Glenn Barham - Mayor DeAndra Chenault - Councilors Michael Smith - Tim Ingle - Stephen Santellana - Tom Quintero - Absent Brian Hooker - Absent Darron Leiker - City Manager Julia Vasquez - First Assistant City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Deacon Larry Bills, Our Lady Queen of Peace, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Employee of the Month – Andrew Brown, Parks & Recreation 8:31:08 AM Jack Murphy recognized Andrew Brown, Parks & Recreation, as the Employee of the Month. Mayor Barham presented a plaque, a letter of appreciation, restaurant tickets, and a check to Mr. Brown and thanked him for his service. - - - - - - - - CITY COUNCIL MINUTES October 6, 2015 Page 2 Item 3b – Proclamation – National 4H Week, Wichita County 4H 8:35:32 AM Mayor Barham read a proclamation establishing October 4-10, 2015 as National 4H Week in Wichita Falls and encouraged citizens to support this organization as a member, club leader, or volunteer. The representatives from 4-H thanked the mayor and the citizens for their support of the program. - - - - - - - - Item 4 - Comments from the Public to Members of the City Council Concerning Ite ms That Are Not on the City Council Agenda. 8:38:43 AM Bob Hampton, #10 Plateau, bragged on the Wichita Falls Convention and Business Bureau. He said the staff helped him put together a recent conference and their actions played a big part in the success of the convention. J. Rupert Rodriguez, 3502 Marigold, thanked the city employees for cleaning up some of the problems along the channel between Kemp and Maplewood. He said he would like to see some of the embedded trash removed and the channel deepened. - - - - - - - Item 5 - Consent Items 8:43:23 AM City Manager Darron Leiker gave a briefing on the item listed under the Consent Agenda. Nays: None - - - - - - - - Item 10a – Staff Reports There were no staff reports. - - - - - - - - Item 10b – Items of Concern to Members of the City Council 9:25:35 AM Members of the City Council presented the following matters: Councilor Chenault said a sign needs to be replaced at the intersection of Scott by The Branding Iron. She also said there is no sign leading to Lakeview Cemetery. Councilor Ingle thanked Chief Borrego, noting that there was no noise this weekend from a complaint that had been submitted earlier. He discussed possible changes to the noise ordinance CITY COUNCIL MINUTES October 6, 2015 Page 6 regarding the bass noise. Chief Borrego said the department did check on the location and the complaints would be addressed as they come in. If necessary, the ordinance can be reviewed. Councilor Santellana added his praise to the police department for the planning and coordination for the recent funeral of a police officer. Mayor Barham reported that Jim Dockery’s father passed away over the weekend.
