Min 11/03/2015 CITY COUNCIL MINUTES November 3, 2015 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building November 3, 2015 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor DeAndra Chenault - Councilors Tim Ingle - Stephen Santellana - Tom Quintero - Brian Hooker - Michael Smith - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Reverend David Sapata, DAV TX Chapter 41, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance The Disabled Veterans of Texas, Chapter 41, led in the Pledge of Allegiance. - - - - - - - - Item 3a – Proclamation – American Diabetes Awareness Month, TEXOMA D.R.A.W. 8:33:10 AM Mayor Barham read a proclamation esta blishing November 2015 as American Diabetes Awareness Month in Wichita Falls and encouraged citizens to participate in the Texoma Diabetes Run and Walk and in efforts to prevent, reduce, and treat diabetes. A representative of the diabetes event thanked the council and said the goal is to raise awareness of diabetes. - - - - - - - - CITY COUNCIL MINUTES November 3, 2015 Page 2 Item 3b – Proclamation – National Hospice Month, IntegraCare Hospice 8:36:42 AM Mayor Barham read a proclamation establishing November 2015 as National Hospice Month in Wichita Falls and encouraged citizens to increase their understanding of end of life care and make their plans known to family members. Vonda Keel said hospice care is special to them and they would like to increase awareness of the planning needed for end of life care. - - - - - - - - Item 3c – Proclamation – Nurse Practitioner Week, MSU 8:39:22 AM Mayor Barham read a proclamation establishing Nov ember 6-14, 2015, as Nurse Practitioner Week in Wichita Falls and encouraged citizens to recognize the skill and compassion of nurse practitioners in improving the health of citizens. Karen Polvado thanked the mayor and noted that people generally see nurse practitioners if they get sick. - - - - - - - - Item 3d – Employee of the Month – Debra Nix, Community Development/Building Inspections 8:42:01 AM Jim Dockery recognized Debra Nix, Building Inspections, as the Employee of the Month. Mayor Barham presented a plaque, a letter of appreciation, resta urant tickets, and a check to Ms . Nays: None Item 5 - Approval of Minutes of the October 20, 2015 Regular Meeting of the Mayor and City Council Item 6a – Resolution #105-2015 RESOLUTION NO. 105-2015 Resolution awarding Professional Services Agreement to Biggs and Mathews Environmental, Inc. for engineering services for the City of Wichita Falls Landfill in the Amount of $78,000.00 Item 7 –Receive Minutes Minutes of the following boards and commissions were received: (a) Animal Shelter Advisory Committee, May 8, 2015 (b) Planning & Zoning Commission, September 9, 2015 (c) Wichita Falls Economic Development Corporation, September 17, 2015 - - - - - - - - Item 8a – Ordinance # 51-2015 8:47:03 AM ORDINANCE NO. 51-2015 Ordinance Accepting Funds in the Amount of $53,282.50 Received from the FY 2015 Homeland Security Grant Program (HSGP) and Authorizing the City Manager to Execute Contracts and Other Documents Related Thereto Moved by Councilor Ingle that Ordinance #51-2015 be passed. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Hooker, and Santellana. Nays: None - - - - - - - Item 8b – Ordinance # 52-2015 8:48:17 AM ORDINANCE NO. 52-2015 Authorizing the Issuance of City of Wichita Falls, Texas General Obligation Refunding Bonds, Series 2015a and General Obligation Refunding Bonds, Taxable Series 2015b; Establishing Procedures and Delegating Authority for the CITY COUNCIL MINUTES November 3, 2015 Page 4 Sale and Delivery of the Bonds; Levying an Annual Ad Valorem Tax and Providing for the Security for and Payment of Such Bonds, Declaring an Emergency; Declaring an Effective Date and Authorizing and Enacting Other Matters and Provisions Relating to the Subject Moved by Councilor Hooker that Ordinance #52-2015 be passed. Motion seconded by Councilor Ingle. Murphy Davis, representing Sentry Management, discussed the bonds that will be refunded and the savings of nearly $1.3 million that will be realized. He noted that this ordinance sets parameters for the bond refunding. The motion carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Hooker, and Santellana. Nays: None - - - - - - - Item 9a – Resolution #106-2015 8:57:28 AM RESOLUTION NO. 106-2015 Resolution Rejecting the Sealed Bids Submitted on the Old Fire Station #8 Located at 4415 Miller Road and Opened on October 1, 2015 Moved by Councilor Ingle that Resolution No. 106-2015 be passed. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Hooker, and Santellana. Nays: None - - - - - - - - Item 9b – Resolution #107-2015 9:00:45 AM RESOLUTION NO. 107-2015 Resolution Authorizing Award of Bid for the Purchase of Twelve (12) 2016 Ford Utility Police Interceptors from the Low Bidder Sam Pack’s Five Star Ford, Ltd., in the Amount of $339,625.56 Moved by Councilor Ingle that Resolution No. 107-2015 be passed. Nays: None - - - - - - - - Item 9e – Resolution #110-2015 9:08:57 AM RESOLUTION NO. 110-2015 Resolution Authorizing the City Manager to Execute a Professional Services Agreement with Freese & Nichols, Inc. for Transit Oriented Development Planning CITY COUNCIL MINUTES November 3, 2015 Page 6 Associated with the Clarence Muehlberger Travel Center, in an Estimated Amount of $94,000 Moved by Councilor Ingle that Resolution No. 110-2015 be passed. Nays: None - - - - - - - - Item 9f – Resolution #111-2015 9:11:50 AM RESOLUTION NO. 111-2015 Resolution Allowing the City Manager to Execute a Signatory Airline Operating Agreement and Terminal Building Lease at the Wichita Falls Regional Airport with American Airlines Moved by Councilor Ingle that Resolution No. 111-2015 be passed. Nays: None - - - - - - - - Item 9g – Resolution #112-2015 9:16:35 AM RESOLUTION NO. 112-2015 Resolution Approving a Guaranteed Maximum Price of $441,800 in Design/Build Services Contract with Trinity-Hughes for the Construction of the Fleet Maintenance Small Engine Shop Project, and Authorizing the City Manager to Execute All Documents Necessary Moved by Councilor Ingle that Resolution No. 112-2015 be passed. Nays: None - - - - - - - - CITY COUNCIL MINUTES November 3, 2015 Page 7 Item 10a – Staff Reports There were no staff reports. - - - - - - - - Item 10b – Items of Concern to Members of the City Council 9:19:20 AM Members of the City Council presented the following matters: Councilor Quintero thanked the staff for the quick turnaround for repairing potholes in his district. He said he has had calls about the property at the I-44 access at Missile Road where there is tall grass that needs to be cut. He said water is standing in the creek bed just north of the TxDOT building. There are non-venomous snakes and large raccoons in the area. Councilor Quintero said he has also had phone calls about fluoride in the water. Councilor Ingle reminded people of the Veteran’s Day parade downtown. He asked for a report on adding ten million gallons of water per day. He was told there is a draft report that will be discussed. - - - - - - - - Item 11 – Executive Sessions City Council went into Executive Session at 9:23:49 AM in accordance with Texas Government Code §551.072. City Council reconvened at 10:12:21 AM. Mayor Barham announced that no polls or votes were taken during Executive Session. - - - - - - - - Item 12 - Adjourn City Council adjourned at 10:12:27 AM.
