WHEREAS heretofore on the 22nd day of March,
19269 the Board of Aldermen of the City of Wichita Falls, Texas, passed
a certain ordinance entitled "ORDINANCE LEVYING ASSESSMENT FOR A PART
OF THE COST OF IMPROVING A PORTION OF AVENUE N IN THE CITY OF WICHITA
FALLS, TEXAS, FIXING A CHARGE AND LIEN AGAINST ABUTTING PROPERTY AND
THE OWNERS THEREOF, PROVIDING ii'OR. THE COLLECTION OF SUCH ASSESSMENTS

GENCY," and. known as Ordinance No. 727 whereby they assessed a portion
of the cost of paving andotherwise improving Avenue "N" from its inter-
section with the east property line of Wenonah Avenue to its intersec-
tion with the east curb line of Garfield Street, against the property
abutting said portion of said aveme and against the owners thereofs and

WHEREAS said property was described in said
Ordinance as being located in Blocks 8 & 13 1Westmoreland Park Addition
and Blocks 5�A and 57A, Highland Ad&itidp to the Uity of Wichita Falls,
Wichita County, Texas, and
WHEREAS for the convenience of the owners of
said property and at the request of said owners$ there being no change
in the ownership of said property since the (late of said ordinance Nol

The fact
that the improvements herein mentioned are being
delayed pending
the taking effect of this ordinance, and that the
condition of said portion of street endangers the
public health
and
safety, constitutes and creates an urgent public
necessity
requiring
that the rules
providing that ordinances be read
at more than
one
meeting and for
more than one time be suspended,
and requiring
that
this ordinance
be passed and take effect as an emergency measure,
and
such rules are
accordingly suspended and this ordinance
is
passed as
an emergency measure, and shall be in force and
in effeet
immediately
from and after
i;ts passage.
