Min 07/21/1994 617 Wichita Falls,Texas Memorial Auditorium Building July 21 , 1994 Items 1 & 2 The City Council of the City of Wichita Falls, Texas, met in special session on the above date in the Council Room of the Memorial Auditorium Building at 8: 30 o'clock a.m. , with the following members present: Michael Lam - Mayor Leon Mallonee - Councilors Terrance E. Loughry - Angus Thompson - J.W. Martin - Harold Hawkins - James Berzina - City Manager Gregory Humbach - City Attorney Lydia Torres - City Clerk Bill Daniel - Absent Mayor Lam called the meeting to order. This was the second special meeting held to discuss the prioritization of projects for the proposed 1/2 cent sales tax. After some discussion, the Council concurred that of the estimated $24,000,000 tax money collected from the proposed half- cent sales tax $2,000, 000 be allocated for Industrial Development and $22,000, 000 for capital improvement projects. The estimated tax revenues on the half-cent sales tax are $4,000, 000 each year over a period of six years for a total of $24, 000,000. Council considered all the projects from the public hearings and discussed how they should be prioritized. These projects were discussed at length and after much consideration, they were prioritized as follows (the estimated figures were provided by Staff) . This was the third special meeting held regarding the proposed half-cent sales tax. ORDINANCE NO. 96-94 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, SPECIFYING AND PRIORITIZING CERTAIN PROJECTS, THE SAME TO BE FUNDED BY A ONE-HALF (1/2) CENT SALES AND USE TAX, AS AUTHORIZED BY ARTICLE 5190. 6, SECTION 4B, V.T.C.S. ; CALLING FOR A SPECIAL ELECTION FOR THE FIRST SATURDAY IN MAY IN THE YEAR 2000, TO ALLOW THE QUALIFIED VOTERS OF THE CITY TO VOTE ON THE PROPOSITION OF "SHALL THE ONE-HALF ( 1/2) CENT SALES AND USE TAX ADOPTED BY THE VOTERS OF THE CITY OF WICHITA FALLS ON AUGUST 13 , 1994, AS AUTHORIZED BY ARTICLE 5190. 6, SECTION 4B, V.T.C.S. , BE REPEALED?" ; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE WAS DISCUSSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. City Manager informed that Section 3 of the Ordinance needed to be amended by adding the following wording: " . . .effective October 1, 2000" . Moved by Councilor Hawkins that Ordinance No. 96-94 be passed. Motion seconded by Councilor Mallonee. Councilor Hawkins emphasized that the amendment to Section 3 of Ordinance 96-94 reflect that the election would be held on the first Saturday in May in the year 2000. 622 Motion carried by the following vote. Ayes: Mayor Lam, Councilors Mallonee, Loughry, Thompson, Martin, and Hawkins.
