Min 06/23/1992 79 Wichita Falls, Texas Memorial Auditorium Building June 23 , 1992 Items 1 The City Council of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8 : 30 o'clock a.m. , with the following members present. Michael Lam - Mayor David Farabee - Terrance E. Loughry - Angus Thompson - Councilors Paul Hughes - J. W. Martin - Harold Hawkins - James Berzina - City Manager Gregory Humbach - City Attorney Wilma J. Thomas - City Clerk Item 2 ORDINANCE NO. 50-92 ORDINANCE CALLING AN ELECTION Moved by Councilor Hawkins that Ordinance No. 50-92 be passed. Motion seconded by Councilor Thompson. City Clerk Wilma Thomas reported to the Council on the results of the petition presented for the purpose of calling an election regarding borrowing to finance a multi-purpose events center. Mrs. Thomas explained state law found in Chapter 277 of the Texas Election Code. She explained that the state law also provided that additional requirements for the validity or verification of petition signatures that are prescribed by a home-rule city charter provision are effective only if the charter provision was in effect September 1, 1985 . A provision that the signer must himself enter all information on the petition was adopted by a charter amendment on April 2 , 1983 . Five percent of the City' s registered voters amounted to 2, 261 qualified signatures needed, and 2,134 were positively identified. Mayor Lam stated that based on the petitioners getting that close, and the fact that the County has already certified their petition, he would recommend that the ordinance be passed. Councilor Hawkins thanked the Mayor for his positive stand, stating he feels it is important to get the citizens ' input. Many of the people in his area said they just wanted to vote. Councilor Martin noted that Wichita Falls is known as a City that faith built, and he hoped people would get out and vote their convictions. Mayor Lam noted that the window of opportunity is going to be here for thirty days, and it will then go away for a long time. He urged people to vote their convictions. Councilor Thompson mentioned a committee being formed, and Mayor Lam suggested that those interested in being involved should contact their council member. Councilor Hawkins expressed that he thought it was important for the city to have a convention facility, stating 80 Item 2, cont'd. costs are becoming prohibitive to have conventions in large cities. The motion carried by the following vote. Ayes: Mayor Lam, Councilors Farabee, Loughry, Thompson, Hughes, Martin, and Hawkins Nays: None Mayor Lam stated that the election will be held on July 25. Mr. Humbach reported that no changes can be made in the location of early voting because of the bureaucracy to go through in the Justice Department. Councilor Hughes noted that with the ease of early voting he hopes they will take advantage of it even if they have to go two places. Mayor Lam requested that Mrs. Thomas work with the County Clerk to make voting easier in the places where both City and County are held.
