I. Welcome&Introduction
Mayor Barham, the TPC chairperson, called the meeting to order at 8:31 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non-Agenda Items
Mayor Barham asked for any public comments on agenda and non-agenda items. None
was received.
III. Review and Approve the Transportation Policy Committee's April 22, 2015 TPC
Meeting Minutes
Mayor Barham asked for any comments or corrections to the April 22, 2015 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Judge
Gossom made the motion to approve. Mr. Watts seconded the motion, which passed
unanimously.
IV. Review and Comment Regarding the Technical Advisory Committee's July 9, 2015
Meeting Minutes-No Action Required

Mayor Barham asked for any comments or questions regarding the July 9, 2015
Technical Advisory Committee meeting minutes. Receiving none, the committee moved
on to the next agenda item.
V. Review and Approve Amendments to the 2014-2015 Unified Planning Work
Program.
Mayor Barham directed the committee's attention to page 16 of the meeting packet. Mr.
Barnett explained that WFMPO received Work Order #5 on July 10 informing the MPO
that it would receive an additional $22,262.63 of PL-112 Transportation Planning Funds
for FY 2015. He stated this amount covers MPO expenses from June 1, 2015 through July
31, 2015. Mr. Barnett stated that he programmed the PL-112 funds into Task 3, Data
Development and Maintenance to help offset some of the expenses in that task. He also
explained that WFMPO should receive Work Order #6 by the end of August, which
should be the last one for FY 2015. He stated that the estimated amount of funds coming
from Work Order #6 was around $9,500. Mayor Barham asked for any comments or
questions regarding the amendments to the 2014-2015 Unified Planning Work
Program. Receiving none, he asked for a motion to approve the amendments. Judge
Gossom made the motion to approve amendments to the 2014-2015 Unified Planning
Work Program.Mr.Wilde seconded the motion,which passed unanimously.
VI. Review and Approve the 2016-2017 Unified Planning Work Program.
Mayor Barham directed the committee's attention to page 23 of the meeting packet. Mr.
Barnett summarized the revisions made to the new UPWP starting with how staff
replaced the FY 2015 Planning Emphasis Areas (PEA's) with the new FY 2016 PEA's,
which consist of the following: MAP-21 Implementation, Regional Models of
Cooperation, and Ladders of Opportunity. He discussed Section F - Performance
Measures and WFMPO's progress towards creating a report card system for the
performance targets. Mr.Barnett explained that one new change throughout the body of
the UPWP was under Previous Work. He stated that the Federal Highway
Administration had directed all MPO's to break out previous work as "Routine Work
Efforts" and "Non-Routine Work Efforts". TxDOT's Transportation Planning and
Programming Division in Austin passed down this directive from FHWA to all the MPO's
in May. Mr. Barnett continued with his summary by discussing minor additions to
several of the subtasks. Mr. Barnett discussed the Budget Summary Tables for FY 2016
and 2017 explaining that because of recent federal cutbacks in PL-112 funding, he and
his staff would continue to do all of the planning projects in-house.Mayor Barham asked
for any comments or questions regarding the 2016-2017 Unified Planning Work
Program. Receiving none, he asked for a motion to approve the document. Councilor
Smith made the motion to approve the 2016-2017 Unified Planning Work Program. Mr.
Watts seconded the motion,which passed unanimously.
VII. Report to Committee on the Upcoming TxDOT Urban Saturation Traffic Counts
Program Scheduled for Fall 2015
Mayor Barham directed the committee's attention to page 56 of the meeting packet. Mr.
Barnett stated that on June 17, MPO staff met with TxDOT Transportation Planning and
Programing (TP&P) planners from Austin at the Wichita Falls' TxDOT District Office to
learn about the upcoming Urban Saturation Traffic Counts program that TxDOT TP&P
has scheduled for this fall. TP&P provided WFMPO with access to the STARS II traffic
counter location system so that the City could input areas within the MPO that they felt
needed to have a traffic counter. Mr. Beauchamp, Traffic Superintendent, stated he
compiled a list of new locations to add to the STARS II system and a list of locations to

be removed from the system. Mr. Barnett stated traffic counts are scheduled from
September 28, 2015 to October 15, 2015. Mayor Barham asked for any comments or
questions regarding the upcoming TxDOT Urban Saturation Traffic Counts. Receiving
none,the committee moved on to the next agenda item.
VIII. Report to Committee on the Forecasted Shortfall in USDOT's Federal Highway
Trust Fund Account
Mayor Barham directed the committee's attention to page 59 of the meeting packet. Mr.
Barnett stated TxDOT's Public Information Office forwarded information to all the
MPO's about the forecasted shortfall of funds in the Highway Trust Fund account. He
stated that based on the current spending trends,the U.S. Department of Transportation
estimates that the Highway Account of the Highway Trust Fund will encounter a
shortfall before the end of fiscal year 2015 with estimated insolvency by the end of
October 2015. Mr. Barnett stated that MAP-21 ended October 31, 2014 and currently
exists through Continuing Resolutions. He stated that the DRIVE Act, Developing a
Reliable and Innovative Vision for the Economy, would eventually replace MAP-21 if
approved by Congress. Mayor Barham asked for any questions regarding the USDOT's
Federal Highway Trust Fund Account. Receiving none, the committee moved on to the
next agenda item.
IX. Other Business:
a. Discussion&Overview of Progress on Local Transportation Projects-City and
TxDOT staff(Quarterly Review)
TxDOT: Mr. Brown reported that FM 369 at McNiel was a project connected to the
city's drainage ditch project and was essentially complete. FM 369 at Fairway near
Hughes to McNiel was a section west of 369 to enclose the drainage ditch. SH 240 at
Sinclair Road drainage ditch had a pre-construction meeting and TxDOT was
waiting on utility information. IH 44 near SP 325/US 287 Wichita River was in
queue for concrete repair and overlay. FM 171 Old Friberg Road to Clay County Line
was a widening segment; however, it had been delayed by weather. FM 2650 from
FM 369 to FM 1954 was a widening project that has been let and pre-construction
would begin next month.
City: Mr. Schreiber reported that the McNiel Drainage and Southwest Parkway
Intersection Improvements stating the project was moving along well and the
contractor had a block of boxes left to install. He stated the project would be
complete after the school year starts.
b. MPO Quarterly Financial Report (2nd Quarter FY 2015 - January, February,
March)
Mr. Barnett reported on the second quarter expenses for the MPO. He stated the
MPO had spent 70.11% of its allocation for FY 2015. He asked for any comments on
the second quarter financial report. He received none.
c. Grouped TxDOT CSJ Projects Report
Ms. Lee reported on the Grouped TxDOT CSJ Projects Report. She stated two new
preventative seal coat projects have been added to the grouped list. Mayor Barham
asked for any comments or questions regarding the Grouped TxDOT CSJ Projects
Report.None was received.The committee moved on to the next agenda item.
