Ord 042-2000 5/2/2000L ORDINANCE NO. 4a-a000 ORDINANCE AUTHORIZING AN ADJUSTMENT TO THE WATER AND SEWER BILL FOR SERVICE TO INTERSTATE APARTMENT ENTERPRISES, LC DBA HUNTERS CROSSING APARTMENTS LOCATED AT 3001 KEMP BOULEVARD; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, it is found that an adjustment to the March 2000 and April 2000 water and sewer bill is warranted for service to Interstate Apartment Enterprises, LC, dba Hunters Crossing Apartments located at 3001 Kemp Boulevard. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The City Manager is hereby authorized to adjust the water and sewer bill for service to Interstate Apartment Enterprises, LC dba Hunters Crossing Apartments located at 3001 Kemp Boulevard by crediting the account $2,075.36 for sewer. SECTION 2. It is hereby officially found and determined that the meeting at which this ordinance was passed was open to the public as required by law. ATTEST: � �'v k I (J- ) � � 0 ""/- City Clerk MAYO i V ADMINISTRATION INTER - OFFICE MEMORANDUM TO: Jim Berzina DATE: April 28, 2000 City Manager FROM: Robert Powers, Assistant City Manager RE: Hunters Crossing Apartments - Request For Water Bill Adjustment At the April 18, 2000 regular City Council meeting, representatives from Hunters Crossing Apartments addressed the City Council requesting consideration of an adjustment to their water bill due to unusually high meter readings. Staff was contacted by Hunters Crossing in late March to look into the validity of the March meter reading. On April 4`h, the meter was tested at both high and low volumes and it was functioning correctly, measuring 100% for both high and low volumes. In the past, we have recommended that adjustments only be made to the water bill if we could document evidence to indicate that either the meter was not functioning properly or our actions contributed to the water leak. If the water passed through the meter, then the customer is held responsible. We do make payment arrangements to assist the customer. We have recommended adjustments to the sewer charges if we could document evidence to indicate that the water, although passing through the meter, did not return to the sanitary sewer system. At this point, we do not have evidence to recommend an adjustment to either the water or sewer charge. According to staff, below is a chronology of events relating to the issue raised by Hunters Crossing Apartments. Feb 1 - City Crews repaired an outlet union extending out from meter. Meter readings was 23572. Feb15 - Regular meter reading cycle day. Read 23710 (This equates to 138 units between Febl and Feb15 and is in line with their consumption history for a full month, maybe even less.) Mar20 - Next regular meter reading cycle day. Read 25536 or 1826 units since Feb15 this is approximately 4 -5 times normal, but it occurred during the period of Feb15-Mar20 which is two weeks after our work at the meter. Mar31 - Customer requests re -read. Read 25974 or 438 units since Mar20, still 3 -4 times normal, but somewhat slowing down. G Apr 3/4 - Meter is tested. Tests 100% accurate for both high /low volumes. Apr 11 - New meter reads 67 units (approximately 8 -9 days). This is back to normal.
