Ord 648 10/26/1925 ORDINANCE NO. AN ORDINANCE PROVIDING FOR THE HOLDING OF AN ERECTION IN THE CITY OF WICHITA FALL ,TEXAS, FOR TIO PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY ?MHO ARE PROPERTY TAX PAYERS THEREIN A PROPOSI1 TION FOR THE ISSUANCE OF BONDS OF SAID CITY IN THE AMOUNT OF ONE HUNDRED THOUSAND ($100,000.00) DOLLARS FOR THE PURPOSE OF CONSTRUCTING PERMANENT STREET IMPROVEMENTS IN SAID CITY,AND LEVYING A TAX ON ALL TAXABLE PROPERTY IN SAID CITY TO PAY THE PRINCIPAL AND INTEREST OF SAID BONDS WHEREAS, the board of aldermen of the city of Wichita Falls deems it necessary and expedient to borrow money on the credit of the city in the sum of One Hundred Thousand($100,000) Dollars and to secure the payment thereof by the issuance of bonds of said city in that amount for the purpose of raising funds to pay the cost of constructing permanent street im- provements in and for said city, Now therefore, be it ordained by the Board of Aldermen of the city of Wi eh i to Falls , Texas ; Section 1: That an election be held in said city on the tenth day of November,1925, at which election the following proposition shall be submitted: Shall the board of aldermen of the city of Wichita Falls be authorized to issue the bonds of the city of Wichita Falls in the stun of One Hundred Thousand Dollars($100,000) to mature serially in from one to thirty years from the date thereof,bearing interest at the rate of four and three-quarters per centum per annum,payable semi-annually,for the purpose of providing funds for the constructing of permanent street improvements in and: for said city and to levy a tax sufficient to pay the interest on said bonds as it accrues and the principal thereof at maturity? Section 2: The said election shall be held at the city hall and in Wichita county court house in the city of Wichita Falls and shall be conducted by the following named persons : Nat L. Inge,presiding judge,city hall box, R. E. Strange, clerk, city hall box. Boyd Dooley, clerk, city hall box. Mrs.&athlean Gorsline, clerk, city hall box. Dan White ,presiding judge,court house box. F.E.Mashburn, clerk, court house box. Robert McCulloch,clerk, court house box. Walter Robbins ,clerk, court house box. Voters living east of Lamar Street and north- east of the Wichita River and southeast of the Wichita Valley railway track in said city shall vote at the city hall box; all voters living west of Lamar Street in said city shall vote at the court house box. Section 3: The said election shall be held in accordance with the general election laws and only qualified voters who are property taxpayers in said city shall be allowed to vote. # 2. Section 4: The ballots to be used at said election shall contain the proposition sub- stantially as above set forth,followed by the words" for the issuance of bonds" and "against the issuance of bondsif e Section 5: Notice of said election shall be given by the mayor by publishing a copy of this ordinance with the words "Notice of Election" prefixed thereto ten days next pre- ceding the date of said election in the Wichita Falls Record News, a newspaper published in this city. Section 6: That because of the defective condition of the public streets in the City of Wichita Falls,Texas due to not being properly graded and filled in endangers the property and health of the citizens of said city; creates an urgent necessity demanding and requiring that the provisions of the City Charter providing for the reading of ordinances on three separate days and providing that ordinance shall not go into effect until thirty days be suspended and this ordinance is passed as an emergendy measure and shall take effect and be in force from and after its passage and it is so ordained.
