The City Council of the City of Wichita Falls, Texas, met
in special session on the above date in the Council Conference
Room of the Memorial Auditorium Building at 9:00 o'clock a.m.
with the following members present:

This meeting was held to provide an overview of the City' s
Emergency Management Plan. Mrs. Jan Stricklin, Emergency
Management Officer, conducted the presentation.
Mrs. Stricklin explained that the City of Wichita Falls is
solely responsible for the emergency management for the City
although it is assisted by the County, Sheppard Air Force Base
and other non-City agencies. She began with a brief history of
how emergency management, or civil defense as it was first
called, originated and then she proceeded into the current
emergency management program.
The two concepts used in the emergency management program
are comprehensive and integrated with four major phases, being
mitigation, preparedness, response, and recovery. Mrs. Stricklin
detailed each of these phases.
She outlined the succession of authority and their
functions before, during and after a disaster. In addition, she
defined the responsibilities and actions required of the
Emergency Management Office. The warning system was also
addressed with respect to authority to sound the sirens, reasons
for sounding sirens and the different tones of the sirens.
The issue of mandating storm shelter permits was mentioned,
as was the concern of the storm shelters built inside a home. It
was mentioned that voluntary compliance had been very strong in
notifying the appropriate departments of storm shelter
locations. However, the media needs to be utilized to inform
citizens of their need to notify the Fire Department of any and
all storm shelters outside or inside their homes.
In presenting information on the Emergency Operations
Center, it was noted that the Mayor should designate a Council
representative in the event he was unavailable. Also mentioned
was the need for additional equipment such as radios and siren
replacements.
Mrs. Stricklin expressed appreciation to the Council for
the opportunity to present this information.
