ORDINANCE 110.
CAn ordinance for the regulations of Public Domino

Be it ordained by the Board of Aldermen of the city
of Slichita Falls, Texas
I0�1 I. That hereafter all persons operating '
maintaining any public domino parlor within the city of iR,

- iION 3. It shall be uillawfui. to carry on the b .siness

Nichita Falls, Texas until a license as herein after provided s�all
have been granted for carrying oil such place of business. The applica-
tion for such lice.-ise shall be ix, writing b-r the owiler or manager of
such domino parlor, =tnd presented to the Board of Aldermen at any
regular meeting. The Board of Aldermen sh ;11 refer all applications
for domino parlor licenses to the police Cot;missioner, ,,rho shall
investigate the application or cause,.samo to be invewtigated to deter-
mine whether the domino parlor saught to be liceLsed complies with
the regulation, ordinance -6nd laws applicable tliereto, as hereinafter
set out. The said police commissioner shall at t ,e liext reRular
meeting of the Board of Aldermen, furnish said Board of Aldermen in
writing, or orally the information derived from such investig"atioll,
accompanied by a recolrnmendation as to whether a lice-1:Lse shou-_�_d be

granted, or refused. In the event the Police Commissioner refuses
or neglects to present his written or oral recommendation at the
next regular meeting of the Board of Aldermen as heretofore provided,
then the Board of Aldermen shall act on said a--pplication and issue
such license if they deem same advisable. The Board of Aldermen alone
shall have the power to issue said licenses. Each license gaited
herein shall expire the first day of January, each year, and ti:,'
license shall be posted in a conspicious place within the domino
parlor.
(a'ECTION A. The annual license fee shall be q-25.00. This
ordinance shall be printed in full upon each license issued aild each
license shall hY its terms, be made subject to revocation as herein
provided.

CTION 5. No license for a public domino parlor shall
be issued by the Board of Aldermen to the owner applying for such
X, ense, whose moral character and reputation is bad. Said license
shall not be tran-8ferable.
SE , '.ION 6. The license of any domino parlor shall be
forfeited or revoked by the Board of Alder.-,,en for disorderly, 'r
i .)moral conduct on the premises, or for the violation of the rules,
regulations, ordinances and laws governing; or applying to public
domino parlors, or public places. If at any time the license of a
public domino parlor shall be forfeited or revohed at least six
months shall elapse before ai,y license or privilege shall be grazited
the owner.
F SECTION 7. The owner or lessee, or manager of any
pub-iic domino parlor shall snot permit any person ui2der_ the age of
e-�-ghte�bn, ears to enter such place of business or remain there for
a-4y .length of time, without tiie consent of the parent of such minor,
:'so rie one standing in their place in stead, or oeri-IAt all,, person
under the age of eight eenyears to play dominoes in such place of
business without tie consent of parents of suci, m(;�ior, or someone

(8) Any person, persons or club, or partnership, C_o
shall violate `'any of the provisionsof this ordinance shall be deemed
juilty of a misdeDeanor, and shall upon connection thereof be fined
not less than $10.00, nor more than '200.00 for each such offense.
IVHEREAS on account of the menace to the public safety
of the city of Wichita Falls by reason of public domino parlors stay-
ing open until two and three A. E. o' clock and creating all night
loitering places and encouraging loafer and tramps to idle in and on
the public streell all night long creates an urgency and emergency
for the immediate preservation of public peace, health and safety of
the inhabitants of the city- of Wichita Falls, and for the immediate
passage of this ordinance and it is therefore accordingly so ordained
that this ordinance become effective immediately after its passage
as in the charter in such cases as made and provided.
