SECTION 7: The fact that a large amount of sewer
charges are now due the City of olichita calls, Texas, which

should be collected as soon as possible, and because of the
necessity that the sanitary sewer system be iiamediately
transferred to the "ester Department of the City of Wichita
Falls, creates an emergency recquiring the suspension of the
rule requiring the reading of this ordinance on three
separate days, and such rule is hereby suspended and this
ordinance shall be in full force and effect from and after
its passage and approval
