROJECT, APPROVING THE APPRAISALS, SETTING JUST
COMPENSATION, AND AUTHORIZING PURCHASE OR

The bid for annual ready mix concrete was awarded to
City Concrete, in the amount of $98,400, and the bids for
flowable fill, in the amount of $12,475, and masonry sand,
in the amount of $2,025, were awarded to Wichita Sand and
Gravel.

ORDINANCE NO. 27-90
ORDINANCE AMENDING CERTAIN SECTIONS OF APPENDIX C,
CODE OF ORDINANCES (ZONING ORDINANCE) , WICHITA
FALLS, TEXAS.
Moved by Councilor Farabee that Ordinance No. 27-90 be
passed.
Motion seconded by Councilor Palmer.
William C. Young, 1018 Widows Lane, asked questions
about the ordinance, which were addressed by Mr. McKinney.
Councilor Buffum asked about controls to prevent abuse.
Mr. McKinney explained that it will allow temporary sales of
alcoholic beverages for not more than four days, by someone
who already has an alcoholic beverage license. It will be
monitored by the Alcoholic Beverage Commission, and if
abused, they will be jeopardizing their license. He
explained the licensing process. Mr. Humbach explained that
the City can only regulate where the sale of alcoholic
beverages will take place. Other responsibilities are under
the Alcoholic Beverage Commission.
Limited day care center was discussed. Mr. McKinney
noted a state license is required. This definition matches
that of the state requirements.
Moved by Councilor Buffum that the ordinance be amended
by deleting Section 8 entirely.
Motion seconded by Councilor Thompson.
Mr. William C. Young opposed the sale of alcoholic
beverages in residential neighborhoods.
Discussion continued, after which a motion was made by
Councilor Farabee to call the question. It was seconded by
Councilor Kirkham, and carried unanimously.
The amendment to the ordinance carried by the following
vote.
Ayes: Mayor Goolsby, Councilors Lam,
Thompson, Palmer, Buffum and Kirkham

9(B) ( 2) (a) OF THE CODE OF ORDINANCES WITH RESPECT
TO PLACING CURB AND GUTTER ON REILLY ROAD, LOT 1,
CANTU SUBDIVISION.
Moved by Councilor Buffum that Ordinance No. 28-90 be
passed.
Motion seconded by Councilor Lam.
Discussion followed on the procedure for curbing this
section at a later date.
The motion carried by the following vote.

Item 9b
Moved by Councilor Kirkham that the City sponsor
transportation to Dallas for the soccer team to our Sister
City, Furstenfeldbruk, Germany.
Motion seconded by Councilor Farabee.
Mr. Berzina noted the possibility of taking a city bus
to Dallas, since it is an official Sister City visit.
Furstenfeldbruk is providing food and lodging for them in
the amount of $5 ,000.
The motion carried unanimously.
Item 9c
William C. Young, 1018 Widows Lane, noted the recent
dynamite problem in a neighborhood, stating a solution is
needed for this type of situation.
Ross Corlett, 2508 Hampstead, related his recent visit
to Australia, and a request to have a Sister City
relationship with Diamond Valley, Australia. He presented a
tie and cuff links to Mayor Goolsby as a gift from an
Australian official.
Councilor Kirkham suggested that the City explore this
opportunity for a Sister City in Australia.
Paula McKinney, 1604 Burlington, presented a plaque to
Mayor Goolsby with the names of the inductees to the Mayor' s
Commission on the Status of Women' s Hall of Fame.
Item 9d
Mayor Pro Tem Kirkham presented a plaque to Mayor
Goolsby and the citizens of Wichita Falls for the National
Arbor Day Foundation Award received in Nebraska City,
Nebraska. The City received the Lady Bird Johnson award for
medians and highways.
Councilor Thompson requested that the City investigate
the safety of Holliday Creek excavation behind River Oaks
Nursing Home. He also commented on light poles on the
Emanuel Davis overpass, and urged District Two citizens to
vote on May 5.

Item 9d
Councilor Farabee urged people to vote, and presented a
special pen to Mayor Goolsby.
Councilor Palmer urged everyone to carefully consider
the economic sales tax, and vote.
Councilor Buffum read a letter from Christa Gant, a
student at Barwise Junior High, on Earth Day.
Councilor Lam encouraged persons in District One to
vote, especially on the economic development tax.
Mayor Goolsby noted that we cannot forget our 3 million
dollar commitment to the federal government for McGrath
Creek. He urged that the available equity funds be
committed and set aside for this project.
Item 9e
Mr. Berzina noted a memo to the council on drainage
requirements, along with information on the railroad at
Palestine.
