The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Room of the Memorial Auditorium Building at 8:00 o'clock a.m., with the
following members present:

Mayor Pro-Tem Angus Thompson called the meeting to order.
Invocation was given by Councilor Bill Daniel.

RESOLUTION NO. 118-97
RESOLUTION EXPRESSING THE INTENT TO PLACE A PROPOSAL TO
ADOPT A PROPERTY TAX RATE EXCEEDING THE NOTICE AND PUBLIC
HEARING LIMIT ON A FUTURE CITY COUNCIL AGENDA AND SCHEDULING
A PUBLIC HEARING ON THE PROPOSAL
Moved by Councilor Johnston that Resolution No. 118-97 be passed.
Motion seconded by Councilor Shine.
City Manager explained the process. We presently have a tax rate of 67.675 cents. By
taking the receipts from the one half cents sales tax dedicated to property tax reduction, that
lowers the property tax rate to 51.2838 cents. That is in access of a 16% property tax
reduction.
We are in the circumstances of our own growth. Leaving the property tax rate at 51.28
cents generates an increase in the property tax revenue of over 2.99%. The proposed budget
you will receive today is based on the 51.2838 cents. That fulfills your commitment and in a
sense if you were not lowering the property tax because of sales tax, it would be staying at
67.675 and using the revenue generated from that. Because we are lowering it to 16.3 cents,
that establishes a new rate and that is the rate we have based the budget on. Your action
today preserves you the option as you wade through the budget to look at that tax rate, and we
are saying we will not be higher than that tax rate at this point.
Motion carried by the following vote.
Ayes: Mayor Pro Tern Thompson, Councilors Johnston, Shine, Daniel, Martin,
and Hawkins
