The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock a.m., with the
following members present:
Kay Yeager - Mayor

Lydia Torres - City Clerk
Mayor Yeager called the meeting to order.
Invocation was given by Reverend Robert Allen, First United Methodist Church.
Item 3
Robert Reynolds, Jr., 5215 St. Helena Dr. and Kyle M. Walters, 4508 Woodlawn,
expressed concerns regarding the Brown Route bus schedule in that the route only operates
from 5:30 a.m. to 12:30 p.m. They both are unable to return from their jobs using the bus
system because of this schedule. They requested that this route be expanded to have the
same hours as the other routes.
City Manager will look at the situation to see whether to have a full route on the Brown
Route and will report back to Council.

The Minutes were approved as distributed.

Moved by Councilor Johnston that the consent agenda be approved.
Motion seconded by Councilor Shine and carried by the following vote.
Ayes: Mayor Yeager, Councilors Johnston, Shine, Thompson, Daniel, Martin,
and Hawkins
Nays: None
Councilor Martin asked if the Cypress Water Treatment Plant Flow Meters Project was
over or under budget. Mr. George Bonnett replied that it was on budget.

Item 10c
Appointments to Commission on Human Needs was deferred for additional applicants.
Item 10d
Moved by Councilor Shine that Mr. Al Norris and Mr. Mark Howell be re-appointed to 01
the Wichita Falls Park Board with terms to expire December 31, 2000 and that Mr. Don
Graham and Mr. Clark Waters be appointed with terms to expire December 31, 1999.
Motion seconded by Councilor Martin and carried by the following vote.
Ayes: Mayor Yeager, Councilors Johnston, Shine, Thompson, Daniel, Martin,
and Hawkins
Nays: None
Item 10e
Moved by Councilor Shine that Mr. Douglas O. James be appointed to the Landmark
Commission with term to expire December 31, 1999 and that Ms. Loraine S. Blackwood be re-
appointed with term to expire December 31, 2000.
Motion seconded by Councilor Johnston and carried by the following vote.
Ayes: Mayor Yeager, Councilors Johnston, Shine, Thompson, Daniel, Martin,
and Hawkins 101

Item 10f
Appointments to Water Resources Commission were deferred until next Council
meeting.
Councilor Shine asked if the policy was going to be upheld that only residents of the
City of Wichita Falls would be considered for general boards and commissions. Mayor
mentioned that there are some broad boards and commissions such as the Traffic
Commission, T.U. Electric that non-residents would qualify. Councilor Shine encouraged the
persons in the newly annexed area to consider applying.
Mayor called on Mr. Ron Mertens, BCI President, to introduce Mr. Tim Chase. Mr.
Mertens introduced Mr. Chase who is the Vice President of Economic Development and has
been with them for two weeks.
Mr. Harold Blow, 1408 Normandy, commented on the excellent turnout at the Martin
Luther King breakfast. Mr. Blow urged Council to consider giving full recognition to this
memorable event by declaring Martin Luther King day a City holiday for all City employees.
This will be a significant gesture in recognizing that a lot of what happened in the past was
wrong.
Item 11
The City Council recessed at 9:55 a.m. to discuss possible projects and priorities for
funding from the 4B Sales Tax sources or other City revenue sources.
