The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Room of the Memorial Auditorium Building at 4:30 o'clock p.m., with the
following members present:
Kay Yeager - Mayor
Arthur Bea Williams - Councilors
Dan Shine -
James Esther, Jr. -
William Altman -
Johnny Burns -
Bud Beaty -
James Berzina - City Manager
Bill Sullivan - Asst. City Attorney
Lydia Torres, City Clerk, was not in attendance. Mrs. Jan Stricklin substituted
for Ms. Torres.
Mayor Yeager called the meeting to order.
A public hearing was held to consider proposal to increase the total tax revenues from
properties on the tax roll.
Mayor declared the public hearing open.
Mr. Jim Dockery explained that on September 2, 1999 City Council passed a resolution
expressing their intent to raise property taxes. State guidelines require cities that intend to
raise property taxes to hold a public hearing and this fulfills this hearing requirement. We
have published in the newspaper a notice that indicates to the citizens of Wichita Falls what
that means in terms of total tax revenues to the City and how an average taxpayer is affected if
that tax rate were adopted. Today we are here to hold a public hearing to receive any input
from the citizens on this proposal. The measure adopted on the September 2, 1999 was to
increase the tax rate from $0.51.2838 cents per $100 of assessed valuation to $0.55.1940 of
assessed valuation which when calculated that rate increase is 7.62%.
Mayor called for comments. There being no one who wished to be heard Mayor
declared the public hearing closed.
City Council adjourned at 4:48 p.m.
