The City Council of the City of Wichita Falls, Texas, met
in called session on the above date in Room 215 of the Wichita
Falls Activities Center at 11 : 00 O'clock A.M. , with the
following members present.

The invocation was given by Councilor Thompson.
Mayor Goolsby noted that all council members, except
Councilor Hirschi, attended the National League of Cities
meeting in Boston. He explained that it was a worthwhile
meeting, and they have come back ready to serve. He also
explained that this council meeting was called today to
discuss the tax problems in Henrietta in executive session,
but that other items have also been included.

RESOLUTION NO. 229-88
RESOLUTION TO REQUEST FINANCIAL ASSISTANCE FROM THE
TEXAS WATER DEVELOPMENT BOARD, AUTHORIZE THE
SUBMISSION OF AN APPLICATION FOR SUCH FINANCIAL
ASSISTANCE, AND DESIGNATE THE CITY MANAGER AS THE
AUTHORIZED REPRESENTATIVE OF THE CITY OF WICHITA
FALLS FOR EXECUTING THE APPLICATION AND APPEARING
BEFORE THE WATER DEVELOPMENT BOARD
Moved by Councilor Kirkham that the revised resolution be
passed, as presented by the City Manager.
Motion seconded by Councilor Thompson.
Mr. Bonnett explained the purpose for this application
for state funds. It is a request for help for a lower
interest rate than we can receive on the open market. We must
be in compliance for the new sewer treatment plant by 1992.
Discussion continued with various council members asking
questions concerning the application process. It was
explained by Mr. Gross that as of this year, multi-year
projects will not be funded. We are in the top priority for
new projects. Mr. Bonnett explained that we are looking at an
eight percent increase in costs for compliance with state
regulations. Mr. Berzina commented that a lot of these
regulations would be required anyway if we were going on our
own.

Discussion centered around increasing rates in the future
to help pay for these costs. Mr. Gross stated that principal
and interest payments will not be made until 1992 . It was
felt that advance collection of funds would enable the City to
pay off the near $20 million debt more quickly. They believe
it will eventually cause a ten percent increase in the total
water and sewer bill. A sinking fund was discussed by Murphy
Davis, of Herbert R. Smith, Inc. , financial advisors. He
explained that they are making application to the state for
junior lien bonds. He explained the ratings we will be able
to get, with state help. It was noted that the water
conservation plan has to be in place at the time of the loan
closing.
The motion carried by the following vote.
Ayes: Mayor Goolsby, Councilors Hirschi, Thomas,
Thompson, Barenberg, Buffum, and Kirkham
Nays : None
Councilor Buffum commended Mr. Bonnett for the great
staff work. Mr. Bonnett credited Mr. Gross and Mr. Werner for
their work on it. Councilor Kirkham commented that he liked
the attitude he picked up from the state board on our staff.
The City Council recessed into executive session at
11 : 40 A.M. , according to Section 2 , Subsection (e) of the
Revised Civil Statutes. The meeting reconvened at 2 : 00 P.M.
Moved by Mayor Goolsby that the City Manager and the City
Attorney request a hearing before the Clay County Appraisal
Review Board to protest lack of notice, with reference to
penalty and interest and agricultural exemption.
Motion seconded by Councilor Thomas, and carried
unanimously.
Moved by Councilor Barenberg that the staff shall place
on the December 20, 1988, City Council agenda the recommended
steps to take at Lake Arrowhead to comply with the court
ruling.
Motion seconded by Councilor Thomas , and carried
unanimously.
Councilor Kirkham asked the City Attorney to place on the
December 20, 1988 , City Council agenda an ordinance concerning
the traffic ordinance.
The City Council adjourned at 2: 20 P.M.
