The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Room of the Memorial Auditorium Building at 5:15 o'clock p.m., with the
following members present:
Kay Yeager - Mayor
Don Johnston - Councilors
Angus Thompson -
Bill Altman -
Johnny Burns -
Bud Beaty -
James Berzina - City Manager
Greg Humbach - City Attorney
Lydia Torres - City Clerk
Mayor Yeager called the meeting to order.
Invocation was given by Rev. Angus Thompson, New Jerusalem Baptist Church.

ORDINANCE NO. 22-99
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS
CALLING FOR A GENERAL AND SPECIAL CITY ELECTION TO BE HELD ON
MAY 1, 1999, NAMING POLLING PLACES AND ELECTION OFFICIALS AND
ORDERING THAT A PROPOSITION BE PLACED ON THE BALLOT TO SELL
SURPLUS PARK PROPERTY; DETERMINING THAT THE MEETING AT
WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS
REQUIRED BY LAW
Moved by Councilor Burns that Ordinance No. 22-99 be passed.
Motion seconded by Councilor Thompson.
James Esther, Jr. 1615 Grayfox, gave information regarding the park property which
will be on the ballot. He asked if this needed to be on the ballot since all that the property
owner was needing was an outlet to Grayfox Street. City Manager informed that according to
the law it could not be sold without voter approval.
Motion carried by the following vote.
Ayes: Mayor Yeager, Councilors Johnston, Thompson, Altman, Burns, and Beaty
Nays: None
The City Council adjourned at 5:25 p.m.

Polling Places And Calling A Special Election Ordering That
A Proposition Question Be Placed On The Ballot To Sell
Surplus Park Property. (City Council Bill #53)
