The City Council of the City of Wichita Falls, Texas, met
in called session on the above date in the Council Room of the
Memorial Auditorium Building at 8 : 30 O' clock A.M. , with the
following members present.

ORDINANCE NO. 7-89
ORDINANCE AUTHORIZING VISTA CABLEVISION TO OBTAIN A
SOLICITOR' S PERMIT TO ALLOW JONES INTERCABLE TO
CONDUCT A TELEMARKETING CAMPAIGN TO FORMER
SUBSCRIBERS
Moved by Councilor Buffum that Ordinance No. 7-89 be
passed.
Motion seconded by Councilor Barenberg.
City Attorney H. P. Hodge explained that Vista
Cablevision has contracted with Jones Intercable in Colorado
to provide telemarketing service to former subscribers of
cable services in Wichita Falls. He went on to explain that
the present solicitation ordinance requires Jones Intercable
to obtain a solicitor ' s permit for the telemarketing service.
Bert Bucher, General Manager of Vista Cablevision,
appeared and explained that if the proposed ordinance passes ,
Vista Cablevision would obtain a permit to allow Jones
Intercable to provide this telemarketing service. Vista
Cablevision would pay the permit fees, and be responsible for
the permits.
Councilor Barenberg stated Vista Cablevision is a well
established firm in our city and he hopes we are not making an
example of them.
The motion for passage of this ordinance carried by the
following vote.
Ayes: Mayor Goolsby, Councilors Hirschi, Thomas,
Barenberg, Buffum, and Kirkham
Nays: None

The City Council recessed into executive session at 8: 40
A.M. , according to Article 6252-17, Section 2 , Paragraph (e)
of the Revised Civil Statutes. The meeting reconvened at
10: 20 A.M.
Moved by Councilor Thomas that the City pay the taxes for
land in Clay County for 1987 including penalty and interest.
We should tender payment based on the agricultural value for
1988 and pursue remedies provided by the Texas Tax Code,
including judicial relief if necessary.
Motion seconded by Councilor Buffum.
Motion carried by the following vote.
Ayes: Mayor Goolsby, Councilors Hirschi, Thomas,
Barenberg, Buffum, and Kirkham
Nays: None
