Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Pastor Ed Downing, Love Sanctuary Church of God in Christ , gave the invocation.

Item 2b - Pledge of Allegiance
Mayor Barham led in the Pledge of Allegiance.

Item 3 – Proclamation – Youth Appreciation Week, Optimist Club

Mayor Barham read a proclamation establishing November 15-21, 2015 as Youth
Appreciation Week in Wichita Falls. He encouraged citizens to join the expression of faith in the
young people as they begin to establish themselves. The representative of the Optimist Club
thanked the council for the proclamation.

Item 4 - Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.

Pastor Ed Downing, 4816 Bel Air Blvd, discussed a red door hangar that will be passed
out to those who would like to participate in a campaign of a silent fight against ter ror.
Beverly Ellis, 1605 Parkdale, discussed the Juneteenth event. She noted that Michael
Smith, Tim Ingle, DeAndra Chenault and Chief Borrego participated in the activities. She gave
certificates of appreciation to each of them. She noted there will be a scholarship banquet to
recognize the efforts of Larry Nash. She invited everyone to come to the banquet.
Emily Brock, 2404 Burlington, read a note that was given to her by a stranger on the
street asking for help. She gave the person some money. Another woman also asked her for
money. They spoke no English and their clothes were like blankets. One woman said she was
from Syria. Ms. Brock said both appeared to be married but their husbands were not present.
She was concerned that the people may be associated with ISIS.

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.
Moved by Councilor Ingle that the Consent Agenda be approved.

RESOLUTION NO. 114 -2015
Resolution Approving the Programs and Expenditures of the Wichita Falls
Economic Development Corporation (WFEDC) and Amending the Budget to
Include Up to $1,250,000 of Proposed Incentives to the City of Wichita Falls for the
Sheppard Air Force Base Transportation and Perimeter Security Project
Moved by Councilor Smith that Resolution No. 114-2015 be passed.
Motion seconded by Councilor Ingle.
Beverly Ellis, 1605 Parkdale, asked if the apartments are part of the structures to be
removed. Mr. Dockery replied that the hotel and the apartments are the primary properties that
would be demolished with this project. There will not be any requirements to relocate
businesses, but the owners would receive fair market value for the sale of their property.
John Burrus discussed the transportation part of the project and the planned structures.

Item 10a – Staff Reports

Convention and Visitors Bureau Update
Lindsay Greer gave an update on the Convention and Visitors Bureau. She reported
there have been 16 new events scheduled, including a tennis tournament, youth basketball
festival, National Association of Chamber Ambassadors. There are still some outstanding bids.
Staff will be at the travel information center during the Thanksgiving holiday. A new online hotel

booking software is being launched. The Holiday in the Falls campaign has been launched.
The sales staff has attended conferences which provide leads for future business. A press
conference announcement has been sent out for a big announcement this week. A feasibility
study will be sent out to potential developers for a new hotel. Discussion was held about the
use of incentives.

Item 10b – Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor Santellana noted that one of the electronic billboards in town was advertising
another city. Ms. Greer said the billboard company has offices in those cities. She said the city
does some advertising in other cities, based on the event.
Councilor Smith thanked everyone for the organization and participation in the Veterans
parade.
Councilor Ingle added his thanks for the work on the Veterans parade. He suggested
providing portable restrooms for the event. He also talked about the recent bombings in Paris
and expressed condolences to those who are affected. He asked about inspections of kitchen
that cater for outside events. Ms. Kreidler said the application for the permit lists business
hours and the inspectors flex their hours to do the ins pections outside of city business hours.
He asked about a specific sales tax software and possible sales tax incentives. Mr. Leiker said
it is a potential opportunity for targeting retail recruitment.
Councilor Chenault thanked the street department for repair of a street light. She asked
about a historic landmark for an individual’s property.
Councilor Quintero thanked the Mexican American Association for the Veterans Day
banquet invitation. He also attended the community health center open hous e and saw the
good things they have working there. They need an oral surgeon, so if there is anyone in the
city willing to help, they would appreciate it. Councilor Quintero noted there are other
organizations in Wichita Falls that help those in need. H e encouraged donations to these
groups.
Mayor Barham reminded everyone of the City Lights parade. He wished Happy
Thanksgiving to everyone and suggested inviting airmen from the base to join their
Thanksgiving dinner.
