Call to Order and introductions Chairperson Flood called the meeting to order at 12:04 p.m, Ms. Gagnd Introduced Dr. John and Ruthmary Butler, owners of 2108 Wanonah. H. Review and Approval of Minutes korn April!23, 2013 Chairperson Flood coed for approval of minutes from the April 23, 2013 Landmark Commission meeting. Mr. Kidwell motioned for approval and Mr. Koen seconded.The motion carried. Ill. Application for Landmark Nomination—210B Wwwnah Me. Gagn6 provided the Commission with the criteria for historic landmark nominations: historical, cultural, archbx*ural, archeological, or geographical significance. Ms. Ga gn6 stated tyre were sonrre concerns with the initial application because pieces were missing linking the historical, cultural and architectural criteria together. It is believed that architects Welker and ©icon designed the home at 2108 Wenonah. Ms. Gagner stated current owners, the Butlem provided original pencil drawings of the home and discovered blueprints in the neighboring property's attic. The home was commissioned in 1926 by Joe Barwise Carrigan, the grandson of the founding father of Wichita Falls, Jude Joseph H. Barwiss and the son of Jude A.H. Carrigan. The 3-story colonial revival home consists of approadmately 3,000 square stet and was finished in 1928. Me. Gagner stated the infbmation provided by the Butlers along with the materials from the Wichita Co. Heritage Society and White Co. Archives were plead together to establish a cultural ownership overview of nine fwrnilies that were connected with the property sine the home was commissioned in 1926. Ms. Gargn6 started the owners of 2110 Wenonah, owned by the nephew of Joe Barwire Carrigan, might also consider a landmark nomination application but are elderly and may require assistance to complete the forms. Carrigan's nephew has resided next door(2110 Wenonah) since his birth In 1929. UNBURM Wmis iCJPi iWy 23,2013 pop 1 Ms. Gagn6 asked the Commission for input regarding the appropriate naming of the landmark nomination since nine fames have resided In the home over the past 85 years. The Sfilley family lived In the home the longest from 1930-1958. The Stilley-Tittle's sold the hone In 19M to E. W. and Eleanor Irvine who resided there for 18 years until selling to Lt. Col. (Ret.)Timothy and Ann Marie Thomas In 1974, who lived there for only two years. The home was then sold In 1978 to Dr. Ted and Imma Jeanne Alexander, the Weavers, and several ether owners during the 1970rs1198(ra until the current owners Col. (Rot.) Dr. John and Rutitmary, Sugar purchased the homes In 1997. Ms. Gagn6 stated the home cannot be named the Carrigan house because it may be assumed Judge Carrigan had a connection to the property. As a result, Me. Gagr4 recommended the landmark nomination be referenced as the Lanigan-Stilley-Butler House. Commission members discussed the naming and were In agreement. Dr. Butler stated In his closing remarks that his neighbors had their blueprints in the attic, which were singed due to a fire from a lightning strike many years ago. Dr. Butler stated he Is working with local architects {Bundy, Young, Sims and Plotted to scan and preserve the blueprint drawings. Furthermore, Dr. Butler outlined any changes they've made to the Interior and exterior of the house. He noted the upstairs carpet was removed to restore the original oak wood ors. The antic was clewed and a portion refinished for an office—the original ship lap on the stair walls was retained along with the wood attic sus. Ms. Gagne finished the overview by stating the home had previously been recognized by the Wichita County Heritage Society in the 2002 Indian Heights Homes Tour and in 2011 being awarded a Residential Preservation Lion Award. Staff expressed some concern regarding the current photos depicting enclosed porch openings as the 2002 photos show an open porch. D% Butler stated they added shade screens to the south porch after 2002 to reduce sun glare and contain the family puts. Ms. Flood inquired if the dormers on the home had siding. Dr. Buffer stated they had Installed storm windows on the dormer windows and also painted them but the vinyl siding on the dormers existed when they purchased the home in 1997. Dr. Butler assumed the vinyl was added when either the garage was converted to a family mom and/or when the cedar roof was replaced. Ms. Graham commented the siding on the dormers should not hurt the overall historical significance of the building. Me. Graham also suggested the application (page 3) should be revised to Indicate to house was "not confirmed"to be a Voelker and Dixon as she feels the evidence provided at the meeting from the Buffer's was sufficient proof that Voelker and Dixon Architects did in fact, design thoe home. The Commission agreed. However, Mr. Peter Scott, legal liaison, recommended the application be revised to state 'at time of designation architects unconfirmed.' Members were in agreement with legal staffs recommendation. Ms. Gagn6 reminded the Commission they agreed to the proposed landmark nomination being referenced as the Carrigan-Stilley-Sutler House. Chairperson Flood stated if therm were no other questions or discussion, she would call for a motion. Mr. Koen introduces a motion to recommend nomination of 2108 Wenonah as a Wichita Falls historic landmark and Ms. Carper seconded. The motion carried unanimously. Staff Will coordinate availability with the Butler's for scheduling the public hearing and ordinance item for City Council consideration. ideration. IV. Update �m Regarding 2013 CLO Grant Pro)"t—THC Historic Resources Survey Nis. Gagner stated staff has been in contact with the new CLG Coordinater, Mar= Wabw, who commenced employment with THC on May to, 2013. Mr.Watson had directed stairs to the new historic re urce survey form that is required to document historic surveys. Nis. Gagn6 asked the Commission if they would be willing to volunteer for training to learn how to complete LANDMARK CAMMISSUN May 4 2013 Page 2 the new form and how to Interpret each category. Members were In general agreement. Me. Gagner suggested this training could be set up once a project consultant was selected. V. Other Business a) West Floral Heights Historic Dts#rict—Monthly Report Nis. Carper stated the Association had a garage sale and the;next meeting will be held on June 19. Ms. Looney will be In Mexico and not available until the July Commission meeting. A stop work order was initiated since the home is in a historic district. The contractor was required to pay double permitting fees as a result of the oversight and apologized about forgetting to request the permit request, Ms. Gagn6 also provided a project update on the Texas Preservation Trust Fund Grant — revised fagade easement agreement for the Hot Hotel project. Ms. Gagnb stated the required fagede easement for the exterior of the building,originally recorded in 2011, had to be revised in order to satisfy the lending Institution's requirements for change of corporation names within the NDC to Community Development Properties of VVlc;hita Fails Ire. In 2012 the City (ant recipient) contacted THC to obtain authorization to develop a revised fagade easement agreement that also named the owner. Unfortunately, the signed copies of the revised easement agreement and release of original easement were sent to NDC In NY In 2012 but have rimer been located and as such, all new paperwork had to be generated recently and authorized by THC In order to allow the: final transfer of ownership from the management company to a local entity-Historic Holt Hotel LLC. c) Articles&Periodicals— The Afeds/iW—spring 2013 Wlstosdc Texas Courthouses Receiving National Affectfon, Awareness" Vl.
