AN ORDINANCE REPEALING THE ORDINANCE PASSED BY THE
BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS ON AUGUST 18T,
1927, WITH REGARD TO THE IbTROVEIvi'EVT OF A PORTION OF T►q'ENTY-
FIRST STREET FROM THE WEST PROPERTY LINE OF BLUFF STREET TO THE
EAST PROPERTY LINE OF BURNETT STREET, IN SAID CITY, RE11OVING
THE CLOUD CAST BY SAID ORDINANCE AGAINST PROPERTY ABUTTING
UPON SAID STREET AND DECL[aRING AN MTERGENCY.
BE IT, AIM IT IS HEREBY ORDAINED BY THE BOARD OF
�ALDERRIIlV OF THE CITY OF WICHITA FALLS, THAT:
WHEREAS, the city of 'ujichita Falis has heretofore
determined by their certain paving assessment ordinance i4o.
927 passed on august ist, 1927, tnat the real property abutting
on Twenty rirst Street, from the siest Property Line of Bluff
Street to the East ,property Line of Burnett Street, should be
paved in accordance with the contract entered into between said
I city and L. E. vdhitham & Company, the successful bidders for
the construction of such improvements in accordance with the
law and charter provisions of said city applicable thereto and
in accordance with the s.peeifieations prepared by the City
Engineer, and
WHEREAS, since the passing of said Assessment urdinance
and the fixing of the lien against the property shown on the
Assessment Sheet made a part thereof, it has been aetermined that
the present is an inopportune time for the pavement and improve-
ment of said street in accordance with said plans prepared there-
for, and that it is advisable to repeal and set aside the above
numbered ordinance creating a lien against said property and to
declare said property abutting upon said street as described in
and by said ordinance to be free and clear of all clouds cast or
that may be cast by the effect and operation of said numbered
Ordinance and that the effect of said ordinance shall be removed
\and repealed as against said property and against the respective
owners 'whereof .
THEREFORE
``'The said Ordinance Ado. 927 is and shall
hereby be expressly repealed and set aside with regard to all
property a -butting upon that portion oft�xicxxixx$��C��x

Street to the Last Property line of Burnett Street, in said
pity, and the Assessment levy made against each of the owners of
said property as above described by said ordinance and assessment
sheet and against said property shall be expressly set aside and
held for naught, said ordinance being hereby repealed in all of
its terms and provisions and any cloud, lien, or assessment cast
or purported to be cast or fixed against said property and charge
against said owners shall and is hereby expressly removed and
vacated and held to be of no force and effect against said
respective properties by reason of said Ordinance ido. 927.

Street to the Last Property line of Burnett Street, in said
pity, and the Assessment levy made against each of the owners of
said property as above described by said ordinance and assessment

its terms and provisions and any cloud, lien, or assessment cast
or purported to be cast or fixed against said property and charge
against said owners shall and is hereby expressly removed and
vacated and held to be of no force and effect against said
respective properties by reason of said Ordinance ido. 927.
The fact that said purported cloud or the effect of
said ordinance may hinder or delay the sale of said properties
constitutes and creates an urgent public necessity requiring
that the rules providing that ordinances be read at more than
one meeting and for more than one time be suspended and such
rules are accordingly suspended and this ordinance is passed
as an emergency measure and shall be in force and effect im-
mediately from and after its passage.
