BE IT ORDAINED BY THE BOARD OF ALDER:,TE_d OF THE CITY OF

SECTIO"; l: That as soon as possible after the passa-;e
of this ordinance, the board of man.F--gens of the '"ric'_aitati General
Hospital as now constituted and appointed jointl;� by the
Board of Aldermen of the City of '7icnits. Falls, lexa,s, and the
Commissioner's Court of 77ichita County, Texas, make and submit
to the Board of kidermen for the fiscal year 1928-1929, a. budget
estimate of t1te expenditures and revenues of said hoscital, and
that annually thereafter, not later than one month before the
end -in of each fiscal year, the said Board of a.Ta.na.gers shall
prepare and submit to the Board_ of Aldermen a budget estimate
of the expenditures and revenues of said hospital for the ensuing
year. This estimate shall be compiled from detailed infor lati on
taken from the books and records of said Hos-oital and shall contain
a detailed estimate of the expenses of conducting said Hos-pital,
and such other infonrPation as may be required by the Board of
Aldermen.
SECTION 2: Upon receipt of the budget estimate, the board
of aldermen shall prepare an a;c oropriation ordinance usin=; said
estimate as a, basis and shall aopropriate fro.1 the funds availeble
for that purpose one-half of the costs of conducting said hospital
.Lor the ensuinU year, which said sun shall be �)adcove7 to said_
Board of=`'ana.,gers and. be disbursed under the direction of said
Board in accordance with saa_d_ budget and ao-propriati on ordinance.
SE0TIO1- 3: Said Board_ of 1!anc_gers shall designate the per-
son or persons to be cherged with the duty of disbursing said
funds and shall require of such iDerson or persons sufficient bond
or bonds for the protection of the City.
SECTION 4: TLdonthly reports shall be made to the Board of
Alderrlen showing all receipts and disbursements of the Board of
!vlana.gers, and. the condition of the finances of said Hospital, and.
such ot'_ier information as shall be required by the Boerd of Al-
dermen.
SECTICIi 5: The books and accounts of the Board of Tlana:.gers
shall be audited annually,and at such other tures as the Board of
Aldermen may call for such audits.
SECTIOiu b: The fact that annual budgets have not hereto-
fore been required of the Board. of ?:Tanagers of said Hospital, and
the fact that the annual a-ppropriation should be 'r12de with a s
little delay as possible, creates an emer`ency requiring the sus-
pension of the rule that this ordinance be read o --,-i three sel)arate
days, and such rule is hereby suspended, and this ordinance shall
take effect from and after its oassage and approval.
