to veep, store or handle gasoline or other volatiles except upon
compliance by the said person, firm, association or corporation with
the following provisions of this ordinance.
t3ECTION 2. All persons storing or handling gasoline or other volatiles
or desiring to store or handle gasoline or other volatiles as provided

building, and well braced in position, and shall be provided with a
double gooseneck spar: protector, both oyoen-- ngs of which must be
covered frith a brass vrire screen of at least thirty mesh or other
approved venting device. •

least eighteen inches below the surface and any exposed portion thereof
must be thorou�_hly and properly protected. This connection pipe must

SECTIO11 5. .111 gasoline and other volatiles must be dra.vin
from the tank by mesans of a idational Board of Fire Underv;riters suction
pump or pumps , with autbr.atic chec . valve between, the pump and the
nozzle. This section applies to fillinL, stations only.
SECTION 6. Before the inst allat ion of anv tazi1:, pulp or any
filling device a permit must be obtained from the Plumbing Inspector
end a fee of One 1 1.00) Dollar shall be paid for the inspection of
each complete filling device.
SECTION 7. :-!''here gasoline or other volatiles are stored or
h -Idled the lighting shell be XI done by incandescent electric liE;is with
all electric s�+itcnes and cutoffs permanently located at least wejve
inches above the floor.
SECTION 8. The utruost care and diligence shall be ta':en when
filling and withdrawing liquid to avoid spilling. r,11 filling anC
withdrawing of liquid should be so conducted as to avoid exposure to any
flame -
SECTION 9. `1'an':s to be filled during daylight hours only,
except by special permit of the Uity Fire 11.111arshal. No fire or artifi-
cial light shall be allovred in the vicinity at:d all openings shall be
locked except when in use.
SECTION 10. No gasoline or other volatiles shall be 'Kept in
any building except when stored or handled in self closing, safety
containers.
( a) When self-closing safety containers are used for the
storing or hEixidling of gasoline or other volatiles, not more than one
gallon of gasoli ne or other volatiles s"all be kept in any building,
and the self closing cont!_iners must be made of metal and must be of
approved construction, and must be of a capacity not to e::ceed one
gallon.
SECTION 11. All barrels or tangy: viagons used in delivering
gasoline or other liquid volatiles must be equipped with an approved
hose, not to exceed twelve feet in length which shall be attached to
shut-off cock in tank wagons ; avid all gasoline or other volatile liquids

shall be discharged from taint wagons only through such hose, under
the supervision of an attendant who shall be diligent in protecting
the discharge of gasoline against hazard.
SECTION 12. There shall be Kept at all times receptacles
filled 1vith sand to be used in absorbing waste oil , in addition to
this there shall be he-ot in a convenient place a handscoop to be
used for fire extinguishing purposes only. _1',ach station shall be
equipped with two or more Pyrenes or other approved F.E.D.
SECTION 13. That there shall be �_ept on all floors of
every garage, self-closing metal cans, set firmly on four-inch legs
into which all inflammable waste material shall be deposited and
there shall be one such can for each twenty five hundred square feet
Of area or fraction thereof.
SECTIUTV 14. nny person novr conducting, maintaining or
operating, or any person desiring hereafter to conduct , maintain and
o erate a dry cleaning or dry d ein establishment %,Athin the City
of U'ichita Falls shall matte app�icagion to the City Clerk for a
permit to conduct , maintain, operate the said dry cleaning or dry
• dyeing establishment , which application shall be made in iiriting
upon blanks furnished by the .wilding inspector 's Department and shall
contain the following information:
(a) IJame and address of applicant.
(b) Location of premities.
( c) I;atu re of construction of the building, and other
purposes , if any, for ;,;hich building is used.
( d) Description and maximum qua:rtity of inflammable
-Volatiles to be stored.
and in addition thereto such other information as may be required.
SEC` TON 15. ( a) That it shall be the duty of the hoard
of alderman to appoint a bo ard• of five ..embers who live in Viichita
'Walls who shall make an inspection of all filling stations and Dry
Cleaning and Dry Dyeing establishments and '.;holesale gasoline and Uil
Distributors note operating within said city and upon recommendation
of this board a permit shall be issued by the city Clerk, revocable
only at the discretion of the board of lderaen. 'i'^_e Buildiuig in-
spector shall constitute a me_:iber of this board , the ?ire Chief shall
constitute a mer_,-ber of this board, one member of this board shall be
an operator of a !dry Cleaning and .pry Dyeing establishment , acid one
member of this board shall be an operator -of a filling station, and
one other person. Any Dry Cleaning and Dry Dyeing establishment and
Filling Station that may hereafter be est=.bli:'_-:ed or erected shall
secure a permit from the City Ulerk upon recor2nendation of the
building inspector, revocable at the discretion of the Board of :alder-
men.
(b) Vo permit shall be granted to any person to establish
a pry Cleaning and Dry D7 eir_g establishment rrithin the fire limits and
only out-side of the fire limits in a fire proof building.
( c) No perriit for a curb filling station shall be granted
to any person, firm or corporation within the fire limits of said city.
SEC.L.1 l0 Such application for a permit to maintain and
operate a dry cleaning or dry eyeing establishment shall be acecmpanied
, i h a detailed plan of the prer..ises.
S'C1'ION 17. j,o permit to maintain and operate a dry
cleaninig or dry dyeing establis1irment shall be issued for any bu_ld'ing:
(a) In which the compartment wherein the volatile infla,
: =able oil is used is situated within fifty feet of the nearest ~wall of
a.�; uiilding occupied as a school, hospital, theatre or other place
of uublic amuser=,ent or assembly.
( b) which is occupied as a tene__.ei.t house or hotel.
( c) 'iihich is of ~wooden construction.
►, d) in which the comp art,..ent Vdherein the volatile inflam-
=_�-ble o_1 used is artificially lighted by means otr_er than electricity
and all lights must be inclosed in vapor proof lamps.

( e) 'dhere drugs, cigars, cigarettes or tobacco are kept for :
sale.
( f) 41r_ere paints , varni hes or lacauers are manufactured,
stored or kept for sale.
(g) +here watches , resin, turpentine, hemp, cotton or any
explosives are stored or Y.ept. I

SECTION 18. The operation of a dry cleaninc- or dry dyeing
establishc-,.ent shall be continuously under the care and supervis ion
of a competent person. j
SLC`1' IOIT 19 . Do peI Lait to maintaiI1 and ope r- to dry cleaning
or dry- dyeing establishments shall be issued for any premises "Ghich
are not equipped with an improved storage system for storing and
han,lin�; all volatile inflammable oil and liquids stored or used in
such establishments.

SECTION 20. no system for the storage of volatile infla.=i-
enable oils shall be installed in ally building used as a dry cleaning
or dry dyeing establis,rdent , unless it be one 'for which a certificate
of approval shall be issued by the building Inspector and i'ire I.:arshnl
and shall conform to the specifications and require..ents set out in
Sections 1 to 14 inclusive. � -

SECTIOTT 21. ( a) Each room or comma rt,nent wherein a l
"washing tans_" is located and all washing machines and tumblers shall
be equipped with an approved steam fire" extinguishing syste,-, the
supply valve for v,.,hich shall be placed on the outside of the wa�hi-ng
room, with one valve so arranged that the steam can be easily turned
on,
(b) All washers , tumblers , motors and other machinery shall
be properly grounded.
( c ) All switches shall be placed on outside of call.
SECT ION 22. Each room or compartment wherein a ',iashing
tali" is located shall be properly ventilated , and shall be equipped
with fireproof doors and windows that can be easily opened fror:i the
outside.
• SECTION 23. A e t the close of each day all volatile in.L -
mable oils remaining in the ��washing tanr_s" shall be trans.-er-red
through continuous piping to-a settling; tank, and each settling tang_
be installed and equipped in the samLe manner as prescribed in this
ordinance for a storage tar _.
SECTIOIT 24. A.11 volatile inflammable oils which have been
used in the process of dry cleaning or dr-y dyeing shall be settled,
filtered or distilled in a machine or apparatus of a type approved by
the Building Inspector and Fire I:Iarshal.
SECTION 25. No person shall discharge any volatile in-
flammable oils into a public drain or sewer.
SECTION 26. Do stove, forge , torch, boiler, furnace flame
or fire and no electric switch or other appliance t:_at is likely to
produce an exposed spare, shall be installed in any rocm or compart-
ment in which volatile oils are stored or used.
SECTION 27. Each priDmi ses in which a dry cleaning or dry
dye-ing establishment is located shall be equipped ,-iith fire bucf_ets
filled with s id for use in extinguishing fire. The number of. bucr_et&
of sand to be kept for such use to be stated in the permit.
SECTIO°T 28. That any person now conducting or desirin- to
hereafter conduct a business of sponging where infl _ 1able volatiles
are used in the conduct of the said business shall first mate appli-
cation to the building Inspector's Department for a permit , which
application s.^.all be upon blank forms prepared by the nu ild ing In-
spector's Department and shall con-ain the follo-iinF infori a+ion:
(a) I:ame and address of the applicant.
(b) Location of prerai ses.
( c) Mature of construction of building.
( d) Mature of the business in which the applicant is
engaged in such building.
and in addition thereto such other information as may be prescribed
by the building Inspector; that upon investigation of the said
application the wilding Inspector andr,ire I.Iarshal shall issue a
permit to the said applicant irhich permit shall authorize the said
applicant to conduct the said business for a period of one year; that
the said applicant may renew the said permit annually thereafter by
malting a new application therefor.
SECTION 29 . The holder of a permit to maintain and operate
a dry cleaning or dry dyeing establishment shall not be required to
obtain a permit to conduct the business of sponging.
SECT I0IT 30 . Not more than trio aua-rts of %olatile inflam-
nable oil may be stored or kept in any premises covered by a permit
for sponging, and must be kept in an approved can or container.
SECTIOII 3l. it shall be unlawful for any person to conduct
sponging operations within ten feet of a fire or open flame.
SECTION 32. it shall be unlawful for any person to snohe
or to carry a lighted cigar, cigarette or pipe into any room or
compartment or shed in which volatile inflamriable oil is stored or
used.
SECT IL OJT 33. Id o person in charge of any c onapartr:ent or ro om
or shed in rjhich any gasoline or other volatile infitinmable oil is
kept , stored or used, shall permit any person to smor.e or carry a
lighted cigar, cigarette or pipe into any such room or compa_tMaent or
shed, and a notice bearing, in letters not less than four inches in
height , the words, G UI;LAVIFUL, " shall be conspicuously posted
in any such room or compartment or shed.
SECTION 34. All persons operating or conducting a filling
or oil station shall be careful to avoid fire in serving any auto-
mobile with gasoline or oils and in this connection it shall be
unlawful for any person to fill any automobile while the motor is
running or to fill any automobile carrying an open flame and no
gasoline shall be furnished to any automobile operator or , j i le such
automobile is bu rni ng any open flame light. it shall also be unlaw-
ful for the operator of any automobile of any character to have any
lighted cigar; cigarette or pipe or any other character of fire on
or about his person- while being served with gasoline at any filling
station and it shall be the duty of ally such operator to cut off his
engine or lights ��ahile his machine is being served with gasoline at
ally such filling station. it shall also- be unlawful for any person
operating a g g:gasoline tan wagon while furnishing any gasoline to any
fillinc; station to use or have about him a lighted cigar, cigarette
or pipe or any other -fire v.,hi ch may cause an ignition with the said
gasoline. 'Phis provision sha-11 apply to such operators of a L asoline
t n1-_ war-on %-.rile fu-1-n -shing supplie8 to any fil!ing station or while
operating the sae along the streets of the City of Michita H-alls.
Such operator shall at all ti-les exercise great caution and care to
avoid fire :whether arising from the operation of his machine or by
the use of matches, cigars, cigarettes or pipes or any other thing
that may cause an ignition of the said gasoline.
SECTION 35. That a special permit :lay be issued by the
building Inspector and mire ?tarshe for the temporary storing, keep-
ing, transporting, selling or user any volatile in excess of the
quantity specified in these regulations ;:here it affirmatively appears
on account of the particular trade or business or industry it is
imperative that a temporary use must be made of volatile inflam-nable
oils in order to practically conduct the said business , trade or

occupation, provided, ho. ever, that such perLiit shall be only to 1po,.•aryl
in its nature and shall not last for a longer period at any time than
thirty days and may be rescinded at any time by the said -buildin
inspector and Fire marshal.
SLCTIOi? 36. the Building Inspector ma-y issue certificates of
approval concerning the type , class or kind of article used in colinec-
tion with the handling, 'Keeping, storing or using of volatile inflan-
mable oils; that wherever the term approved is used herein the sane
shall melan the eouiprlent and bearing the Under:lriters _'.aboratories ,
incorporated , label of app-oval.
S::CT 10 37. That by the terP., "gasoline" as u-Sed herein, tl"-e

equivalent , as it shall be unla-wful to sell or use gasoline of hi�'her
gravity and greater volatility without a special permit from the Fire
Marshal.
SECTTIO14 38. That by the term "volatile infla:-.nable oil"
as used herein the sal-le shall mean any oil or liquid that will generate
an inflammable vapor at a temperature belovr 100 degrees "'ahrenheit vjherl
tested either in the open air or in the closed pyrometer of Uuiseppe
Tagliabue.
SECTION 39 . That by the term "dry cleaning" or "dry d-yeing"
is meant the act or process of washing or im: ers_rig ill volatile inflam-
mable oil or liquid a garrient , fabric, fiber, substance or article,
for t e purpose of cleaninL- or dyeing the sa,, e .
S CTIL ii 40. That by the "Spongilig" is meant the act or
process of applying volatile infla:ri:_iable oil or liquid to a gari:.ent,
fabric , fiber, or article , for the purpose of re:novin`" spots or stains
therefrom.

SECTION 45. That if for an,,,- reason any section or provision
of tais "ordinance shall be held to be inv-lid the sa--e shell not be
construed to effect any o.t1-1-e-r provision of t _e said ordinance.

an emergency for the immediate preservation of the public peace and
