Resolution Authorizing The City Manager To Execute An Agreement
For Professional Services Work Order No. 15 With URS Corporation
For Construction Quality Assurance Testing And Resident Project
Representative Services In Conjunction With Phase I Of The Runway
17/35 Reconstruction Project At Wichita Falls Municipal Airport, In
The Amount Of Approximately $184,120.11, To Be Funded 95% By
The FAA
WHEREAS, the City of Wichita Falls has awarded contracts for Phase I of the
Runway 17/35 Reconstruction Project at Wichita Falls Municipal Airport; and,
WHEREAS, the City of Wichita Fatls desires construction Quality Assurance
Testing and Resident Project Representative (RPR) services be performed in
conjunction with the above referenced projects; and
WHEREAS, Federal Aviation Administration will fund 95% of the cost of these
services and Passenger Facility Charge collections are available to fund the remaining
5% local share of the service agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Manager is authorized to execute the attached Agreement for
Professional Services Work Order No. 15 with URS Corporation for Construction
Quality Assurance Testing and Resident Project Representative Services in
Conjunction with Phase I of the Runway 17/35 Reconstruction Project at Wichita Falls
Municipal Airport, with changes thereto in a form approved by the City Attorney, in the
amount of approximately $184,120.11, to be funded 95% by the Federal Aviation
Administration.

SCHEDULE. The Estimated Schedule shall be set forth in Attachment B to this Work Order. Because
of the uncertainties i�herent in the ServiCes, Schedules are estimated and are subject to revision unless
otherwise specifically described herein.
ppyMENT AND EQUITABtE ADJUSTMEN7S. This is a Cost Plus Faed Fee Woric Order- URS
compensation and provisions for progress and final paymenis are specified in Attachment C to this Work
Order. Payment of SO _ is due uQon signature of this Wo+ic Order and witl be appl'�ed against ihe final
irnoice for this Work Order. URS shall give Client prompt written notice of unanticipated conditions or
cond'Rions which are materialty different fran those anticipated by URS at the rime the compensation was
agreed upon. If Gierrt wishes URS to proceed, URS compensation shall be subject to equitable adjustment
for such conditions.
TERMS AND CONDITIONS. The terms and conditions of the Agreement referenced above shall apply to
this Work Order, except as expressly modfied herein.

SCOPE OF WORK
SERVICES OF THE ENGINEER
The EI�TGIIVEER s6a11 serve as the CLIENT' S professional consultam with regard to the WORK
for which ihis WORK ORDER applies: and will give consultation and advice to the CLIENT duting the
perfottnance of their services• T1�e WORK to which this ORDER apQlies is the Rehabilitation of Runway
17-35, Phase l(approximately 75,200 square yards}, and necessazy modi5cations to conneccor t�iways,
at the Wichita Falis Municipal Airpvrt•
The ENGINEER shall perfoma the following services for the WORK:
I. RESIDENT PROIECT REPRESENTATIOI� (26 WPEKS DURATION}
A. GENERAL
The Resident Project Representative (RPR) as tbe EnS►ceer's agent, will act as directed by and under
supervision of the Engineer, and wi11 confer with the Engineer regazding the RPR's actions_ Tlie RPR's
dealings in matters pertaining to the on-site work shall in general be only with the Engineer and t6e
Contractor, keeping the dwner/Sponsor advised as necessary, and deahngs wrth the subcontractors
shall only be chrough or with the full lrnowledge of the Conttactor. Written cort�munications w►th the
Owner/Sponsor will be only through or as directed by the Bngineer.
B. DUTIES AND RESPONSIBII,TfIES OF TEIE RPR
'Ihe RPR shall:
I. Be thoroughly familiar with the plans and specifications as they apply to the work being
inspecced, and review them frequently. 'I'he RPR must be capable of immediately
recognizing if the work confains to the conhact requirements.
2. Provide full time services at all times the Conuactor conducts activities on the construction site.
3. Serve as the Engineer's liaison with the Contractar, worldng principally through the
Conuactor's superintendent and assist in understanding the intent of the Co�cact Docnments.
and assist the Engineer in seiving as the Ovv°er's liaison with the Contractor particnfarly
when the Contraator's opeiations affect the Qwne�''s on-site opecarions.
4. Review the progess schedule, samples scbedule of Shop Drawing submittals and schedule of
values prepared by the Conna�ccor and consult with the Engineer as to the �cceptability of
such schedules.

5. Act as che Engineer's Liaison:
i) Attend/conduct meetings with the Engineer, Owner and Contractor, such as Pre-
Construction Conferences, progress meetings, weekly construction coordination
meetings, job conferences and other project-related meetings, and prepare and
circuiate copies of minutes thereof.
ii) assisE in obtaining from the Owner addirional details or information, when required
for proper execudon of the Work.
6. Coliect and transmit Shop Drawings and samples:
i) �cord date of receipt of Shop Drawings and samples.
v) receive samples which are fumished at the site by the Contractor, and notify the
Engineer of the availatrility of samples for examinarion.
iii) advise the Engineer and Contractor of the commencement of any Woric requiring a
Shop Drawing or sample if the submittal has not been approved by the Engiaeer.
7. Review, nejection and correction of defective work, inspection and testing:
i) observe, review and test tbe Work throughout the consWccion administradon phase,
as needed, to detemune if the Work is proceeding in accordance with the Contract
Documents.
v) reject, require correction, or uocovering of the Work for observation, or require
special testing, inspection or approval of the Work that in the opinion of the RPR
does not conform to the Contract Documents or is defective, unsatisfactory, or faulty,
and notify the �ngineer and Owner in writing of the reason for each such rejection,
coirection, and uncovering. The RPR shall evaluate, if requested by the Owner, the
unpact of each such rejection, coaecrion, and uncovering of the Work on the
Contractor's scheduling.
iii) verify that tests, equipment and systems staztups and operating and maintenance
training are conducted in the presence of appropriate peisonnel, and that the
Conriactor maintains adequate records thereof; and observe, record and report to the
Engineer appropriate details relative to the test procedures and startups.
iv) accompany visiting inspectors representing public or other agencies having
jurisdicrion over the Project, record the results of these inspections and repor[ to the
Engineer.
8. Maintain at the job site orderly files for cortespondence, reports of job conferences, Shop
Drawings and samples, reproductions of original Convact Docuiz�ents, including all Work
Direcrive Changes, Acidenda, Change Orders, Field Orde�, additional drawings issued

subseque� to the execution of the Contract, Engineer's clarifications and intecpretations of
the Contract Documents, progess reports, and other project related documents.
9. Keep a diary or log book, recorcling ConU'a�tor hows on the job site, weather conditions, data
relative to questions of Work Directive Changes, Ct►ange Orders or changed conditions, list
of job site visitors, daily activities, de�isions, abservations in general, and specific
observations in more detail as in tbe case of observing test proceciures. send copies to the
Engineer, and p�ovide copies to the Owner upon iequest
10. Record names, addresses and telepho� nnmbers of all subconttactors and major suppliers of
materials and equipment.
11. Furnish the Engineer with weeklY reports �s �4�ed of progress of the Work and of
Contractor's compliance with the progress schedufe of Shop Dcaw'sngs and sample
submittals.
12. Consult with the Bngineer in advance of scheduled ma]or tests, inspections or start of
important phases of the Work.

Diractive Changes, and Feld Orders.
13. Report immediately to the Engineer and Owner upon occucrence of any accidenG
14. Review applications for paymerns with the Conhactor for compliance with the established
proceduie for their submission and forward the recommendarions to the Engineer, noting
particularty the relationship of the payment requested to the schedule of values, Work
completed, azed materials and equipment delivered at the site but not incorpocated into the
Work. The Engineer shall then detemune the amount owing w the Contractor and shall
certify requests for pa}m�ent in such amounts, on the basis that the Work has progressed to the
point indicated and that the quality of the Work is in accordance with the Contract
Documents.
C. LIMTfATION3 OF TElE RPR'S AUTHORITY
The Resident Project Representarive:
1. Shall not authorize any deviation frnm the Contract Documents or substiwtion of materials or
equipment, unless authorized by the Sngineer.
2. Shall not exceed the limitations of the Engi�er's authority as set forth in the Conu�act
Documenu and the Ageement
3. Shall not nndeitake any of the responsibiliries of the Conuactor, subcontractas, or
Contractor's superintendent.

4. Shall not advise on, issue directions relative to or assume control over any aspect of the
means, methods,techniques, sequences or procedures of construction unless such advice or
directions are specifically required by the Contract Documents.
5_ Shall not advise on, issue directions regazding, ox assume conttol over safety precaurions and
progams in connection with the Wak. However, ttee RPR shall notify the Conuactor, the
Engineer, and the Owner of any safety concerns the RPR may have, whether such matteis
relate to the Contractor, or the Contractor's subcontractors or supplieis. Such notice shall be
immedia[e and when possible from the project site in order to allow, among other things, the
Ownez the opportunity to have safe conditions for its employees.
6. Shall not accegt Shop Drawings or samples from anyone otluer than the Contraccor•
II. ACCEPTANCE TESTING SERVICES
The Engineer shall provide Materials and Acceptance Testing Service far the project accarding the
estimated quantities in the following table provided by Rodriguez Engineering Laboratories:
