session on the above date in the Council Room of the Memorial Auditorium
Building at 8:30 o'clock a.m. , with the following present.

Gloria Dicken of Public Works Department, was honored as Employee of
the Month for July. Mayor Lam presented her with a plaque, City of Wichita
Falls pin, bus tickets, tickets to a dinner, and a check.

17, and 23, 1992, be approved.

RESOLUTION NO. 109-92
RESOLUTION TO PROTECT THE PUBLIC WATER SUPPLY BY OPPOSING INITIA-
TIVES BY THE TEXAS WATER COMMISSION TO AUTHORIZE CONNECTION OF HEAT
EXCHANGERS TO THE PUBLIC POTABLE WATER SYSTEM.
Moved by Councilor Farabee that Resolution No. 109-92 be passed.
Motion seconded by Councilor Hawkins.
Jerry Gross explained this request, stating it is a direct cross con-
nection, and believes this will not adequately protect the public potable
water system. He named a large group of people who are opposing initia-
tives by the Texas Water Commission. He and Mr. Bonnett explained the
process.

RESOLUTION NO. 110-92
A RESOLUTION OF THE CITY COUNCIL OF THE, CITY OF WICHITA FALLS AUTHOR-
IZING INSTALLATION AND BURNING OF THE MEMORIAL FLAME ON THE MEMORIAL
AUDITORIUM GROUNDS ON CERTAIN DESIGNATED DATES; FINDING AND DETERM-
INING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN
TO THE PUBLIC AS REQUIRED BY LAW.
Moved by Councilor Martin that Resolution No. 110-92 be passed.
Motion seconded by Councilor Hawkins.
Councilor Hawkins commented this would cost the City about $10.00 per
day. Willard Townsend, of Lone Star Gas Company, agreed with the cost per
day, stating the gas company would install it and take care of the gas line.

Councilor Martin thanked Lone Star Gas Company and Mr. Townsend for their

Councilor Loughry asked about a sheet showing where the change orders
occurred. Mr. Bonnett stated they normally do not send the final pay sheet
to the Council, but he explained the various charges.

Item lla
Brenda Jarratt, 2170 Avenue J, asked about the results of the public
hearing on CDBG funds, and Mayor Lam explained there would be a second
public hearing on this at a later date.
Item llb
Councilor Thompson welcomed Mayor Lam back from Germany. He also noted
that Barbara Wesley, 1105 Williams Street, has a drainage problem to be
checked out. Mr. Bonnett also explained to him that Williams Park is open.
Councilor Thompson also noted concern of residents near Jalonic and East
Lynwood Parks. Mr. Berzina stated that police activity has been stepped up.
Councilor Thompson asked when construction will begin on the Railroad Museum.
Mr. Berzina will get out information to the council on this.
Councilor Thompson encouraged people in District 2, and others, to get
out and vote and express their support.
Councilor Hawkins noted media coverage to a police officer on weight
lifting. Mr. Berzina and Major Davis explained that the police raise funds
to support and promote motorcycle rodeos. He wondered if there were funds
available to assist this officer in weight lifting. He also mentioned a
report on seatbelt citations and other citations issued by the Police Depart-
ment. Mr. Berzina stated he will get a report. Councilor Hawkins mentioned
Fire Department response on severe injuries. Chief James stated they are
looking at a program at this time.
Councilor Hughes urged people to vote, noting early voting at the City
and County.

Councilor Martin urged people to vote for the future of our city in the
multi-purpose events center. He also commented on the first response program. .,
He also noted the show of concern of the Animal Control Department in respond-
ing to a situation over the holiday week-end. Tom Edmondson explained that r
their policy will be changed to address these issues.
Councilor Loughry mentioned the bird situation in Morningside Addition.
Mr. Edmondson explained that the property owners could trim the trees to make
it undesirable for the birds to roost. He further noted holes in alleys that
utility trucks use, and where water stands. He requested that the City Manager
look into it.
Mayor Lam urged people to vote, stating that 90-95 percent of voters
turn out in a city council election in Europe.

Item llc
Mr. Berzina handed out various memos to the council. He stated that the
Naval Reserve Center has been vacated. The City is the landowner. He stated
he is having trouble coming up with a use for the building, considering annual
operating costs. He would like to check back with the Navy to see if the
building could be used for non-profit groups. Mayor Lam felt this was a good
idea.
Jan Stricklin reported on the employment figures for January 1 to June
1, 1992. She presented a statistical summary, stating they try to hire
within so that our employees are eligible for promotion.
