Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 3a - Employee of the Month – Azura Kerr, Finance/Utility Collections

Pat Halvorson recognized Azura Kerr, Utility Collections, as the Employee of the Month.
Mayor Barham presented a plaque, a letter of appreciation, resta urant tickets, and a check to
Ms . Kerr and thanked her for her service.

Item 3b – Presentation of Bond Refinancing – Sentry Management, Inc., Murphy Davis,
Sr.

Murphy Davis, Sentry Management, said his co mpany has served as the financial
advisor for the city for more than twenty years. He presented a summary of the recent $9.65
million bond refinancing, noting savings of 11 percent. He noted good savings on the taxable
bond refinancing also. He thanked the council for giving them the opportunity to go forward with
this refinancing. Jim Dockery said the savings will appear in the next budget, with about
$61,000 savings in the general fund, $66,000 in the 4B fund, about $46,000 in the storm water
fund.

Item 10a – Staff Reports

Amusement Aquatic Management Group, Inc. presented a report on the 2015 Cast away
Cove season. Mr. Lemaster said the new ride was well received, and the end of the drought
helped the success of the park’s season. He said attendance and revenue were below budget
but above last year’s attendance and revenue. Two reasons for lowe r attendance and revenues
cited were a new splash pool in the area and the rain during the early summer. Attendance,
revenue statistics, and the management review were given. Areas for improvement, likes and
dislikes were noted.

Item 10b – Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor Ingle said there is a temporary power line on Barnett Road had been knocked
down. Oncor got there quickly to repair t he line. He expressed concern about the height of the
line. He also said he likes the idea to escrow funds to take care of projects later on. He would
like to see prioritization in the strategy sessions. He would like to see more incentives in the
downtown area. He also said the city should see if there would be any savings in selling the
water park.
Councilor Smith thanked Midwestern State University’s athletic teams for their fall sports
season. He thanked the Downtown Association and participan ts for the Christmas parade.
Councilor Hooker left the meeting.
