The City Council of the City of Wichita Falls, Texas, met
in special session on the above date in the Council Room of the
Memorial Auditorium Building at 8: 30 o'clock a.m. , with the
following members present:

James Berzina - City Manager
Gregory Humbach - City Attorney
Lydia Torres - City Clerk
Michael Lam - Absent
Bill Daniel - Absent
J.W. Martin - Absent
Mayor Pro Tem Thompson called the meeting to order.
The invocation was given by Rev. Angus Thompson, New
Jerusalem Baptist Church.
This special meeting was held to discuss the prioritization
of projects for consideration for the proposed 1/2 cent sales
tax. These are the projects which resulted from the public
hearings held in the five Councilor' s districts.
Councilor Loughry listed the following items of concern in
District 1 .
Fire station in Tanglewood
Fire equipment upgrade
Funding for small business development
Callfield revitalization/redirection
Rehabilitation of Kemp Street near McDonald' s
City Manager informed that Economic Development portion of
this tax could be used for small business operations. He also
stated that Kemp Street was being discussed by the Metropolitan
Planning Commission and that could be taken care of there.
Mayor Pro Tem Thompson read the following list in absence
of Councilor Martin for District 4 .

Traffic signal upgrades

Expansion of Maplewood from Kemp to McNeil

Improve trees and greens at Weeks Park. Abate
salted land.
Repair sidewalks, curbs downtown and remove weeds
City Manager stated that they were going to put some price
tags on these projects. Councilor Hawkins commented that CDBG
funds be used within these projects whenever possible.
Mayor Pro Tem Thompson read District 3 ' s list in the
absence of Councilor Daniel.

Councilor Hawkins listed the following projects for
District 5.
Sheppard Sidewalks
Selma Drive drainage
Storm water drainage for Longview and Sunset Terrace
Eden Lane Drainage or fill to solve standing stagnate
water
Missile Road
Walk bridge between Sunset Terrace Sections 1 and 2
Reconstruction of Reilly Road from John Tower School to
I-44
Loop 11 extension to Airport Drive
Landon/Duty/Sunset reconstruction and drainage project
Plum Creek
Street and road repairs: North Beverly (Iowa Park to
Loop 11) , Loop 11 extensions, Bacon Switch Road, Wellington
Road, and Covington.
Councilor Mallonee suggested that each Councilor prioritize
their lists and spend tax money in each district.
Mayor Pro Tem Thompson presented the following list for
District 2.
Top priorities:
Normandy/Bristol Drainage Ditch
Denver Tank
Duncan Street pump station/gates
East Lynwood Park flooding/drainage
Expansion of Health Department
Widen North Broadway plus curb and gutter
Open ditch along Rowland/Perrigo Streets
Best street drainage
Armory Road/Windthorst drainage
Tear down Town 'n Country

Police Station expansion
Parks Improvements: Williams, Jalonic, and Lincoln

Mayor Pro Tem Thompson announced that Mr. Jim Dockery would
have figures on these projects for tomorrow' s meeting, and the
Department Heads would make their presentations at that time.
The City Council adjourned at 9: 21 a.m.
