AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, GRANTING A WAIVER FROM THE WATER
RATIONING RESTRICTIONS PREVIOUSLY ENACTED BY THE CITY
COUNCIL FROM PASSAGE HEREOF TO MIDWESTERN STATE
UNIVERSITY; PROVIDING AN EFFECTIVE DATE; AND FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, Midwestern State University (MSU) has requested a waiver from the
City's water rationing restrictions in order to irrigate Dallas Cowboys practice fields to be
utilized during the 2000 Dallas Cowboys Training Camp, and also to irrigate other areas
specified herein; and,
WHEREAS, the City Council deems such waiver to be in the public interest,
conditioned upon MSU reducing its total water consumption elsewhere on campus.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS:
SECTION 1. That MSU is hereby granted a waiver from the water rationing
restrictions previously adopted by the City Council from the passage hereof for the
following locations on campus: the practice fields used by the Dallas Cowboys, the new
field in the Business Annex area, the Gates of Hercules area off of Taft, the J.S.
Bridwell Hall area, one soccer field, and two South Campus fields.
SECTION 2. That in consideration of the City Council the City of Wichita Falls
granting this waiver, MSU agrees to reduce its consumption of water at all other
university facilities, and shall comply with all other provisions of the City of Wichita Falls
water rationing provisions not inconsistent with this waiver.
SECTION 3. That the fact that it is necessary to provide a safety practice and
playing environment for the Dallas Cowboys and staff during the 2000 training camp so
as to reduce the potential for personal injuries requires that this ordinance shall go into
effect immediately upon passage, and it is so ordained.
SECTION 4. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
