City Council held a joint worksession with the Construction Board of Adjustment on

Bill Sullivan - City Attorney

Construction Board of Adjustment and Appeals members present:
Randall Poteet, John Ferguson, Jackie Lebow, Jr., Garland Martin, Gary
Oatman, Philip Ringman, and David Rhone.
Item 1
Chair Poteet called the Board meeting to order and had roll call.
Mayor Lueck called the Council meeting to order and asked Council and Staff to
introduce themselves.
Item 2
Mr. Dave Clark provided background information on building contractor licensing and
gave an overview of their proposal. He noted that this proposal was discussed with
representatives from the American Institute of Architects, Construction Specifications Institute,
North Texas Homebuilders Association, North Texas Rental Property Association, insurance
and bonding industry, and the Construction Board of Adjustment and Appeals.
The various aspects of the existing ordinance and the proposed changes, as well as
permitting were discussed at length.
Public comments were presented from numerous persons. The majority of comments
and concerns dealt with the permitting aspect not licensing.
Some suggestions from Council were as follows.
If the project is a structural change, the person should be licensed.
Clarify the definition address living area.
Councilor Altman suggested that the Board come up with a fair and equitable solution
to minimize restrictions on good and honest people who want to work, and bring back to
Council a proposal and alternatives.
