AN ORDINANCE PROVIDING FOR THE HOLDING OF AN ELECTION IN THE CITY OF 'WICHITA FALLS, TEXAS, FOR THE PURPOSE 01 SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY WHO ARE PROPERTY TAX PAYERS THEREIN, A PROPOSITION FOR THE ISSUANCE OF BONDS OF SAID CITY IN THE AMOUNT OF $150,000.009 FOR THE PUR-OSE OF CONSTRUCTING PERMANENT STREET IMPROYMENTS IN SAID CITY AND LEVYING A TAX ON ALL TAXABLE PROPERTY IN SAID CITY TO PAY THE PRINCIPAL AND INTEREST OF SAID BONDS, AND DECLARING AN EMERGENCY • WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, deem it necessary and expedient to borrow money on the credit of the City in the sura of 0150,000.00, and secure the payment thereof by the issuance of bonds of said city in that amount for the purpose of raising funds to pay the cost of con- structing permanent street improvements in and for said city* Noir therefore, BE IT ORDAINED BY THE BOARD OF ALDEPMEN OF TUB CITY OF WICHITA FALLS, TEXAS: Sect101.1 ion 1: That an election be held in said city on the qday of June, A. i), 1926, at which election the following proposition shall be submitted: Shall the Board of Aldermen of the city of Wichita Falls, be authorized to issue bonds of the city of 'Wichita Malls in the sum of X1500000.00, to mature serially in from one to forty years from the date thereof, bearing interest at the rate of four and three-fourths per centum per annum, payable semi-annually, for the purpose of providing funds for the construction of perma- nent street improvements in and for said city and to levy a tag sufficient to pay the interest on said bonds as it accrues, and the principal thereof at maturity. Section 2: The said election shall be held at the City Hall and in the 'Sichita County court House in the city of Wichita valls, 'Texas, and shall be conducted by the following -2 - named persons: J. N. Protho, Presiding Judge, court douse Box; J. N. Bland, I J. Me Williams, Clerks. We 5. .Abbott � F. Be Mashburn, Presiding Judge City Hall Box; Lou Jenne; 1 P. H. Leath; I Clerks, Hobert McCullough l Voters living mast of Lamar Street and northeast of Wichita River and Southeast of the Wichita Valley Rail'uay Tract in said city shall vote at the City Hall Box. All voters living West of Lamar Street in said city shall vote at the Court House Box. Section 3: The said election shall be held in accordance with the general election laws and only qualified voters who are property tax payers in said city shall be allowed to vote. Section 4: The ballots to be used at said election shall contain the proposition substantially as above set forth followed by the words "for the issuance of bonds" and "against the issziaance of bonds." Section 6: Notice of said election shall be given for at least thirty days by the Mayor, by publication in the Wichita Falls Record News, a newspaper of general circulation in Wichita County, Texas, published in the City of Wichita Falls, and stiah notice shall be made by publishing a copy of this ordinance with the words "Notice of Election" prefixed thereto, once a week for three consecutive weeks in said newspaper, and the first publica- tion to be made at least thirty days preceding such election* Sedtion 6: That because of the defective condition of the public streets in the City of Wichita Falls, Texas, due to not being properly graded and filled in, endangers the property and health of the citizens of said city, creates an urgent 0 -3- necessity demanding and requiring that the provisions of the city charter providing for the reading of ordinances on three separate days and providing that ordinances shall not go into effect until thirty days, be suspended and this ordinance is passed as an emergency measure and shall take effect and be in force from and after its passage and it is so ordained* s PASSED AND APPROVED, this the .3rd day of May, A.
