Changes And Recent Flooding For The Wichita River Phase III In The
Amount Of 87,000 Of City Funds
WHEREAS, the City of Wichita Falls desires to enter into a Joint Funding
Agreement for services to conduct stage discharge changes of the Wichita River Phase
III and,
WHEREAS, U.S. Geological Survey is proposing to perform this work for an
amount of $87,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Manager is authorize to execute the attached Joint Funding
Agreement for assessment of stage discharge changes and recent flooding for the
Wichita River Phase III with the U.S. Geological Survey of the U.S. Department of the
Interior, in an estimated total amount of $87,000, with changes to form as approved by
the City Attorney.

THIS AGREEMENT is entered into as of the 1st day of February, 2010, by the U.S. GEOLOGICAL SURVEY, UNITED
STATES DEPARTMENT OF THE INTERIOR, party of the first part, and the City of Wichita Falls party of the second part.
1. The parties hereto agree that subject to the availabiliry of appropriations and in accordance with their respective authorities
there shall be maintained in cooperation assessment of stage-discharge changes and recent flooding for the Wichita
River at Wichita Falls, Texas — Phase Three, herein called the program. The USGS legai authority is 43 USC 36C; 43 USC
50, and 43 USC 50b.
2. The following amounts shall be contributed to cover all of the cost of the necessary field and analytical work directly related
to this program. 2(b) includes In Services in the amount of $0.00
(a) $60,000 by the party of the first part during the period
February 1, 2010 to September 30, 2011
(b) $87,000 by the party of the second part during the period
February 1, 2010 to September 30, 2011
(c) Additional or reduced amounts by each party during the above period or succeeding periods as may be determined by
mutual agreement and set forth in an exchange of letters between the parties.
(d) The perFormance period may be changed by mutual agreement and set forth in an exchange of letters between the
parties.
3. The costs of this program may be paid by either party in conformity with the laws and regulations respectively governing
each party.
4. The field and analytical work pertaining to this program shall be under the direction of or subject to periodic review by an
authorized representative of the party of the first part.
5. The areas to be included in the program shall be determined by mutual agreement between the parties hereto or their
authorized representatives. The methods employed in the field and office shall be those adopted by the party of the first part to
insure the required standards of accuracy subject to modification by mutual agreement.
6. During the course of this program, all field and analytical work of either party pertaining to this program shall be open to the
inspection of the other party, and if the work is not being carried on in a mutually satisfactory manner, either party may
terminate this agreement upon 60 days written notice to the other party.
7. The original records resulting from this program will be deposited in the office of origin of those records. Upon request,
copies of the original records will be provided to the office of the other party.
8. The maps, records or reports resulting from this program shall be made available to the public as promptly as possible. The
maps, records or reports normally will be published by the party of the first part. However, the party of the second part
reserves the right to publish the results of this program and, if already published by the party of the first part shall, upon
request; be fumished by the party of the first part; at cost, impressions suitable for purposes of reproduction similar to that for
which the original copy was prepared. The maps, records or reports published by either party shall contain a statement of the
cooperative relations between the parties.
9. USGS will issue billings utilizing Department of the Interior Bill for Collection (form DI-1040). Billing documents are to be
rendered guarterlv. Payments of bills are due within 60 days after the billing date. If not paid by the due date, interest will be
charged at the current Treasury rate for each 30 day period, or portion thereof, that the payment is delayed beyond the due

� Assessment of Stage-Discharge Changes and Recent Flooding for the Wichita River at
Wichita Falls, Texas - Phase Three
Project Proposal
INTRODUCTION
Significant flooding occur�ed on the Wichita River between Jmie 28 and July 5, 2007, ini,uidating
167 homes in Wichita Falls, TX and reached a record stage on June 30. Oii August 19, 2008,
flood stages above 20 feet were recorded again in Wichita Falls. U.S. Geological Suivey (USGS)
data (USGS, 2008) indicate that changes in the flood chaiuiel of the Wichita River may have
contributed to the severity of the 2007 and 2008 floods. The USGS has operated stream gages on
the Wichita River (station 07312500) at Wicluta Falls since 1938 and {station 07312700) near
Charlie since 1968 (figure 1) and on Beaver Creek {station 07312200) near Electra since 1960.
Stream gages were installed on the Holliday Creek tributaiy ai�d ot1 the n�ain stem of the Wichita
River at FM 368 in 2009 to assist in making flood related decisions.

' . In cooperation �vith the City of Wicluta Falls, the U.S. Geological Survey began a study in 2008
to assess changes in the Wicl�ita River basin and their potential impact on flooding. The i•esults
of phase one and ri�vo of this study indicate that some encroachments into the main channel and
increases in riparian vegetation on the bauks of the main channel and vegetation on the
overbanks have occurred which have resulted in a loss of hydraulic conveyance in the channel.
The impact of the channel improvements in Holliday Creek from the Holliday Creek Drainage
Improvement Project in 1989 were not studied in Phase 1 or 2 of the study. The reach of the
Wichita River upsh•eain from Loop 11 ��here many of the structttres were flaoded also �vas uot
. studied 'ui Phase 1 or 2.
PROBLEM
An assessment of the effects of mitigation strategies from approximately 3.5 mi upstream of
Loop 11 to l. l nu downstream of the confluence with Holliday Creek on the resulting water
surface elevation in the Wichita River is needed to assist Wichita Falls officials in identifying
potential improvement plans. An assessment of the effect of Holliday Creek on flo��s in the
. Wichita River, if any is also needed.
OBJECTIVES AND SCOPE
The objectives of phase 3 of the study are (1) to assess changes in water surface levels as a result
of removal of cl�annel obstructions and vegetation fiom portions of the Wicluta River and (2) to
assess the impacts of Holliday Creek on flows of the Wichita River. The findings of the phases
1-3 of the study will be documented in a U.S. Geological Survey Scientific Iilvestigations
. Report.
The reach of the Wichita River that �vill be studied in this phase is from 3.5 nu upsh•eam of
Loop 11 near tlie railroad biidge to 1.1 mi. do�vnstream of the confluence of the Wicliita River
and Holliday Creek and upstream from the confluence to the streamflow gage station on
Holliday Creek (07312610) near the Wichita Falls Counhy Club.
APPROACH
The proposed study ��ill be accomplished in one phase (phase 3) with four tasks:
Taskl. Obtaining channel cross sections fiom existing LiDAR data. Approximately ten
cross sections ��vill be exri�acted from LiDAR data between Loop 11 and
approxunately 3.5 mi upstream of Loop 1 l. This reach includes the Tanglewood
subdivision �vhich had extensive flooding during the 2007 flood. Five cross
sections �vill be extracted from LiDAR in the one mile reach inunediately
. upstream of River Road to better define the chatuiel characteristics of this section
of the reach which i�vas surveyed in Pliase 2. Ten cross sections �vill be extracted
from River Road to 1.1 mi downsri•eam of the confluence of Holliday Creek and
River Road. Ten cross sections will be extracted froni the confluence of Wichita
River and Holliday Creek upstream to the USGS gaging station on Holliday
Creek. Four cross sections will be extracted beriveen a�oint upstream of the

� �vaste�vater treatmeut plant on tlie main stem of the Wichita River south�vest to
Holliday Creek upstream of the confluence of Holliday Creek and the Wicliita
River. These four cross sections will define a swale along a historic chaiuiel bed
that if used would eliniinate a section of the Wichita River or allow for some
relief of flood flows. A field recoimaissance «�ill be made to select roughness
coefficients (Manning's "n") for each of the study reaclies.
Task 2. A hydraulic model �vill be developed from existing cliannel suivey data, ne�v
channel cross section data eatracted from LiDAR, strean�gage data, and �
observations of hydraulic characteristics. The model will be used to evaluate the
existing conditions and ��vill be tested with available lugh �vater marks and other
�vater level data. The additional suiveyed cross-sections obtained in Task 1 will
be used including cross-section data upstream of Loop 11, data downstream of
River Road ta 1.1 nules downstreain of the Wichita River confluence with
Holliday Creek, and fi•om the gage location on Holliday Creek to 1.1 miles
do�;�nstream of the Wichita River confluence with Holliday Creek
Task 3. Selected modeluig scenarios �vill 6e run to assess the mitigation strategies that the
Wichita Falls officials might identify to improve the hydraulic cai7ying capacity
of the Wichita River and compared to the existing conditions. Modeling scenarios
would include:
a) Removal of channel obshlictions at Scott Street.
b) Removal of chaiinel obstructions at Martin Luther King Jr. Blvd,.
c) Removal of channel obstructions at Scott Street and Martui Luther King Jr.
Blvd.
d) Changes in Manning's "n" values as a result of vegetation nianagement.
e) Re�noval of channel obstructions at Scott Street and Mar�tin Lutlier King Jr.
Blvd. and changes in Manniiig's "n" values as a result of vegetation
management.
fl Modification of the Wichita River main channel to use the historic chaiinel
shortcut fi•om upstream of tlie waste�vater treatment plant south�vest to
Holliday Creek.
g) Holliday Creek from the Wicluta River confluence to the Holliday Creek gage
(with and �vithout bacic�vater fioni Wichita River).
Task 4. A U.S. Geological Suivey Scientific I�ivestigation Report will be written
documenting the data collected and tl�e results of this study.
DELIVERABLES
A summary of all data used in the assessment will be provided to the City of Wichita Falls. An
assessment of the relative impacts of various factors (floodplain encroachment, density of
overbank vegetation, back�vater�from hydraulic structures, debris, or bacicwater fi•om Holliday
Creek) on the stage-discharge relations fi•om Phases 1 to 3 will be published in a U.S. Geological
Survey Scientific I�ivestigations Report.
