AN ORDINANCE PROVIDING FOR AND RELATING '10 'ME ADl1°INIS-
rTRATIVE AFFAIRS AND TRANSACTIONS OF BUSINESS IN THE VARIOUS
DEPARTMENTS OF THE i, -MUNICIPAL GOVI;R=T, TO BE KNUVM AS THE
"ADITINISTRATIVE CODE".
BE IT ORDAINED BY THE BOARD OF ALDERMN OF THE CITY OF
WICHITA FALLS, TEXAS:
SECTIOIJ 1: That an administrative code is hereby adopted
in accordance with Section 60 of the City Charter of the City of
Wichita malls, to read as follows:

ARTICLE 1,
AD.INISTRATIVE ORGANIZATION
SECTION 1: The following administrative departments are hereby
created and shall be responsible to the Uity i;Ianager unless

SECTION 2: All of the administrative work of the city govern-
ment shall be under the control of the City 12ana,ger, excepting
such functions as are by the City charter and appropriate ordi-
naaces in accordance therewith, assigned otherwise.

SECTION 1: CITY M&NAGER--DUTIES OF CITY 1WITAGER---
The duties of the City I;Tanager shall be those prescribed by the
Charter of the City of �,'Jichita Falls.
SECTION 2: BOIT;D OF CITY 17ANAGER - The Board of Ald-ermen
shall rejuire the City .Manager, before entering upon the duties of
his office, to execute a good and sufficient Surety Company bond
in such amount as may be set by said,oard of Aldermen, payable
to the City of Wichita Falls, conditioned for the faithful per-
formance of the duties of his oi'fice, the premium of such bond
to be paid by the City.
SECTION 3: ACTING CITY MANAGER - In case of the absence
or disability of the City Manager, the Board of Aldermen may des-
ignate some qualified person to perform the duties of the office,
and the person so designated shall have authority, and it shall be
his duty to perform the duties of the City J:ianager during such
absence or disability of the City manager, and such acting City
manager shall be removable peremptorily at the will of the Board
of Aldermen.
SECTION 4: RULES AND REGULATIONS -- The City 111"ager
may prescribe such general rules rt.nd regulations a.s he may deem
necessary or expedient for the general conduct of the Administra-
tive Department. The director of each department shall in like
manner prescribe such rules and regulations as he may deem neces-
sary and expedient for the proper conduct of his department, not
inconsistent with the general rules and regulations prescribed
by the City manager.
SECTION 5: TRANSFERS - In order to expedite the work of
any department or to adequately administer an increase in the
duties which may devolve on any department; or to cope with period-
ical or seasonable changes, the City manager is hereby empowered to
transfer employees temporarily from one department to perform
similar duties in another department. Likewise, each depa.rtment
head shall have power to transfer employees from one bureau or
division to another within his department.
SECTION 6: The City 1;4anager may direct any department
or bureau to perform work for any other department or bureau.
SECTION 7: ASSIGNMENT OF OFFICE SPACE -- All space in
buildings which belong to the City, shall be assigned by the City
manager to the use and occupancy of the various departments and
offices of the City, and he is hereby authorized to rent such
space as is not needed by the City, to other persons, firms or
corporations.
ARTICLE 3.
DEPARTI:?ENT OF THE CITY CLERK (ACCOUNTING )
SECTION 1: QUALIFICATIONS AND DUTIES - QUALIFICATIONS.
The City Clerk shall be an experienced office executive who has
had not less than five (5) years actual experience in bookkeeping,
auditing and accounting work.
DUTIES. (a) The duties of the City Clerk shall be those pre-
scribed by the Charter of the City of Wichita Falls as especially
set forth in Sections 14, 36, 66, 75, 106, 107 and all other por-
tions thereof, and such other duties as may be prescribed by the
Board of Aldermen. He shall, from and alter the passage of this
ordinance and until a City Auditor or C roller is appointed,
perform the duties ordinarily required of such office and shall
be authorized to audit the records of any or all Departments or
Divisions of the City at his discretion, and his reports shall
be made to the City Manager or Board of Aldermen, or both.
(b) He shall keep separate and accurate accounts and
records showing the result of operation of each and every public
utility owned and operated by the City. He shall keep books and
records showing the result of operation of all Departments and
Divisions of the City and shall furnish reports and statistics
required by the City 1,janager in preparation of the annual budget.
(c) Pending the appointment of a. Director of Finance,
he shall furnish the. City manager with an annual statement setting
forth the probable revenues accruing to the City in detail for use
in preparing the annual budget and shall perform such other fiscal
duties as are required by the City manager or Board of Alclermen.
(d) He shall keep accurate accounts of the Bond Interest
and Sinking Funds and shall calculate and advise the City Tilanager
of the necessary amounts of money to be raised annually to cover
the annual interest and principal payments or accruals on the
various bonds outstanding and other obligations of the City.
(e) He shall collect or cause to be collected and de-
posited in the City Treasury all miscellaneous revenue accruing
to the City where said collection is not otherwise provided for
by charter or ordinance. He shall keep an accurate record of all
cash receipts deposited in the Treasury and disbursements by war-
rants paid by the Treasury which records shall be balanced at the
end of each month with the bank statements furnished by the City
Depository.
(f) He shall prepare the regular form deeds to be signed
by the mayor conveying cemetery lots to the proper purchasers and
shall keep an accurate record of all lots owned and unsDld with
the approved selling price of each.
(g) lie shall keep on file, properly indexed for ready
reference, all Ordinance Records, Ii;Iinute Records, Contracts,
Leases and Agreements.
SECTION 2: SALARY AND BOND OF CITY CLERK - The salary of
the City Clerk shall be fixed by the Board of Aldermen and he shall,
before entering upon the duties of Yiis ofiee execute a good and
sufficient Surety/Company bond in such amount as may be set by the
Board of Aldermen payable to the City of `'fichita. Falls and con-
ditioned for the faithful performance of the duties of his office.
The premium of such bond to be paid by the City.
SECTIO -IT 3: ACTING CITY CLERK - In case of the absence
or disability of the City Clerk the Board of Aldermen shall desig-
nate some qualified person to perform the duties of the office,
and the person so designated shall have authority, and it shall
be his duty to perform the duties of the City Clerk during such
absence or disability of the City Clerk, and such acting City Clerk
shall be removable peremptorily at the will of the Board of Aldermen.
SECT ION 4: PERSONNEL - �'2he City C 1 erk is hereby author-
ized to employ one Accountant and Bookkeeper, one Cashier and
Voucher Clerk, and one Stenographer and such other employees as
the Board of sildermen shall from time to time authorize.
ARTICLE 4 -
CITY.
CITY TREASURER
SECTION 1: The City Treasurer shall be appointed by tine
City jilrarager and shall perform such duties as are prescribed by
the Charter and Ordinances of the City of Vjichita Falls and the
laws of the State of Texas and such other duties as may be pre-
scribed by the City Manager.
SECTION 2: SALARY AND BOND - The salary of the City
Treasurer shall be fixed by the City I.naneger and he shall, before
entering upon his duties, execute a good and sufficient bon& in
such amount as may be set by the Board of Aldermen payable to the
City of urichita malls and conditioned for the faithful performance
of the duties of his office. Said bond to be in all respects ap-
proved by the Board of Aldermen, City jjanager, and City Attorney.
ARTICLE 5.
DEPART'ILIENT OF LAIV .
SECTION 1: ORGANIZATION - The Department of Law shall
cons:L t of the City Attorney and such assistant City Attorneys and
other subordinates appointed by him as shall be authorized by the
Board of Aldermen.
SECTION 2: DUTIES OF THE LAW DEPARTJ�MNT - Duties of the
Law Department shall be those prescribed by the Charter and such
other duties as have heretofore been fixed by ordinances, and as
shall hereafter be required by the Board of Aldermen. He shall
file or cause to be tiled all suits for taxes at the direction
of the City Lianager.
ARTICLE 6.
DEPARTMENT OF El'NGINEERIN+G.
SECTION 1: ORGANIZAt ION - The Department of L+'ngineering
shall consist of the City Engineer, appointed by the City jjjanager,
and such other officers, clerks and employees as may be prescribed--
from
rescribedfrom time to time by the City I,)ianager.
SECTION 2: CITY ENGINEER - (,UALIFICAT IONS - DUTIES -
The Director of this Department shall be a Civil r;ngineer, pro-
ficient in his profession and with five yearst practical experience.
lie shall hold office at the pleasure of the appointing power. He
shall be custodian of and responsible for all maps, plans, profiles,
field notes and other records and memoranda belonging to the City
pertaining to his office and the work thereof, all of which he
shall keep in proper order and condition, with full indexes thereof,
and shall turn the same over to his successor, who shall give him
duplicate receipts therefor, one of which he shall file with the
City Clerk. All maps, plans, profiles, field notes, estimates and
other memoranda, of professional work done by him or under his dir-
ection or control, during his term of office shall be the property
of the City.
SECTION 3: (a) FURTHER POWERS AND DUTIES Or CITY
ENGINEER - The city yngineer shall be ex officio Superintendent of
Streets, cxarbage Removal and Public 'jvorks. lie shall have charge of
the planning, opening, construction, paving, maintenance and repair
of all streets, boulevards, alleys, sidewalks and public ways. ne
shall have supervision over the sewers and sewer system. he shall
have charge of the construction, maintenance, repair of all public
buildings belonging to or used by the City, and the enforcement of
all rules and regulations pertaining thereto; of the inspection of
all electrical wires for furnishing heat, light or power, and of
the wiring of all buildings hereafter in the City; and of the in-
spection of all buildings and the issuance of permits for building
operations in accordance with the rules and regulations which may
be prescribed by ordinances of the City. tie shall have the admin-
istrative control and operation of the electric Street lighting
system of the Oity. tie shall have charge of the inspection fo all
plumbing within the city and shall enforce all rules and ordinances
of the City respecting the same. He shall have charge of the ex-
ecution of the contracts of the City with regard to the removal and
disposal of the City s garbage. He shall also perform such other
duties relating to his Department as may be required of him by the
City lianager or by City Ordinaa.ces.
kb) .it shall be the duty of the ;;ity Lin6ineer, subject
to the approval of the city l!lanager, to furnish to any other Le-
partment of the city such services, labor and materials as may be
re•Iuisitioned by the head of such .uepartment. 1he expense of such
service, labor and materials shall be charged by the iiepartment so
furnished at actual cost.
sLCTIOiu 4: INSPEC`T'ORS - The Electrical Inspector, Build-
ing Inspector, Plumbing Inspector and Sewer Inspector, shall be
directly responsible to the City Engineer and shall be members of
the inspection division of the Department of Engineering.
ARTICLE 7 .
DEI`AR` 1'I;NT OF IIEALTFi !-.11D SANITATION
SECTION l: ORG11NI3ATION - `she Director of the Depart-
ment of Health and Sanitation shall be either a duly jua.lified.
and licensed physician under the laws of the State of Texas, or
a trained expert in public health service, and shall be appointed
by the City T:Tanager. Such director shall devote his entire time
to the work of said department and shall receive such compensation
as shall be f ixed by the City i:'anager. Tile said Department in
addition to the director, shall consist of a Ciiief Inspector, Dairy
Inspector, Food Inspector, Teat Inspector, City physician, and
juarantine Officer, and such other officers, clerks and employees
as the City l,7anager may prescribe to be selected by the Director,
who may be discharged by the said Director upon the approval of
the City ;,Tanager.
SECTIONS: G=ERAL PO'e.ERS OF TI -E DEPARTMENT - Tile De-
partment of Public health and Sanitation shall have supervision
of all matters pertaining to sanitary conditions in the City and
the health of it's inhabitants. Said department shall have full
power and authority to deal with nuisances of every kind; to have
control over tile inspection, preparation, manufacture, and sale
of all articles of food and drink, and anything used for human
consumption; to make and prescribe ;Iivarantine and other regulations,
framed to prevent the spread of infectious, communicable or con-
tagious diseases dangerous to the public health; to visit places
where there is reason to believe that there may be infectious,
conuuunicable or contagious diseases, and to examine persons round
therein. To establish and maintain an evergency hospital and free
dispensary. The Director of the Department of health and Sanita-
tion shall prescribe rules and regulations for the conduct of his
department, preservation of the public health, and the maintenance
of proper sanitary conditions within the city. lie shall prescribe
such forms and regulations for the use and government of physicians,
undertakers and managers of cemeteries as may be necessary to pre-
serve reliable vital and mortality statistics.
S'ECTION 3: FOOD INSPECTION - The said Department may
inspect any and all thins offered for sale, given in exchange
or given affray for use as food or drink or for huirian consumption
in the City, and shall have the right to enter any place or build-
ing whether located in or out of the City, where such food or
drink or articles for human consumption are produced, stored,
manufactured, kept for sale or given away in the limits of the
City, and no person shall be permitted to sell or dispose of, in
the City Limits, anything pronounced by the said Department un-
fit for human consumption.

SECTIO ,1 4: j4UjSAjjCES - The Department of Public Health
and sanitation shall abate or cause to be abated all nuisances
within the City Limits, that are offensive to the senses or that
are or threatened to become katyv detrimental to the public
health. 1111 pools of stagnant water and filth, garbage, weeds,
manure or other substances that are or may become breeding places
or food for mosquitoes, flies, rats or other disease carrying
insects or animals, are hereby declared to be nuisances within
the meaning of this Section. bhenever any such nuisance exists
within the City Limits, the Director of the Department of ub-
lie Health and ,Canitation shall order the owner or occupant of
the premises whereon such nuisances exists to abate or remove
the same within such time as may be specified in the order. if
the owner or occupant fails, neglects or refuses to obey such
order or if the premises be unoccupied and the owner or his
agent cannot be found, the Director of the Department of 2ublic
Health and ;sanitation small abate or remove such nuisances and
shall defray the expense thereof out of any moneys in the City
Treasury available for such purposes. All expenditures so in-
curred shall be charged against the ovvi-ier and shall be a lien
on the lot and premises whereupon such nuisance existed. It
shall be the duty of the Director of this Department to forward
to the City Attorney a written statement of all such expenditures
incurred by him in carrying out the provisions of this Section,
and it shall be the duty of the City Attorney to proceed to fore-
close such lien or otherwise compel the owner of such premises
to repay the amount thereof to the City, together with all
charges of collection.
SECTIOIT 5: RULES AND STATISTICS - The Director of
this :Department shall cause to be kept a record of the trans-
actions of the Department and all rules, regulations and rejuire-
ments, and he shall be the custodian of all records pertaining
thereto, including all vital records or all births or death
records. He shall cause to be kept a complete record of all
births and deaths within the City.
SECTIOE 6: REPORTS - The Director of this Department
shall make to the City 1,1a.nager and to the Board of Aldermen an
annual report and may at any time, either by the Board of Alder-
ment or the City Tanager, be required to make special reports
concerning the health and sanitation of the City, with his ob-
servations and recommendations thereon, together with statistics
concerning the Department.
SECTION 7: DUTIES - Such Department shall also be
charged with the duties of enforcing the sanitary code of the
City of Wichita Falls and any and all ordinances passed by the
Board of Aldermen dealing with the public health and sanitation.
ARTICLE 6 .
1 URCHASING DEPART"LlEl T.
SECTION 1: ORG4d;IIATION - The Director of the Depart-
ment of Purchasing shall be the Purchasing Agent, and such other
officers, clerks and employees as the City LManager may prescribe
to be selected by the Director, and who may be discharged by the
said Director upon the approval of the City 1,;Ianager.
SECTION 2: DUTIES - The Purchasing Agent shall be
charged with the purchase of all supplies, materials and equip-
ment required by the various departments, boards, commissions,
officers and institutions of the City, except the Library and
General Hospital., through consultation with the heads of the
Departments, and other administrative officers, boards and com-
missions. The Purchasing Agent shall prepare Standard specifi-
cations for the supplies, materials and equipment needed. He
shall sell such personal property of the City as in tae opinion
of the City Manager shall not be needed for further public use.
He shall have charge of such store rooms and store houses of
the City as may be established for the storing of supplies and
materials purchased by the City and not delivered directly to
the various departments, bureaus, board and commissions. The
Purchasing Agent shall keep himself informed and maintain rec-
ords as to the sources of supply for all classes of purchasing,
trend of prices, and other matters pertinent to his office.
SECTION 3: SALARY AND BOIJ'D - The Purchasing Agent,
before entering upon the duties of his office, shall execute a
good and sufficient Surety Company bond in such amount as shall
be set by the City I,Ianager, payable to the City of Wichita Falls,
conditioned for the faithful performance of the duties of his
office, the premium on such bond to be paid by the City. The
salary of the Purchasing Agent shall be fixed by the City IIanager.
ART I CINE 9.
TAX DE2ART11ENT
SECTION 1: ORGANI"TION - The Tax Department shall
consist of the City Assessor and Collector of taxes, appointed
by the City Ielanager, and such deputies and assiu tants and other
subordinates appointed by him as shall be authorized by the City
Manager.
SECTIOd 2: DUTIES - The Assessor and Collector of
Taxes shall be charged with the duty of assessing all real and
personal property for taxation and the collecting of such taxes
under provisions of the City Charter and the state laws appli-
cable to the City of 1,15ifichita Falls, He shall prepare assessment
rolls, delinquent tax lists, and all other books and records re-
:luired by the City Charter and the laws of the State of Texas.
He shall give notice to all persons who are delinquent in the
payment of taxes and shall cause notice to be mailed to all
persons holding liens against real estate, where taxes on such
real estate are delinquent, before the City Attorney is in-
structed to file suit for such delinquent taxes.
SECTION 3: SALARY AND BOND - The Assessor and Col-
lector of Taxes, before entering upon the duties of his office
shall execute a good and sufficient Surety Company bond in such
amount as shall be set by the City _tanager, payable to the City
of ,Wichita Falls, conditioned for the faithful performance of
the duties of his office, and premium on such bond to be paid
by the City. The salary of the Assessor and Collector of Taxes
shall be fixed by the City I,,Iana.ger.
aLCTIOiu 41, STATE LASTS ADOPTED - The laws of the State
of !texas in regard to the assessment and collection to taxes, in
so far as applicable to the City of Viichita Falls and when not
in conflict with the City Charter, are hereby adopted as a guide
and method of procedure for the collector and assessor of taxes
in assessing and collecting City taxes.
ARTICLE lU
WATER DEP.ARTIMNT
SECTION l: ORGANIZATION - The Waterworks Department
shall consist of the iiianager thereof appointed by the City
1;_anager and such other assistants, clerks and employees as may
be prescribed from time to time by the City Ivlanager.
SECTION 2: I:TANAGER' S SAL14RY AND BOND - The salary
of the I;qanager of the dater Department shell be fixed by the
City Ia"anager. The ;,tanager of the Water Department before
entering upon the duties of his office, shall execute a good
and sufficient Surety Company bond in such an amount as may be
fixed by the City manager, payable to the City of Wichita halls,
conditioned for the faithful performance of the duties of his
office. The premium of such bond to be paid by the City.
SECTION 3: DUTIES - 1�he 11anager of the Water Depart-
ment shall have charge of the City Waterworks System and mains,
and any and all filtration plants operated by the City, and all
other works of the City connected directly therewith, and ail
plants, property and appliances incident to and connected with
the operations of said Department, or any extension thereof,
and all funds and moneys due the City from the sales of ivaxter
shall be collected under his supervision and he shall be respon-
sible directly to the City l,_anager for such collections. He
shall perform such other duties as have heretofore been imposed
upon hire or may be hereafter imposed upon him by the ordinances
of the City of Wichita %'tills.
ARTICLE 11
PARK DEPARTI:' + NT .
aECTION 1: ORGANIZATION - The Department of Parks
shall consist of a Superintendent appointed by the City i:;anager
and such other assistants, clerks and employees as may be pre-
scribed from time to tide by the City tanager.
SECTIOiT 2: DUTIES - 12he Superintendent of Parks shall
be charged with the duties of caring for and maintaining all
parks and cemeteries belonging to the City of Wichita ra11s,
Texas. iie shall also be in charge of all public recreation and
entertainments carried on under the supervision and control of
the City.
SF;CI'IUN 3: SALARY AND BOND - The Superintendent of
Parks, before entering upon the duties of his office, shall exe-
cute a good and sufficient Surety uompany oo iu in such amount as
may be set by the City I:Tanager, payable to the City of Wichita,
Falls, conditioned for the faithful performance of the duties of
his office. The premium of such bond to be paid by the City.
The salary of the Superintendent of Parks shall be fixed by the
City y;iana,ger.
.ARTICLE 12
POLICE DE,PARTIsrENT
SECTION 1: ORGANIZATION - The Police Department shall
be under the direction of a Chief of police, who shall be ap-
pointed by the City :.;tanager and who, subject to the supervision
of the City 1,ianager and to such rules, regulations and orders
prescribed by the City i=iana.ger not inconsistent with the Charter
and ordinances of the City, shall have immediate control and dir-
ection of such Department. ?ie shall be vested with the discip-
linary power of the Department. Such Department shall be composed
of the Chief of :police, a night captain, sergeant, detectives,
patrolmen, and other officers and employees as the City x;fanager
may determine.
SECTION Z: DUTIES - (a) The Department of Police
shall be charged with the preservation of the peace and order
of the City, the protection of all persons and property, and the
enforcement of all criminal ordinances and all criminal laws of
the uity, the State and the United States. The Department shall
suppress all riots, disturbances and breaches of the peace;
pursue and arrest any person fleeing from justice in any part
of the state, or of the united States; arrest all persons found
in the act of committing a breach of the laws or ordinances,
and take the offenders forthwith before the proper court to be
dealt with according to law; make complaints to the proper
officers of any person known or believe to be guilty of the
violation of the ordinances of the City or of the penal laws of
the State or of the United States. The Department shall also
aid in fire fighting when so directed by the City i;ianager.
(b) The t;iiief of Police shall cause to be served and
executed any criminal process issued by a court of competent
jurisdiction.
(c) Adequate patrol of all parts of the city, so far
as the size of the Police force permits, shall be maintained.
SECTION 3: PRIVATL POLICE - Private Policemen per-
forming special police duties for the benefit of, and at the
e-coense of, private persons or corporations may be commissioned
by the Chief of Police with the approval of the City Lianager on
application of such private persons or corporations and a show-
ing of the necessity of such action. Such private policement
so commissioned shall be subject to the orders of the City I an-
agen and uhief of Police and shall obey the rules and regula-
tions of the Department. they shall wear such uniforms and
badges as shall be prescribed by the rules and regulations.
They shall possess the powers of patrolmen in arresting persons
for offenses against the laws and ordinances. iio person who
has been dismissed frozi the regular force shall be commissioned
as a private policeman within a period of three years after such
dismissal. The commission of a private policeman May be revoked
at any time.
SECTION 4: TRAFFIC - 'Phis Department shall be charged
with the enforcement of all tradfic, regulations and ordinances.
ARTICLE 13.
FIRE DEPARTI'VENT
SECTION 1: ORGANIZATION - The ,ire .department si-all
consist of a chief appointed by the City iaanager and such mar-
shalls, assistant marshalls, firemen, and other officers and
employees as shall be authorized by the Uity ifanager.
SECTIOIT 2: P0VMRS - The Chief of the mire Department
shall, subject to the approval of the City i;gianager, have exclu-
sive control of the stationing and transferring of all firemen
and other officers and employees in the department. rie sill
be vested with the disciplinary power of the department.

SECTION 3: DISTRIBUTION OF' L UIPI:,ENT - 1111 necessary
e4uipment and property for effective fire fighting may be main-
tained and distributed according to fire hazards. The chief shall
be charged with the control of all buildings, (juarters, motor
vehicles, and equipment used by the department.
SECTION 4: DUTIES - The uhi of of the mire Department
shall also be charged with the duty of seeing that all ordinances
heretofore or that hereafter may be passed effecting said Depart-
ment, and that all State laws in regard thereto, are rigidly
enforced.
ARTICLE 14
CORPORATION COURT
SECTION l: CORPORATION COURT, CREATION AND JURISDICTION
FINES - There is hereby created and established a court to be held
in the City of 4 ichita malls, wichita County, Texas, which shall
be known as the Corporation Uourt of the Uity of Wichita balls,
Texas, and shall have jurisdiction within the territorial limits
of said city of all the criminal cases arising under the ordi-
nances of the City; and shall also have jurisdiction, concurrently
with the Justice of the Peace of the precinct or precincts in
which the city is or may be situated, of all criminal cases
arising under the penal laws of the State of Texas where the
offense was committed within the territorial limits of said City;
and tyle punishment is by fine under the laws of said state, not
to exceed Two Hundred Dollars. 6aid court shall have no civil
jurisdiction except for the forfeiture and collection of bonds
given in case of proceedings pending therein.
SECTION 2: TERI,:TS, PROCiZURE, ETC. - There shall be no
teres of said Uourt, but the same shall be open at all times and
shall hold at least one session each day at an hour to be deter-
mined by the City Recorder, and all applicable rules relating to
process, pleading, practice and procedure now established or may
hereafter be established for the Justice Courts of Texas, and.
for Corporation Courts, shall apply to said Uorporation Court of
Wichita rsalls, Texas.
SECTION 3: FE31S - iVeither the City Recorder, the Chief
of eolice, the Uity Attorney, nor any other employee of the City
shall receive any fees or extra compensation for services render-
ed to or attendance on the Corporation Court. ,tach defendant in
case of his conviction in said court not on a plea of guilty may,
in addition to the fine imposed, be reckuired to pay the fees of
all witnesses other than police officers or employees of the City
and also the jury fee, not to exceed fifty cents per juror, in
case a jury should have been empaneled to try the case. un a
plea of guilty the Uity Recorder shall impose a fixed amount by
way of fine, but no costs of court.
SECTIOh 4: UITY RECORDER - 'i'he Uity Recorder shall be
the Jude of the Uorporation Uourt, who shall be a resident and
gLualified voter of the oity, and shall be appointed as provided by
the Charter, and shall exercise powers, duties and authorities
conferred upon him by the laws of the State of Texas, and the
ordinances of the City of ichita i+alls.
aEC;TIUiu b: ULERY, U2 THE' UOPWORATION COURT - The Ule:rk
of the Corporation Court shall keep all records, complaints and
other papers of such Court, and shall make daily and monthly re-
ports to the City i;ianager. He shall be charged with the duties
of collecting fines and costs, and shall remit same promptly to
the city Clerk for deposit with the City Treasurer. iie shall
give bond in such an amount as inay be re�juired by the City ,,tana-
ger, in some solvent Surety company and the premium on such
bond may be paid by the city.

Any ordinances or parts of ordinances heretofore
passed ir_ conflict herewith are hereby repealed.
ARTICLE 17
If any article, paragraph or part of this ordinance
is declared invalid or unconstitutional by a court of competent
jurisdiction, it shall not effect the validity of any other
portion thereof and same shall remain iii full force and effect.
