REGULATING THE MANNER OF LAYI14G PIPES THROUGH, ACROSS, AND UNDER T1IE STRTEET S, ROADS, LANES, AND ALLEYS OF THE CITY OF VIICHITA FALLS, TEXAS , TO BE USED IN CARRYING, TRANSPOR= TATING AND SUPPLYING NATURAL GAS, PRESCRIBING THE MANNER OF TESTINP THE SA12 , UNITING TIiS PRESSURE THEREIN AND PROVIDING FOR GAS ESC PING THEREFRO]a+I. SECTION1 1. -be it ordained by the Gity Council of the Uity of Wichita falls , Texas , that all individuals, firms , partnerships,-,and corporations which mqy hereafter or which may have heretofore been authorized and empowered by the City of Wichita Falls to enter upon ai y of the streets , roads, lanes, or alleys , or parts thereof in said City to lay pipes for carrying, transport- ing or supplying natural gas to persons, firms or corporations , , A shall be and are hereby required to put , place and lay any and all pipes used for such purposes at a depth of not less than eighteen inches from the top of the pipes , below the surface of each street , lane or alley, andshall occupy only such portions of suds street , road, lane, or alley as may be designated by the Committee on Natural Gas of this Council and the City Engineer. SECTION 2. All pipes designated and intended for use i4 any line shall be standard wrought it-on. SECTION 3. All pipes shall be known And class- ified as follows : a. All mains intended f or feeders for t he supply of gas for a general system of mains or pipes shall be known and classified as high pressure mains. b. All piPes intended to carry gas for the supply of domestic consumption shall be known and classified as low pressure mains. c . All _,pipes leading from mainsto the property lines of consumers shell be knows and classified as service ?pipes. d. All c�ipes leading from the -property line to, in or through houses or' other places of consumption, shall be known ai-d classified as house connection. The term property line is hereby defined to mean the Dine of the street , avenue, alley, or land upon which the property owned or occupied by the consumer is located. SECTION 4. '2he pressure on High pressure mains . within the city limits shall in no case exceed fifteen puunds per square inch at the City limits , and all such ]tines entering said City shall be provided with sets of saftey valves of sufficient capacity to discharge all surplus gas through suitable escape pipes. The chanacter and number of the saftey valves so to 'be used shall first be examined and approved by said committee on Natural Gas and the City Civil Engineer, and there shall also be provided such other saftey valves w3 ibh said City as shall from time to time be found consistent with an adequate supply of gas to the va,rmous consumers. The maximum pressure allowed on any and all low pressure mains within the City limits shall be eight ounce; aX4 square inch; provided howeverr; in the event of any corporation, company, firm, or individual operating under �^ this or any ordinance of said City shall find it impracticable to operate any portion of its plant with the maximum pressure above mentioned the City Engineer shall have power to allow such corporation, compaa,y, firm, or individual to carry such additional pressure on such portion of said plant as said-City Engineer may deem safe and necessary; provided such -additional pressure shall be first petitioned for in waiting by the party, or parties , desiring sudh increased pressure. SECTION 5. After they are laid , all pipes for conveying or supplying natural gas shall be subject to the fol- lo��iing tests, which shall be made by and at the el-'dense of the person or company laying the same : All high pressure and low pressure pipes shall be ±xztini subjec#ed to a test of fifty pounds air pressure )er square inch. Service pipes shall be tested at the same time (when practicable) that low pressure mains are tested, and shall also be subjected to a test of ten pounds air pressure per square inch. Service pipes laid after the mains have been laid, and when said mains are carrying natural gas , shall be tested with gas pressure at the maximum pressure allowed on said main All air tests hereinbefore provided shall be applied on the ::rain pipes before gas is turned into the same , and all mains and pipes shall be subjected to the siad tests for one hour. The gauges to be used to register the various tests shall be mercurial or diaphragm, or others equally as good, to be first approved by the City Civil Engineer. All tests shall be made under the direction of and to the satisfaction of the City Civil Engineer and Committee designated by the City Counc-il. SECTION 6. Corporations , firms or individuals supplying gas under the provisions of this or any other cr dinance of said city shall not connect service pipes for domestic con- sumption with high pressure mains , and in said cases gas shall only be supplied to the consumer after the same has been reduced by an automatic regulator and cut off to the maximum: pressure allowed on low pressure mains. SECTION" 7. No corporation, company, or firm operating a natural gas ­tlant in said city shall x,e allowed to turn gasinto the house connections of any custorm,�r until such corpo- ration, company or firm intending to supply said consumer with natural gas shall have tested said house connections and shall give to said customer a certificate showing that said house con- nections were subjected to the same test hereinbegore rewired for low pressure mains. Said tests shall be madd at the expense of the party employed to put in said house connections, and said house cony. nections shall be subjected to ten pounds air pressure per square inch for thirty minutes. SECTION 8. Gauges shoving the amount of pressure on natural gas lines shall be erected at the expense of such person, corporation, or company, and shallbe open at all times to the public inspection and located�-zt such points as may be directed by said Committee on Natural Gas and the City Civil Engineer. SECTION 9. All cases where the streets , -roads , lanes or alleys , or part thereof, through or under which such pipes shall be laid, contain cinders or materials destructive of or injurious to such pipes , suitable precautions shall be taken to guard against such injury and danger in such reasonable manner as shall be ordered by siad Committee and Engineer . SECTION 10. Should the individuals , firms or corporations that are , or may hereafter be , authorized by said Council to use and occp.py the various streets , roads , lines or alleys wi.th- in s id city for laying pipes and supplying natural gas , fail, neglect , or refues to comply with, perform and execute the provisions of this ordinance , then, and i.n that event , it shall be , and is hereby made the duty of s&id City Civil Engineer to report the same to the said Committee on natural gas , and woon its direction to reduce or cut off the pressure upon such line or lines as -,public saftey may from time to time require , and it is hereby made the duty of the City Attorney to institute such legal prodeedings as may be necessary to compel a comp:iiance i*pith the ,Provisions of this ordinance. SECTION 11. All individuals, firms , corporations who may be authorized by said City Council to enter upon any of said streets , roads, lanes or alleyt for the purpose of laying pipes thereunder to carry and supply natural gas, shall be required to accept in witting and under the proper seal, all the terms , con- ditions and ,provisions of this ordirianeb.
