'r'HLREAS, the Board of Aldermen of the City of Wichita Falls ,
Texas, deems it necessary and expedient to borrow money on the credit
of the City in the sum of ?1,000,000 .00, and secure payment thereof by
the issuance of bonds of said city in that amount for the purpose of
raising funds to pay the cost of constructing improvements and exten-
sions to the present system of waterworks to provide an adequate and
available water supply and plant for said city.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDt R.EN OF
THE CITY OF IICEITA FALLS, TEXAS:
Section 1. That an election be held in the City of Wichita
Falls on the 2 Oth day of January, A. D. 1931, at which election the
following proposition shall be submitted:
Shall the Board of Aldermen of the City of Wichita Falls be
authorized to issue bonds of the City of `:-richita Falls in the sum of
One IiIillion (t�l,000,000.00) Dollars, to rieture serially from one (1)
to forty (40) years from date thereof, bearing interest at the rate
of four and one half per centum per annum, payable semi-annually, for
the purpose of providing funds for IM constructing improvements and
extensions to the present system of waterworks to provide an adequate
and available water supply and plant for said city, and to levy a tax
sufficient to pay the interest on said bonds as it accrues, and the
principal thereof at maturity.
Section 2. The said election shall be held at the Central
Police Station, at the _v is hi to County Court Douse, at the Alamo School,
at Buchanan Street Fire `station, and at the South Side Baptist Church
Annex, and shall be conducted by the following named persons :
VOTING PRECINCT NO. 1, located at the Central :Police Station,
with the following election officers:

All voters living East of Lamar Street, South of the Wichita
River, East of Mill Street and North of Chester Street, shall vote at
the Central Police Station Box.
All voters living South of the Wichita River, lest of Lamar
Street between Lamar and Brook Avenue, west of Hill Street and North
of the Wichita Valley Railway and Chester Street, and North of �:`aichita
River, shall vote at the Wichita County Court House Box.
All voters living South of the Wichita River, ',lest of the
Center of Fillmore Street to the City Limits on the :South and ;Nest,
shall vote at the Buchanan Street Fire Station Box.
All voters living ;est of Brook avenue from the vyichita Valley
Railway Track on the South to the Wichita River on the North and those
living pest of Harrison Street from the City Limits on the South and
Wichita River on the North and Fillmore Street on the West, shall vote
at Alamo School Box.
All voters living South of the �tlichita Valley Railway and
Chester Street and East of Harrison Street to the City Limits, shall
vote at the South Side Baptist Church Annex Box at 2206 Holliday ,Street.
Section 3. The said, e �t*p s, }al,l, be held in accordance
with the general election lay ��ia Drily` auali ied voters who are property
tax payers in said city shall be allowed to vote.
Section 4. The ballots to be used at said election shall
contain in the proposition substantially as above set forth followed
by the taords "For the issuance of bonds?? and "Against the issuance of
bonds" .
Section 5. Notice of said election shall be given for at
least thirty days by the I.Iayor, by publication in the Wichita Falls
Record News, a newspaper of general circulation in 'ffichita County,
1-11exas, published in the City of Wichita Falls, and such notice shall
be made by publishing a copy of this ordinance with the words "Notice
of Election" prefixed thereto, once a week for three consecutive weeks
in said newspaper, the first publication to be made at least thirty
days preceding such election.
Section 6. That due to not having an adequate water supply
system endangers the health of the citizens of said city, creates an
urgent necessity, demanding and requiring that the provisions of the
City Charter providing for the reading of ordinances on three separate
days, and providing that ordinances shall not go into effect 'until
thirty days after passage, be suspended, and this ordinance is passed
as an emergency measure and shall take effect and be in force from and
after its passage, and it is so ordained,
