Dennis Marquardt called the March 6, 2013 meeting of the Wichita Falls Traffic
Safety Commission to order at 1:30 p.m.
The minutes were approved for February 2012.
The financial report for March was presented by Stan Horton. Balance was
$371.50. A donation was recorded in the amount of $250.00 bringing the total to $621.50.
Accident Statistics:
LT. Puddu of WFPD advised the total crashes for January were 225 of which 46
were injury accidents including 2 fatalities. There have been 3 fatalities for 2013.

City Traffic Report
Mark Beauchamp discussed the following:
1. Safe Routes will go out for bids in March 2013.
2. Kell/Lawrence: Replacing the traffic controls. A study revealed a systems
update was needed to provide progression in the flow of traffic.
3. Taft / Southwest Parkway: Installed experimental equipment. This area has
been equipped with forward looking inferred sensors. This equipment relies on
heat to sense a vehicle or pedestrian which is a much more efficient and cost
effective system to the citizens because it saves fuel and cuts down on car idle
time.
4. Systems updates on Broad and Holiday streets still underway.
5. RFP for downtown street lighting will be completed soon and the bid opening
will be later this week. New LED lighting will be installed.
State Traffic Report
Tim Hertel gave the following report:
1. Windthorst Road bridge project has started and is moving forward.
2. A dynamic message sign will be placed prior to the entrance of the flyover from
the north for traffic entering Wichita Falls. This job will let in the next few days.
3. Safety lighting will be installed at 287 & City View Drive. This has let and will
begin soon.
4. Speed limit change on 2380 by the State Hospital could happen in the near
future. This will affect 2/10 of a mile of roadway that is currently 45 mph. It will
change to 50 mph.
5. Traffic count is being conducted at Jacksboro Highway and Norman. The
study will reveal if a traffic control device is needed in this area.
6. Speed limit changes on 287 & 82 have changed to 75mph. As of today, Hwy 82
from Wichita Falls to Lindsay will be 75mph.
Committee Reports
Safe Routes will be letting this month.
Unfinished Business:
Item 02-13: Bicycle Rodeo Item
It will be April 13, 2013 at the Wichita Falls Health Department. All
members were asked to try and raise any monies they could from organizations or
individuals willing to support this project. All donations will help support the
giveaway prizes, helmets, and educational materials.
Guest Patrick Hearn (Wichita County Medical Alliance) in partnership with
(Texas Medical Association) promotes a program called Hard Hats for Little Heads.
This is a state wide program. They would like to donate the children's safety
helmets. This would be the second year they have supported the rodeo.

Chip Filer (WFBC — HHH) advised they would sponsor the 200 T -Shirts and
water bottles.
Mark advised TSC would purchase the two new bikes for giveaway after the
training.
Sandy Monson (Wichita Falls Streams and Valleys) advised she would
support the rodeo with a bicycle mechanic. Sandy would also like to be considered
for the Bicycle & Pedestrian Advocate if the position on the TSC was approved.
Mark Beauchamp also stated May 8th is National Bicycle to school day. The
kick off for this event will be at Ben Milam Elementary School
On June 4th, the Texas Tourist Bureau is having a bicycle awareness event.
New Business:
Item 01-13: Adding a Bicycle/Pedestrian Representative to TSC
This was discussed again. Sandy Monson expressed interest in filling this
position. All members agreed this was a good idea. The item will be placed on the notice for
recognition by Council.
Items of Discussion:
1. The safety banner program is underway. The school creating the winning banner
will be chosen. The winning banner will then be reproduced and each school will
have one displayed in the front of their building.
2. Mark Beauchamp advised he and Barry Levy were in the process of creating two 10
minute bicycling safety videos. One will be geared toward safety and one on health.
Mark advised several agencies and volunteers will be involved such as MSU bike
team, WFPD, HHH.
3. Laney Oliver gave information on a program called State Farm Neighborhood
Assist. In this program, State Farm gives away 40 $25,000 grants each year to
originations that are geared toward youth. This program starts in February of each
year and ends in March. Laney advised that 3000 applications are accepted. The
200 finalists are selected and placed on Face Book and available for viewing and
voting by the public. The 40 that receive the most votes are awarded the grant.
Laney has advised that she would like the TSC to try and get one of these grants for
next year.
There being no further business before the Commission, the meeting was adjourned
at 2:00 P.M.
